The meeting summed up the lot of work which has been carried out by the government, the ministry of an agrarian policy of the Crimea of research of reserves of increase in production of grain and other agricultural production, the task was put – in 2007 production of grain to lift to level of 1,5 million tons.

In Pervomaisk the area, the seminar meeting is carried out to SPK "Georgia" on September 23 this year following the results of work of agro-industrial complex of the Crimea in 8 months of the current year and tasks of ensuring autumn sowing of a crop of 2007.
The meeting in this advanced economy was total in the carried-out lot of work of the government, minagropolitiki the Crimea in research of reserves of production of grain and other crops in an autonomy. In August-September competent experts with departure on places analysed possibilities practically each agricultural enterprise and a farm, joint efforts on activization of efforts of local councils and agricultural bodies are planned and in each area appropriate programs of development of branch are developed, approved.
The seminar meeting opened and the vice-chairman of Council of ministers of our republic Nikolay Kolisnichenko conducted. Heads and specialists of the ministry of an agrarian policy of the Crimea, its subordinated organizations, deputy heads of the district state administrations took part in its work concerning agrarian and industrial complex, chiefs of managements of agroindustrial development, chiefs of managements of a water management, heads of farms other public officials.
In work of a seminar meeting took part and the prime minister of the Crimea Victor Plakida addressed gathered.
Novelty was brought in the organization of work of this seminar meeting as it practised and in previous regional meetings. So, according to the planned program, representatives of the Ministry and its subordinated organizations since morning parted on area farms on purpose on places to define, possible growth of volume of production of grain next year, readiness of farms for autumn sowing.
Directly in SPK "Georgia" of participants of a seminar meeting in the beginning acquainted with that work what is conducted here on development sockultbyta, then to them showed well equipped zernotok, rape crops, the high-efficiency agricultural machinery which use allows to prepare the soil for sowing winter in the progressive ways.
With a great interest got acquainted gathered with technologies of maintaining branch of vegetable growing. Their attention was involved especially by an excellent condition of crops, methods of cleaning of vegetables, a drop irrigation.

To use all capacity of the Crimea for receiving big crops
On August 12 on the basis of the Black Sea area works of agro-industrial complex in 7 months of the current year were summed up, tasks which to us are necessary for solving together on building in 2007 of volume of production of grain to level of 1,5 million tons are defined.
Shortly I want to remind that according to operative data, in the current year in the republic early grain crops were cleaned from the area of nearly 481,0 thousand hectares. 1 223,5 million thousands tons of grain in bunker weight is threshed, average productivity made 25,5 c/hectares that on 4,1 c/hectares more than last year.
The analysis of volume of production, productivity of early grain crops shows that the Crimea has real possibility and potential for receiving not less than 1,5 million tons of early grain crops in 2007.
For this purpose, since August 11, under the direction of the vice-chairman of Council of ministers of the Autonomous Republic Crimea Nikolaya Petrovicha Kolisnichenko in all areas with participation of specialists of the ministry, heads and specialists of its subordinated organizations exit meetings with an economic asset of areas are held.
Analyses of a state of affairs in each village council are carried in details out, possibilities of performance of look-ahead indicators of production of the grain, offered managing subjects specialists of regional managements of agroindustrial development and approved by the district state administration and regional councils are revealed.
On the crop’s eve of 2007 it is planned to sow winter crops on the area of nearly 450 thousand hectares, from them grain group – 409,6 thousand hectares
As of September 20 of the current year, the main processing of the soil as a whole on the republic is carried out on all planned area – 450 thousand hectares.
At the same time it is necessary to note low organizational level of carrying out this work in farms of the Belogorsky area (K.I.Lugovik) where 86 % from the planned volumes are prepared for this date only, Lenin – 96 % (V. V. Solovonyuk) and Saksky – 95 % (Of this year Bogdanov).
