The question of repayment of debt on a salary is on continuous control of Council of ministers of the Autonomous Republic Crimea and regional public administrations.
According to Head department of statistics in AR Crimea as of 01.07.2008 the debt on a salary in autonomy agricultural enterprises, in comparison with the beginning of year, decreased on 1 million UAH. or for 11,8 % also made 7182,7 thousand UAH., including on the enterprises:
To bankrupts – 6752 thousand UAH. (94 % from the general debt)
Active and passive – 430,7 thousand UAH. (6 % from the general debt)
From them 1243,2,2 thousand UAH – debt of the enterprises of submission of the Central state departments and establishments.
The sum of debt on compensation in economically active agricultural enterprises makes 237,4 thousand UAH, including: The Dzhankoysky area – 160,6 thousand UAH (SOOO Clear Glade), the Nizhnegorsky region of 28 thousand UAH. (JSC Primorsky Krai – 25,1 thousand UAH. and JSC Sodruzhestvo – 2,9 thousand UAH.) and KSP F/f "Moynaka" (Evpatoria) – 25,2 thousand UAH., AOOO the South – Agro (Feodosiya) – 23,6 thousand UAH.
The agricultural enterprises which have allowed debt on a salary, made schedules of its repayment. The summary schedule on all areas is coordinated with the Republican organization of trade union of employees of agro-industrial complex and approved as the resolution of Council of ministers of the Autonomous Republic Crimea.
The question of debt on a salary in agricultural enterprises is considered on equipment rooms and selector meetings of Council of ministers of the Autonomous Republic Crimea, at meetings of board of the Ministry of an agrarian policy of the Autonomous Republic Crimea, commission sessions of the ministry of questions of timeliness and completeness of payment of insurance fees in the Pension fund and repayments of debt on a salary, meetings of Republican tripartite Council of economic cooperation.
Information analysis in a cut of areas is daily carried out. The ministry of an agrarian policy of the Autonomous Republic Crimea carries weekly out monitoring of repayment of debt on compensation in a cut of selkhozpredpriyatiiya of an autonomy and its results sends to the Ministry of Labour and social policy, monthly – in prosecutor’s office of the Autonomous Republic Crimea.
Disturbs that fact that low rates repay debt on compensation in the enterprises being at various stages of bankruptcy. In total amount of debt it makes 94 %. In some bankrupt enterprises there is no the property which realization would allow to solve a question of repayment of debt on salary payment, and in separate – the debt is partially repaid, but arbitration managing directors don’t deliver the report in bodies of statistics.
Council of ministers of the Autonomous Republic Crimea it is entrusted to the Crimean management to strengthen control over the implementation by arbitration managing directors of the functions concerning bankruptcy. In case of identification from their party of wrongful actions or decisions – to send in the order established by the legislation materials to law enforcement agencies.
Before heads of agricultural enterprises an objective from realization of grain of a crop of 2008 to provide repayment of debt on a salary in economically active enterprises and most to reduce it in the bankrupt enterprises, and, according to the approved schedules of repayment of debt on compensation and a task of Cabinet council of Ukraine, completely to extinguish it in economically active enterprises till September 1 of the current year.
The council of ministers of the Autonomous Republic Crimea obliged regional public administrations to speed up work of the commissions on questions of ensuring timeliness of repayment of debt on a salary.
