The electric power for lighting it is spent more and more – 15 % from its general consumption, and here means in any way don’t suffice because of huge losses in a chain "manufacturing network-consumer". Only in one half-year of last year Ukraine lost about 17,1 % or nearly 25 billion kWh. In a money equivalent it is about 4,3 billion UAH. on a wholesale tariff. For comparison: level of losses in Great Britain makes 8,3 %, in the USA – 11 %.
The main reason of such situation experts call a deterioration of networks and obsolete science and technology park. And technologies in the power industry sphere at us lag behind the modern. For example, usual bulbs of an incandescence of 95 % of energy spend for heating and only 5 % – on lighting. Means, actually we heat air.
It would be necessary to remember power efficiency and to address to the latest technologies. But, as practice of foreign countries shows, for introduction of modern technologies (power effective including) it is necessary to involve a set of organizational and economic mechanisms of regulation in this sphere. The administrative factor should become one of solving here. For example, EU management which structure includes 27 countries, approved the decision on complete transition to use of energy saving sources of lighting within three years.
In Australia almost sale of ordinary filament lamps everywhere is forbidden. Since January of this year in London the company on replacement of filament lamps on power effective under the name lamp amnesty started. In the former Soviet Union countries too took radical measures: the mayor of Moscow last year obliged all contract organizations to establish exclusively energy saving sources of lighting in housing and communal services.
Ukraine didn’t stand aside also. In experiment was exactly made: illumination of the budgetary sphere of the city completely transferred to power effective lamps. The result strikes: 80 % of economy of the electric power (on more, than 70 thousand UAH.) for some months of operation. Unfortunately, it is only individual examples. The reasons, as always, are banal – absence of organizational incentive and a lack of a monetary resource. That, by the way, you will not tell about a resource technical: a few years ago on Rovenshchin the plant on production of luminescent lamps was open, the vast which majority of production is exported. In Ukraine lamps which maintain more than 30 thousand cycles of inclusion and switching off with a length of life of 15 thousand hours, are considered too expensive (about 18 UAH.), and therefore also inefficient.
The personal experience testifies: 6 such lamps for which 78 UAH were spent, paid back themselves, for some months. Most of all energy it is consumed in social and municipal spheres where, by the way, and level of its losses is highest. It appears, it is very difficult to understand a simple thing: the saved money is light in dark lanes, work of traffic lights at difficult intersections, illumination of roads.
In the European countries it is conventional that investment in power efficiency and energy saving approximately in 4 times is more rational, than creation of new generating capacities.
This postulate practical offers proves to be true and in Ukraine. For example, experts of NAER developed the draft of the program Replacements of filament lamps by power effective lamps in the budgetary sphere. Term of its payback – 12 months.
But what to do now? With what to begin effective electricity consumption to conscious citizens while will approve programs and to look for means? From purchase of one bulb for kitchen, for a streetlight at a dacha and even for office. If each Ukrainian family replaces at least one filament lamp on power effective, within a year in the state it will be possible to save so much electric power, how many develops one of nuclear power plant blocks for half a year. And, probably, then there will be no need for new blocks of the nuclear power plant.