In spite of the fact that in some days there will come optimum terms of crops of winter grain crops, in a number of areas preseeding preparation of the soil is carried out in the extremely limited volumes: on operational information of areas, in the republic this work is executed only on 150 thousand hectares – or 33 % from demanded volumes. Thus in Krasnoperekopsky (K.I.Trandafil) of such areas there are only 17 %, and in Black Sea (L.V.Tuysuzova) – only 3 %.
One of the main factors which are essentially influencing productivity – providing necessary level of a food of plants, first of all phosphoric. On the crop’s eve of 2006 on each hectare of crops of early grain crops it was brought with crops and in a look podkormok on the average – 25 kg of of century that isn’t enough.
Thus the tendency – in those areas and farms where actively work with mineral fertilizers is accurately traced, productivity is much higher.

As there is today a preparation of phosphoric fertilizers under crops of winter crops. At requirement of 5,1 thousand tons of of century on the republic only 82 % are prepared. Thus 4 areas aren’t ready to sowing winter with application of fertilizers in full. The lowest security with phosphoric fertilizers in the Bakhchsarai area – 44 % (I.R.Umerov), Krasnogvardeysky – (M. N. Kosovan’s) 52 %, Lenin - 60 % (V. V. Solovonyuk), Krasnoperekopsky – 87 % (K.I.Trandafil).
Still there is time for purchase of missing amount of phosphoric fertilizers in full needs for the above-stated areas and, address to chairmen of the district state administrations, – this problem should be removed. Crops without introduction of starting doses of fertilizers will be regarded as your unwillingness to carry out the program of production of grain. And farms thus won’t receive grants for sowed winter the area.
Security of farms of the republic with protravitel of seeds makes 99 %, only in 3 areas them less requirement is prepared, it is Bakhchsarai – 94 % (I.R.Umerov), Lenin – 92 % (V. V. Solovonyuk), Soviet – 88 % (A.N.Shulga)
The need for seeds of winter crops on autumn sowing makes 65,0 thousand tn. According to republican state seed inspection, in the republic 102 % of seeds of the winter crops, all konditsionny are filled up. During too time serious concern of the ministry is caused by quality of seeds of winter barley in some areas. Today in (V. N. Taratorin’s) Razdolnensky region there are only 53 % of konditsionny seeds of barley: Saksky – 71 % (Of this year Bogdanov), Krasnogvardeysky – (M. N. Kosovan’s) 87 % and Krasnoperekopsky – 89 % (K.I.Trandafil).
I ask a question to chairmen of the above-stated administrations:
- When these seeds will be finished to sowing standards? After cleaning passed nearly two months, and prior to the beginning of sowing there were few days?
The analysis of the separate moments without which it is not obviously possible qualitatively and to carry out in due time sowing of winter crops and to provide production of grain of early grain crops in volume not less than 1,5 million tons, once again confirms that chairmen of separate regional public administrations, regional councils, carry insufficiently seriously out work with all on whom depends as we we will sow and that will be put for receiving a high-grade crop in 2007.
Shortly about that we have by results of work of exit meetings in areas on performance of look-ahead indicators of production of grain of early cultures in 2007.
It is necessary to note that only four areas didn’t accept look-ahead indicators of production of grain of measures necessary for performance. It: The Bakhchsarai area – the chairman of the district state administration Ilmi Rustemovich Umerov where plan a shortage in volume of 6,2 thousand tons;
Belogorsky – Konstantin Ivanovich Lugovik – a minus of 22,0 thousand tn;
Lenin – the first deputy chairman of the district state administration V. Solovonyuk – a minus of 41,0 thousand tn
Razdolnensky – Vladimir Vladimirovich Taratorin – a minus of 7,8 thousand tons.
In total on the republic of 76,5 thousand tons.
It testifies that the above-named regional administrations made nothing in the organizational plan and aren’t going to do anything. Everything is neglected.
The majority of areas still didn’t present the decision of regional councils or orders of the district state administrations (Bakhchsarai, Belogorsky, Kirov, Lenin, Krasnoperekopsky, etc.).
