The Kirov area agricultural, and for the rural zone is more important than a question, than the earth isn’t present
Kirovskiyrayon agricultural, and for the rural zone is more important than a question, than the earth isn’t present. Therefore deputies of the constant commission of regional council pay the closest attention to the ground relations and development of agro-industrial complex. The structure of our commission includes the active and authoritative deputies having life experience and professional knowledge, aspiring only to positive dynamics of results of development of agricultural sector. So, N.F.Suinov is the vice-chairman of the constant commission, A.S.Anishchenko – the secretary, A.A.Tkachenko and A.Saredinov – members of the commission.
According to the Law of Ukraine About local self-government session considers at the meetings questions after discussion them on commission session. Very interested conversation went by question consideration About the measures accepted by the Kirov district state administration on development of agricultural branch and increase of its efficiency. Members of the commission noted that in the area available possibilities of growth of efficiency of agricultural production, preservation and increase of fertility of lands aren’t fully realized.
We take a principled stand by consideration of a question of granting in rent of superficial water objects of local value to subjects of an entrepreneurial activity. Quite often there are cases when deputies refuse to businessmen rent of superficial water objects. In such cases we demand accurate contractual obligations, always we consider interests of inhabitants of the area.
On one of meetings the question was included in the agenda About the resolution of Council of ministers of AR Crimea from 4.12.2007, letters of the vice-chairman of Council of ministers N. P. Kolisnichenko and the minister of an agrarian policy P.I.Akimova.
Deputies deeply and comprehensively discussed information stated in the letter of the Item. And Akimova. In it it was said that … the area didn’t in full use funds of the State budget of Ukraine, directed on financial support of agricultural enterprises. In spite of the fact that in the area there is a continuous decrease in a livestock of cattle, RGA ignored a task of the Ministry of an agrarian policy of AR Crimea on use in full means of the special grant in the sum of 8,8 thousand UAH., which is provided to agricultural enterprises on a livestock a telok, bought in personal country farms for replenishment of the main herd.
Work on use of means of the State budget of Ukraine in the sum of 64,0 thousand UAH wasn’t carried out., which are finished to the area according to the program Selection in plant growing. The compensation amount (isn’t used by 10,2 thousand UAH in full.) on reduction of the cost of cost of the electric power on watering of crops, reduction of the cost of cost of insurance premiums (32,8 thousand UAH.). For 13,2 % the means directed on partial compensation of an interest rate on the credits of commercial banks were used. To data, in case of incomplete use of the above-named means, financing of the agrarian and industrial complexes enterprises of the region in 2008 will be reduced in proportion to the sums of undeveloped budgetary appropriations. The constant commission unanimously made the decision which is urgently recommending the district state administrations to raise level of work on use of means of the State budget.
Responsibly considered also the resolution CM AR Crimea from 12.06.2007g. No. 373 About carrying out identification and cattle registration in AR Crimea territory in which it was noted that in Kirovsk the area in this work arose problems.
Specialists of management of agroindustrial development closely prosecute the subjects, which deputies lifted at regional council sessions, meetings of the constant commissions. So, in March, 2008 as control the head of department of agroindustrial development M. G. Gavrilyuk informed deputies on performance of actions of the Program of economic and social development of the area for 2007.
Unfortunately, unresolved still very much – there is a lot of questions, a set of different problems in which decision sometimes it is difficult to find a way out. For example, establishment of borders between Kirovski possovety and the Yarkopolensky Village Soviet. Already the question of acceptance in a municipal property of a hostel on Dzerzhinskogo St., 20 acquired a beard. The building is in the territory of Yarkopolensky council, and residents are registered in Kirovsk. The Kirov management of a water management (chief A.G.Dr) can’t receive the state act on continuous using the earth under bases and objects of management. To finish registration of technical reports and to receive acts it is not obviously possible because the base of management is in Kirovsk, and a part of the territory – outside of the settlement on lands of Yarkopolensky council.
This question and at regional council session, and at meeting of the constant commission was sharply discussed. Not less painful question and on RES, after all the enterprise is located in the territory possoveta and the Village Soviet. On the matter session of the Kirov regional council postponed decision-making before the next session most fully and objectively to satisfy interests and requirements of Yarkopolensky and Kirov bulks.
