The main objectives of Ukraine in the field of standardization in the accession of Ukraine to the WTO

In article it is reported about requirements of the Law of Ukraine about quality and safety of foodstuff, and also about an order and periodicity of control of foodstuff and food raw materials on safety indicators; about harmonization of the national legal system; to "compliance assessment; categories of standards.

The MAIN OBJECTIVES of UKRAINE in the field of STANDARDIZATION

Requirements Agreements on sanitary and fytosanitory actions in Ukraine are regulated by the Law on quality and safety of the foodstuff, changed on request of the WTO in September, 2005.

The law on quality and safety of foodstuff regulates the relations between executive authorities, producers, suppliers and consumers of foodstuff, defines a legal order of safety and quality of foodstuff. In it also there is a speech about introduction in Ukraine the state protection of safety and quality of foodstuff by means of the established obligatory parameters of safety for this production.

The law enters the state rationing of indicators of quality of foodstuff, food raw materials and accompanying materials for the purpose of the state protection of safety and quality of foodstuff.

Introduction of the minimum specifications of quality of foodstuff in technical regulations is provided at carrying out sanitary actions and veterinary and sanitary requirements for objects and the persons participating in process of production, sale and storage of foodstuff.

In the normative document The order and periodicity of control of foodstuff and food raw materials on safety indicators are regulated the most admissible quantities of the substances harmful and hazardous to health person, animals and plants. This document with the brought additions corresponds to requirements of EU for safety of production.

Now the base of normative documents of Ukraine makes more than 20 thousand standards.

Order of Ministry of Ukraine from 04.03.04. the plan of works on development of the national standards harmonized with the international and European standards in the sphere of confirmation of compliance (certification) to an industrial output for 2004-2011 is approved as No. of 123-R.

The problem of harmonization of standards is connected with high cost of transition to new standards. In 2003 1,2 million UAH were allocated for these purposes., and in 2004 – nearly 5,7 million UAH. For the beginning of 2006 in Ukraine operated 2500 standards harmonized with international and European, from which 293 it is accepted till 2000, 457 – during 2001, 340 – in 2002, 517 – in 2003, 596 – in 2004. In the budget of Ukraine for 2005 it was allocated for these works of 40,9 million UAH (in 30 times more, than in 2003).

According to the current legislation all standards are approved and installed by Gospotrebstandart’s relevant orders.

Compliance to requirements of standards is confirmed by tests. During the using of standards and implementation of the tests coordinated at the international level, it is created

the general basis for an exchange of the goods and services. The technical term for this basis is called a compliance assessment. According to the European standards procedure of compliance or an assessment of quality of production are carried out by accredited bodies on production certification. On production which has undergone procedure of compliance, the certificate of conformity stands out and the compliance Sign (fig. 1,2) according to DSTU 2296-93 requirements is appropriated

According to the expert opinion, the system of certification operating nowadays and the Agency created in 2002 on the accreditations, Ministry of Economics of Ukraine entering into structure, completely correspond to EU requirements.