Finished we will consider work on ensuring production of the above-stated volumes of grain only then when all regional administrations will hold all organizational events and will provide to the ministry all necessary materials.
The next moment on which it is necessary will stop, this use of irrigated lands and transfer of an intraeconomic irrigating network to a municipal property. You perfectly know that such for the Crimea irrigated agriculture. At the same time the actual use of irrigated lands for the last three years made: in 2004 – 33 %, in 2005 – 33 % and in 2006 – 36 %.
It once again says that regional public administrations don’t give to irrigated agriculture due consideration. On former the lowest efficiency of irrigated lands in the Black Sea area – 7 %, Belogorsky – 9 %, Bakhchsarai – 14 %.
In spite of the fact that on the republic in thirds to decade of August and the first decade of September dropped out a precipitation from 19 mm to 57 mm, and in separate farms to 80 mm and more, according to the Crimean center of hydrometeorology, moisture stocks on fields under winter crops in a layer of 20 cm are estimated as unsatisfactory. Practically in the bigger territory of the republic they make from 0 to 5 mm, and can cause only provocative shoots.
The resolution of Council of ministers of the Autonomous Republic Crimea from August 22, 2006 of No. 453 About a course of preparation of agricultural enterprises of all forms of ownership of AR Crimea to carrying out autumn sowing of a crop of 2007 finished a task to the district state administrations on carrying out vskhodovyzyvayushchy and vegetative waterings on the area of 58.2 thousand hectares. As of September 22 vlagozaryadkovy waterings are carried out on the area of 8,0 thousand hectares – 22 % from a task. During too time in Kirovsk, Nizhnegorsky, Simferopol and Black Sea areas this work didn’t start at all.
Only 13 % are watered in Saksky, 15 % – in Krasnogvardeysky areas and this with the fact that with republic Council of ministers for maintenance of agricultural producers was allocated for compensation of expenses of the electric power on water supply on an irrigation of 2,19 million hryvnias, and practically all these means were sent to areas (2 million UAH.).
Considering a forecast according to which it is not necessary to expect a serious precipitation till 3 decades of October, the main attention of the district state administrations should give to carrying out vlagozaryadkovy, vskhodovyzyvayushchy waterings on the greatest possible areas that will give the chance to receive good shoots of winter crops.
Stumbling block for many chairmen of the district state administrations there is a transfer intraeconomic irrigating networks in a municipal property.
For the last three years 64 cases of plundering of intraeconomic meliorative networks, 16 of them this year were revealed. In total only for this period 33,7 thousand hectares of irrigated lands or nearly 8 % from their existence are irrevocably taken out of service. As a result the damage in the sum more than 23 million hryvnias is caused to the state.
Today there are not transferred in a municipal property intraeconomic irrigating systems on the area of 178 thousand hectares or 50,7 %.
After the previous summarizing of work of agro-industrial complex in 7 months some motions in transfer of intraeconomic networks to a municipal property occurred only in the Dzhankoysky area – 2,5 %, Bakhchsarai – 3 %, Nizhnegorsky – 7 %, Black Sea – 33 %. And nevertheless in the same Dzhankoysky – 7 % and Bakhchsarai – 15 %, and also in Belogorsky – 17 %, Leninsk – 24 % areas it is conducted unsatisfactorily.
At meeting under the direction of the vice-chairman of Council of ministers of AR Crimea Nikolay Petrovitch Kolisnichenko which took place on September 12 with participation of all interested parties was defined a final date of completion of this work – till December 31 of the current year.
Now the draft of the resolution of Council of ministers which will be considered at the closest meeting of Council of ministers is coordinated. After the specified term the corresponding conclusions will be summed up and made.
Shortly about a situation in gardening and wine growing branch
In the republic there are 58,2 thousand hectares of long-term plantings, including: gardens – 28,5 thousand hectares, vineyards – 29,7 thousand hectares. Because of their strong damage by winter frosts expected production will make: fruit – 17,5 thousand tn – 32 % to the planned volumes, grapes – 27,8 thousand hectares – 31 %.
