Digital signature – a progressive way of providing the reporting

In article the order of transfer of the reporting in the Pension fund of Ukraine in electronic form with digital signature use is described. Recommendations about the software necessary for work of the enterprise in this mode are made, requirements for formation of electronic reports are provided.

The pension fund of Ukraine took one more step towards to insurers, giving according to the legislation of Ukraine opportunity of transfer of the reporting in electronic form with use of a digital signature (ETsP). The new form of interaction allows to save considerably working hours, both insurers, and workers of the Pension fund.

Representation by insurers of reports in an electronic form with use of a digital signature is carried out at the initiative of the insurer according to requirements of the Order and the current legislation of Ukraine. The report in an electronic form is the electronic document and should correspond to requirements of the Law of Ukraine from 22.05.2003g. No. 851-IV.

The insurer who expressed desire to provide electronic reports, informs on it the Pension fund of Ukraine in the area where it is registered as the payer of insurance fees. For providing a correctness of formation and the accounting of the electronic report workers of the Pension fund should check registration data of the insurer, namely: code EGRPOU and registration number in bodies of the Pension fund. The insurer provides to the center of processing of electronic reports assured by own press:

• a copy about informing of the relevant management of the Pension fund of Ukraine;

• a copy of the document defining officials to which the right of imposing of a digital signature (further ETsP) on the electronic report is provided.

The center of processing of electronic reports – the state enterprise – signs with the insurer the contract on service in Standard is placed on a site of the center of processing of electronic reports. This contract defines the rights and obligations of the parties, an order of the solution of disputes, and also establishes features of information exchange in the course of providing electronic reports in the Pension fund.

For formation of electronic reports the insurer should have:

• Internet connection,

• the specialized software for formation of reports,

• the software for imposing of ETsP and cryptographic protection of information (further – KZI),

• the valid certifications created by the accredited center for public officials of the insurer who have the right of the signature of the corresponding report.

For formation of electronic reports the Pension fund suggests to use the following specialized software supporting a format of electronic reports, approved as the Pension fund of Ukraine:

• Zv_t of a strakhuvalnik – the insurer can receive the automated workplace free of charge in management of the Pension fund of Ukraine where it is registered as the payer of insurance fees.

The electronic reporting according to this Order provides to the insurer the right not to submit the corresponding reports on papers. For electronic reports the reporting periods and the terms of representation defined by the legislation for the corresponding reports in a paper form are established.
