The soft long-term loan for construction or completion of an individual house with economic constructions and utility rooms is provided under 3 % per annum with a maturity date to 18 years.

The sum of the credit can’t exceed cost of a subject of crediting and the limiting sum in 50 thousand hryvnias.

The borrower can use the soft loan provided at the expense of budgetary funds, only once.

First of all the credits stand out on completion of individual houses with readiness level more than 75 %. to young families, the citizens consisting in turn on improvement of housing conditions more than 10 years, and also the borrowers who have taken part in contract system.

The credit is provided under a condition:

1. confirmations of the right of the borrower on his receiving;

2. confirmations of solvency of the borrower;

3. providing credit.

Use a soft loan citizens of Ukraine who constantly live can and build housing in the rural zone of the republic and work at the enterprises of agricultural industry, in local government bodies, the social sphere of the village, and other economic formations which function in the rural zone and serve the village, and also at the enterprises of the branches processing and serving agro-industrial complex located within the area.

At determination of solvency of the borrower the income received by all members of the family for previous to receiving the credit of 12 months from all sources, including of economic activity on a personal plot, from use of a ground share, etc. are taken into consideration.

Obligations of the borrower under the contract of the credit can be provided with the pledge contract (mortgages, a mortgaging) fast or personal goods and/or the contract of guarantee of one or several physical or legal entities having the sufficient income and property for execution of a joint liability with the borrower on repayment of the credit.

The credit can stand out the next ways:

a) construction materials in terms of money which are necessary for works on construction (to reconstruction, gasification) at home;

b) and/or by transfer of money to a current account of contract organization or the supplier of the goods (works, services);

v) and/or by transfer of money to a current account of the borrower. The credit stands out parts in 4 stages in process of performance of the following works:

Ietap – earthwork, the device of the bases and a socle part of the house with overlapping, waterproofing works;

IIetap – construction of floors of a building, acquisition and installation of window and door blocks, the roof and roof device;

The III  stage - internal finishing works,  the device of internal systems of engineering support, a construction of economic constructions;

The IV   stage  -  external  finishing  works,  external  engineering  networks, an accomplishment, the device of entrances and approaches.

Term of use of the credit is established by Fund depending on the purpose of financed action and can’t exceed two years. During term of use of the credit the borrower is obliged to utilize the credit on a designated purpose and to place object in operation.

Repayment of the credit and payment of percent for using by it begins in 2 months after the termination of term of use of the credit. The credit can monthly be repaid or quarterly equal parts. Repayment of the credit can be carried out by money or agricultural production of own production. Percent are charged for the rest of the sum of the credit which is actually in using of the borrower for the certain moment of time, and paid monthly. The borrower who for date of drawing up of the contract of the credit has three and more minor children, is released from payment of percent

All calculations for the credit are conducted in special settlement indexed units of KRS at the prices defined by Fund at the moment of delivery and repayment of each part of the credit.

Expected expenses of the borrower at credit registration:

Development of design and budget documentation – 3-5 % from a budget project cost

Registration of the contract of a mortgage – 800-1300 UAH. (notarially makes sure)

Assessment of the independent expert of market cost of a subject of a mortgage (pledge) – 250-350 UAH.

Extract from the register of ownership rights of BTI – 60-120 UAH.

Registration of the contract of pledge of personal goods – 50-95 UAH. (at registration by Fund), 800-1200 UAH. (at the notarial certificate)

Registration of the contract of guarantee – 40 UAH. (at registration by Fund). 300 gon (at the notarial certificate)

Registration of the contract of insurance of fast estate – 0.5 – 0,8 % from mortgaging cost for every year of granting the credit

Registration of the contract of insurance of motor transport – 5,0 – 8,0 % from mortgaging cost for every year of granting the credit

Registration of the contract of insurance of other personal goods (household appliances, agricultural animals, furniture, etc.) – 0.9 – 1.5 % from mortgaging cost for every year of granting the credit

Registration of the contract of insurance of the credit – 0.6-1,0 % from the sum of the credit and percent for every year of granting the credit