For updating of landings in the republic it is planned in 2006 to plant 2993 hectares of long-term plantings including: gardens – 1273 hectares, vineyards – 1720 hectares.
Actually to the planned volumes only 31 % (937 hectares) from them in the spring are planted: gardens – 15 % (190 hectares), vineyards – 43 % (747 hectares).
Works on landing of gardens by farms of Dzhankoysky, May Day, Simferopol areas, vineyards – in Dzhankoysky, by Leninsk, Nizhnegorsky, Pervomaisk and Black Sea areas weren’t carried out at all. And this with the fact that from nearly 46 million UAH., spent agricultural producers on a bookmark and care of long-term plantings, the Ministry already returned more than 23,0 million hryvnias (50 %), documents are prepared and sent to the Ministry of an agrarian policy of Ukraine for 18,6 million UAH.
I remind chairmen of the district state administrations – the Council of ministers of the Autonomous Republic Crimea on September 12 the current year adopted the resolution No. 517 About a work course on landing of gardens and vineyards in AR Crimea in 2006. I ask to treat seriously its performance during the forthcoming autumn and winter period.
Results of implementation of the resolution will be considered at meeting of Council of ministers in January-February, 2007.
Animal husbandry
In 8 months 2006 in all categories of farms of the republic the livestock increased in comparison with last year:
- cattle in 11 areas on 18,1 thousand heads (9 %);
– pigs, v14 areas, on 41,8 thousand heads (35 %);
– sheep, in 14 areas, on 36,4 thousand heads (16 %);
Gross volumes in 8 months 2006g. increased: productions of meat – for 1 % (1tys. tn), eggs – for 15 % (56,8 thousand tn), wool – for 26 % (159 tn).
Still gross production of milk because of reduction of number of dairy cows decreases.
It is necessary to note low level of work on safety of a number of cattle in the Krasnoperekopsky area – 76 % (the chairman of RGA K.I. Trandofil), Bakhchsarai – 96 % (I.U.Umerov), Nizhnegorsky – 97 % (A.N.Gray hair).
In the listed areas the livestock of cows is almost liquidated in agricultural enterprises and here aren’t engaged in development of large commodity production.
In three months of the current year presented materials on the state grant for increase in a livestock of cows of the dairy direction only Krasnogvardeysky, Razdolnensky and Black Sea areas.
Despite the essential help from the state, directed on support of branch of sheep breeding, existence of haymakings and pastures, natural possibilities, completely liquidated sheep breeding in agricultural enterprises of the Krasnoperekopsky area, aren’t engaged in revival of this branch in Belogorsky, Leninsk, Razdolnensky, Pervomaisk, Dzhankoysky areas.
Work on building of meat resources isn’t at the proper level carried out in areas. Means for delivery of vysokokonditsionny cattle and a bird in Bakhchsarai, Leninsk and Krasnoperekopsky areas still don’t accustom.
The percent of development of these means in the Nizhnegorsky area – 1,3 %, Simferopol - 2 %, Soviet - 3,2 %, Black Sea – 5 %, Kirovsk - 6,3 % is lowest.
One of the current situation reasons – lack of lethal points in the territory of these areas, and possibilities of a face and processing of the cattle containing on farmsteads of the population.
Now in the republic of the rabotayutvsy 22 certificated lethal points, from them only two (in the Soviet, Saksky areas) on a face of the cattle containing at the population.
Problem question there is a repair of a uterine livestock of cows in Leninsk, Razdolnensky, Pervomaisk Dzhankoysky areas. To correct situation it is possible, mastering the means allocated by the state for purchase a telok at the population. However in 8 months of the current year 24 telka – the vchernomorsky area are bought from it only.
The situation in Leninsk the area on the organizations of artificial insemination of cows and a telok, grown up in agricultural enterprises doesn’t change.
