1. General provisions
1.1. The order of registration of the persons which are carrying out economic activity, connected with production and obrashheniemobektov regulations (further – the Order) defines the general organizational and legal requirements concerning registration licorganami Public service of pokarantinurasteniye of Ukraine which are directed on prevention of penetration of adjustable harmful organisms vzony, svobodnyeot such adjustable harmful organisms on territories of Ukraine and identification, localization and elimination of adjustable harmful organisms.
1.2. This Order is developed according to the Law of Ukraine "About quarantine of plants" and extends in the faces which are carrying out economic activity on oborotuobektov regulirovaniyav quarantine and adjustable zones, develop seed and posadochnyjmaterial, carry out biological control with use of biological control organisms, carry out xraneniei grain processing (further – persons).
1.3. An order obligatory for performance Glavnymgosudarstvennym the inspector pokarantinu plants of Ukraine, his deputies, glavnymigosudarstvenny inspectors pokarantinu plants of the Autonomous Republic Crimea, areas, the cities of Kiev and Sevastopol, their deputies, the state inspectors pokarantinu plants (further – state inspektorapokarantinu plants) and persons.
1.4. Registration of the persons which are carrying out economic activity, connected with production and oborotomobektov regulirovaniyaprovoditsya on the basis of results of check of objects the regulirovaniyagosudarstvenny inspector pokarantinu plants.
1.5. The payment for a provedeniyeproverok of objects regulirovaniyai registration licne is raised.
2. Registration of the persons which are carrying out economic activity, connected with production and a turn of objects of regulation
2.1. Registration of the persons, which activity, according to Zakonaukraina’s article 27 About quarantine of plants, is subject to registration, carry out the state inspections pokarantinu plants of the Autonomous Republic Crimea, areas, the cities of Kiev and Sevastopol (further – the State inspections pokarantinu plants).
2.2. For registration of vgosudarstvenny inspection pokarantinu plants licapodayut the statement about provedeniiproverka and registration of the person (further – the statement) (prilozhenie1).

2.4. The state inspector on quarantine of plants throughout 5 working days from the moment of receipt of the statement about provedeniiproverka and registration of the person, carries out check of objects of regulation.
2.5. Check osushchestvlyaetsyaputy inspections, survey, inspection, sampling for the analysis and fytosanitory examination of objects of regulation in the course of their production, storage, processing and transportation. Based on the results of testing the statement of check of the person is drawn up, which is subject to registration (further – the check act) (appendix 2).
2.6. By results of consideration of the statement, an extract of the izedinogogosudarstvenny register of legal entities and physical persons businessmen, and on the basis of the check act the State inspection pokarantinu plants is obliged to accept reshenieo registration or vregistratsiya refusal licana protyazhenii10 the working days. Reshenieob refusal in registration predostavlyaetsyalicuv to a written form.
2.7. The bases for making decision on vregistratsiya refusal licamozhet to be:
discrepancy of the provided documents to requirements of this Order;
vyyavleniyezarazheniye of objects of regulation, capacities (objects) of production and obrashheniyaobektov regulirovaniyareguliruyemy harmful organisms;
absence at litsavozmozhnost and capacities for performance of fytosanitory actions, and also the vyyavleniyenedostoverny information, the specified vzayavleniya about what it is noted vakte checks.
2.8. Reshenieob refusal of a vregistratsiya it is sent licuv to a written form for five days after adoption of such decision.
2.9. The bases for making decision on an otmeneregistratsiya mogutbyt:

2.10. In case of making decision on vregistratsiya refusal, reshenieo repeated registration it can be accepted on the basis of repeated representation of a litsomzayavleniye, an extract of the izedinogogosudarstvenny register of legal entities and physical persons businessmen and check.
2.11. In case of modification in Edinyygosudarstvenny the register of legal entities and physical persons businessmen concerning a site or a residence, organizational pravovojformy, identification kodapo EGRPOU the legal entity or identification number of the individual – the taxpayer and other obligatory payments (at their existence) and forms of ownership litsoobyazano to submit within 10 working days of the State inspection on karantinurasteny a sootvetstvuyushchuyuinformatsiya to a vpismenny form.

3.1. (Further – the Register of persons) approves the nation-wide register of persons, the osushchestvlyayushchikhkhozyaystvenny activity connected with production and a turn of objects of regulation and the Main state inspectorate for quarantine of plants of Ukraine (further – Ukrglavgoskarantin) conducts.

3.4. In the Register a litsvnositsyaidentifikatsionny code on EGRPOU the legal entity or identification number of the individual – the taxpayer and other obligatory payments (at their existence) which carries out the economic activity connected with production and a turn of objects of regulation, these sites or residences, the name, a surname and the initials of the head, phone numbers and registration number. The register of persons is signed by the person responsible for its maintaining.
3.5. Kazhdomulitsa which is included in the Register of persons, Ukrglavgoskarantinuvydayetudostovereniyeo of registration of the person which is carrying out economic activity, connected with production and oborotomobektov regulations (prilozhenie4) and prisvaivayetsemiznachny registration number.
3.6. In case of loss or a povrezhdeniyavydannogoudostovereniye about registration of the person, izmeneniyarekvizitov, licosoobshhaet about it to Ukrglavgoskarantina. Issue of the new certificate of registration licaosushhestvlyaetsya on the basis of the written address of the person.