In a private sector low there is a percent of coverage by artificial insemination of a uterine number of cattle in Kirovsk the area – 7,7 %; Razdolnensky – 7,7 %; Bakhchsarai – 10,5 %; Saksky – 10,2 %.
Now the Ministry of an agrarian policy of the Autonomous Republic Crimea selection in animal husbandry prepares documents on participation of breeding farms in competition according to the Program. It is necessary to prepare qualitatively till October 12, 2006 a package of these documents and to present them on competition.
Not enough time remained prior to the beginning of transfer of animals to the stall contents (since November 1). It is necessary to assign to each subject of managing of responsible persons according to the indication of the practical help in the organized carrying out wintering.
Council of ministers of the Autonomous Republic Crimea the resolution from September 12, 2006 of No. 515 About preparation and the organized carrying out the autumn and winter maintenance of cattle and a bird in 2006/2007 gg is accepted., in which objectives at level of the ministries, administrations, departmental establishments control of its performance also will be monthly carried out.
Industrial processing of agricultural products
Now in 8 months in comparison with the similar period of last year production of the following types in natural expression is increased: meat – 4,2 %; sausage products – 35,7 %; milk processed – 0,9 %; products sour-milk – 5,7 %; torments – 9,5 %; grain – 34,2 %; cognac – 18,3 %; pasta – 9,0 %.
At the same time butter volume of production for 2,8 %, bakery products – for 7,6 %, cheese fresh not fermented – for 10,0 %, vodka – for 29,0 %, soft drinks and mineral water – for 19,3 % is reduced.
The analysis shows that the volume of production of food production in natural expression as a whole on branch, including by the main byudzhetoobrazuyushchy types, in 8 months 2006 in comparison with the similar period of 2005, tends to growth.
Processing of agricultural production in the Krasnogvardeysky area where makes 73 % from total amount of the processed raw materials subsidiary shops of the Crimean agricultural enterprises is most developed. At the same time with it, in the Krasnoperekopsky area agricultural products processing is almost completely stopped. 39 % of shops available in agricultural enterprises work. Production of a flour, vegetable oil, dairy production, pasta is stopped.
In the Bakhchsarai area 64 % of available shops work only. Volume of production of bakery products for 16,4 %, pasta – for 60 % is reduced.
In the Saksky area about 60 % from available shops work. Volume of production of bakery products for 11,2 % is reduced, production of canning production, vegetable oil and pasta is stopped.
Material support
Essential influence on timely and high-quality performance of agrotechnical actions renders updating of machine and tractor park at the expense of operating mechanisms of the state support. Now in the first half of the year 2006 agricultural enterprises acquired 228 units texnikina the sum of 31,2 million UAH., including 20 units on the terms of partial compensation for the sum of 10 million hryvnias.
Most actively in this direction work: Krasnogvardeysky, Soviet, Saksky areas. During too time practically don’t buy equipment of an economy of the Belogorsky area - only 2 units, Black Sea – 5 units, Simferopol – 6 units.
Everything it should be clear that without modern technical base it is impossible to solve problems of agro-industrial complex.
Calculations for rent of the land lots, shares (shares) and property
As of 01.09.06, calculation for lease contracts of the land lots, shares (shares) for 2006 in the republic it is made for 64,4 % that above level of last year for 9,2 %, above an average value across Ukraine for 27,4 %. Thus in comparison with last year in structure of payments calculation in a monetary form is increased by 7,4 %.
In too time an indicator of calculation for a ground lease below level of last year and an average on the republic at tenants of Krasnoperekopsky, Soviet, Black Sea areas and a zone of Armyansk.
Calculations of repayment of debt for a salary in economically active enterprises
According to Head department of statistics, in eight months of the current year the debt on a salary in agricultural enterprises decreased on 3,1 million UAH. or for 18 %, in comparison with the beginning of year and on 01.09.06 it made 13,8 million UAH.
Growth of debt on a salary in comparison with the beginning of year is allowed in economically active enterprises of the Lenin area (SPK "Krasnoflotsky" – 5,7 thousand UAH.).
In comparison with the last month total amount of debt on compensation decreased on 286,7 thousand UAH., or for 2 % at the same time for the same period allowed debt growth economically active agricultural enterprises of the Belogorsky area – on 33,7 thousand UAH. (+ 33,5 %) and Lenin – on 0,9 thousand UAH. (+19 %).
In spite of the fact that in the enterprises of agro-industrial complex the quite good grain yield of cultures is received, debt repayment in August passed very low rates. And in such areas as Bakhchsarai, Belogorsky and Lenin growth of the general debt on a salary is allowed.
The lowest volumes of repayment of debt on compensation in agricultural enterprises of Dzhankoysky, Kirov, Razdolnensky, Saksky areas. In total amount its greatest specific weight is occupied by agricultural enterprises of the Dzhankoysky region of-17,4 %, Bakhchsarai – 16,8 %, Razdolnensky – 11,4 % and Kirov – 11,9 %.
Till the end of 2006 to regional administrative bodies it is necessary according to a task of Cabinet council of Ukraine to take effective measures for complete repayment of debt on a salary in economically active enterprises till the end of the current year and to carry out concrete real work with arbitration managing directors of the bankrupt enterprises.
The social sphere sat down
According to acts of Ukraine, decrees and orders of the president of Ukraine for providing favorable conditions of activity of the reformed agricultural enterprises, transfer of objects of the social sphere of the village from balances of agricultural enterprises of a municipal property of territorial bulks proceeds. From 2000 95 % of objects of education, cultures, health care and sports are transferred; 94 % of housing stock; 88,6 % of engineering networks.
However in eight months of the current year rates of transfer of objects of the social sphere considerably decreased. For the beginning of 2006 73 objects of education, cultures, health care and sports were subject to transfer, 4 objects or 5 % are transferred only, respectively on housing stock was subject to transfer of 82,15 thousand sq.m, 7,64 thousand sq.m or 9 % are transferred. Engineering networks was subject to transfer 707,35 km, and 54,2 km or 7,7 % are transferred. In the current year any object in the Bakhchsarai, Belogorsky, Krasnogvardeysky, Nizhnegorsky and Black Sea areas isn’t transferred.
The most part of not transferred engineering networks remains on balances of agricultural enterprises of the Krasnogvardeysky area – 361,1 km (from 707,35 km) and in the same area the greatest kolichestvone the objects of education transferred in a municipal property, culture, health care and sports – only 18 units. As to housing stock, the greatest number of not transferred houses remains on balances of agricultural enterprises of the Simferopol area (21,6 thousand sq.m).
Agricultural enterprises annually spend considerable funds for the content of objects sotssfer, distracting them from the main production. So in 2005, according to annual financial reports of agricultural enterprises of areas, the actual charges of objects of housing-and-municipal and welfare appointment made 10,2 million UAH. The maximum expenses were in the Bakhchsarai area – 2,2 million UAH. and in Saksky – nearly 2 million UAH.
At joint meeting of heads of agricultural enterprises and village councils it is necessary for administrations of areas to consider the reasons braking transfer of these objects and to develop mutually acceptable conditions of completion of this work. And also to provide in local budgets of means, in necessary volumes, on capital repair and operation of objects of the social sphere accepted in a municipal property.
Infrastructure of the agrarian market
Now more than 85 % of all made agricultural production are realized out of existing infrastructure of the agrarian market in the off-exchange market. There is it, first of all, because of the extremely insignificant volumes of realization of agricultural products and material resources through the accredited exchanges, agrotrading houses, auctions and other elements of infrastructure of the market. It doesn’t allow to establish market conditions on this or that type of agricultural products, to create price indicators on the basis of the exchange auction, real volume of supply and demand. Today only separate agrotrading houses work in this direction: the Kirovskoye agrotrading house (director Yury Viktorovich Russkikh), the Krasnogvardeysky agrotrading house treat them (director Vasily Ivanovich Savchenko), Simferopolsky agrotrading house (director Alexander Modestovich Vasilyev), "Vanguard" in the Nizhnegorsky area (director Ivan Nikolaevich Harkovets). In other agrotrading houses work on formation of wholesale parties of a foodgrain isn’t carried out. And in such areas as Bakhchsarai, Dzhankoysky, Lenin, Razdolnensky, agrotrading houses for various reasons at all don’t work. In its market it is possible to speak about what formation of parties of grain and influence on a price situation in general.
Today in regions the real scheme of advance of the goods on the consumer market through the wholesale food and wholesale fruit-and-vegetable markets isn’t fulfilled. In a chain the producer – the wholesaler – the retail seller – the consumer there are no long, stable communications, the contract mechanism isn’t introduced.
Emergence in the market of agricultural production of numerous intermediary structures, repeated resale of the goods by these structures lead to increase of retail prices. Besides, in such areas as Lenin, Razdolnensky, Soviet and Black Sea such elements of infrastructure of the agrarian market aren’t created not.
The important role in providing with financial resources of producers is allocated for the credit unions which unfortunately, are created only in Belogorsky, Krasnogvardeysky, Saksky and Soviet areas. In the others they aren’t created because regional administrations don’t give them due consideration.
The analysis of commodity filling of the agrarian market testifies to low overall performance of 71 agricultural serving cooperatives, and in such areas as Belogorsky, Dzhankoysky, Lenin, Razdolnensky, Soviet and Black Sea they aren’t created not.
Efficiency of use of the State and regional budgetary programs
In the current year financing of expenses of agro-industrial complex of the Autonomous Republic Crimea made 93,9 million UAH of the Government budget of Ukraine., 91,4 million UAH are used. or 97,3 %. However, still on the State program it is not used:

The task of the district state administrations – until the end of the year to provide complete use of the financial resources allocated from both levels of budgets.

The report on a state of affairs in branches of agricultural industry and readiness for an autumn sowing campaign was made by the chairman of May Day regional public administration A.P.Paper bag. Having told about how the economy of farms of the area among which allocated as an example for SPK imitation "Georgia" develops, he noticed that the main goal of the district state administration – to achieve that all farms became profitable, and highly-skilled personnel that on the village there was a work for all able-bodied and that all of them worked are for this purpose necessary. In village development it allocated a big role for a rural bulk.
Speaking specifically about readiness for an autumn sowing campaign, the head of the May Day district state administration noted that despite difficulties with fuel soil preparation, replenishment of stocks of seeds, fertilizers go to end.
As to prospect, in the area intend to use irrigated lands more effectively. And as to all ground grounds, in conclusion of the report he emphasized:

Experts of agricultural industry acting at a seminar, heads of the district state administrations, representatives of tax inspections, managements of a water management, the district state administrations, regional authorities shined a wide range of problems, concerning development of a grain farm, spoke about its pressing problems and ways of their decision.
The deputy head of administration of the Nizhnegorsky area A.N.Gray hair, for example, informed that at them around canning the plant which didn’t work twelve years, was started up last year, at last, in work. Daily it can process 400 tons of raw materials, but to develop production still it is not obviously possible, as there is no market. And after all the plant can accept raw materials in processing from all regions of the Crimea.
The head of the Dzhankoysky district state administration A.I.Sidorenko emphasized need of establishing order for an irrigation. Irrigating systems are still plundered in the face of peasants.
Acting at a seminar meeting, the prime minister of AR Crimea Victor Plakida, concerning results of work of agrarian and industrial complex, noticed:
- To tell that we very well worked it is impossible, however achievements are not in production in development of the social sphere.
Estimating work of farmers of the May Day area, he noticed that is good when in the area there are such farms as "Georgia", urged all to work so well as here that such as it is SPK became more and more.
Speaking about pressing tasks, he emphasized need to be engaged in land improvement, it is better to use production base available in the Crimea for social development of the village, to learn to trade. Also it is necessary to solve a problem of processing of the earth of shareholders at last.
