To efficiency system
In 1956 the Ministry of Agriculture of USSR issued two orders according to which six zone normalizing points are formed at MTS. Service of the enterprises of a steppe part of Ukraine was entrusted to Krasnopovstanchesky point of Odessa region.
On again formed normalizing points tasks of check and correction of existing rules of development were assigned to tractor works taking into account soil, climatic and other natural working conditions; development of new performance standards on repair work for MTS, repair plants; carrying out special researches on determination of specific resistance of the soil, hronometrazhny supervision and studying of the advanced methods of labor organization on tractor and repair work; development of temporary performance standards on works with new cars and the equipment and others.
For the purpose of creation of standard and methodical base and expansion of researches in May, 1957. The Ministry of Agriculture of USSR issued the order on development and introduction of technically reasonable performance standards and fuel consumption in MTS.
In December, 1958 by the order of the Ministry of Agriculture of USSR in all areas it was formed 42 zone normalizing points (ZNP).
Level of the methodical management was raised by zone points and these functions to the Ukrainian research institution of mechanization and electrification of agricultural industry are transferred, and in USSR Ministry of Agriculture responsibility for the organization of work is assigned to Management of personnel, work and a salary.
Berenstein I.B. was the first head of the Crimean normalizing point., which worked at this position from 1958 to 1960. Point organized at regional management of agricultural industry, the management of point was assigned to work and salary department. Territorially the point was placed at the Simferopol MTS. Staff of normalizing point approved in number of 4 people: head, agriculturist, laboratory assistant, technician driver.
Before normalizing point there were objectives on carrying out certification of fields in farms of the administrative regions of the Crimea, to definition for the enterprises of performance standards and fuel consumption on the main agricultural types of works taking into account mechanical structure, humidity of the soil, traction and specific resistance of cars and tools.
From 1958 for 1960 for farms of the Crimea the first collections of performance standards and fuel consumption on the main operations were developed and approved: plowing, cultivation, crops of the grain.
From 1960 to 1967 the head of the Crimean zone standard and research station was Popovic D.P. Under its management work on strengthening of regulatory base proceeded. In the spring of 1964 Red Army (Zaporozhye), Odessa, Kherson and Nikolaev normalizing points were subordinated by the order of the Ministry of Agriculture of Ukraine to the Crimean zone research station (ZNIS).
From 1967 to 1974. The Crimean ZNIS was headed by Dogoda P. A. Under its management it was actively trained experts of farms concerning work rationing, researches of productivity of mashino-tractor units depending on energy consumption were carried out, farms were provided with scientifically reasonable norms of work.
In 1972 of Dogod P. A. successfully prepared and defended the dissertation on a subject Work rationing on the mechanized field works in foothill and mountain conditions of Ukraine. Now it works as the director of research-and-production agricultural enterprise "Science", the doctor of agricultural sciences, the professor, the academician, the winner of an award of Council of ministers of AR Crimea, the Honored worker of a science and equipment of AR Crimea.
From 1974 to 1990. The Crimean ZNIS was headed by Trigub of Yu.A. During this period of station were provided with transport, funds for the maintenance of experts, employees provided with housing that allowed to invite to work of the qualified experts.
During this time requirements to quality of carried-out works raised, the great attention appeared to farms in development of new performance standards and fuel consumption on transport works, and also to carrying out seminars with experts of farms.
From 1990 to 2005 the director of the Southern ZNIS Plakhonin N. V. worked During this period introduction of scientifically reasonable norms of work in all farms of AR Crimea proceeded, work on distribution of standard literature was organized, study of specialists of the enterprises at seminars, scientific and practical conferences was carried out.
Now the Southern zone research center of productivity of agro-industrial complex together with Ukragropromproizvoditelnost institute and the regional centers carry out scientific ensuring public policy in questions of research of resource potential of labor processes and working conditions in agro-industrial complex, are engaged in development of scientifically reasonable norms of work and regulatory base on work, questions of tariffing of works and professions, norms of fuel consumption on new equipment, productivity, certification of fields, working conditions of farms, provide farms of all forms of ownership with methodical literature and standard collections.
ZNITs "Yugagropromproizvoditelnost" specializirovan on preparation of collections of performance standards for the mechanized works in gardening and wine growing, in poultry farming and the canning industry.
The last 5 years the special attention is given to updating of regulatory base for the enterprises, work on development and introduction of new performance standards is constantly carried out. The centers of the South of Ukraine developed 51,2 thousand performance standards and time, including in the Crimea – 10,61. Economic effect of introduction of scientifically reasonable norms of work made 10,6 million UAH., including in the Crimea 1,9 million UAH. 2350 workers of various professions, including in the Crimea 422 persons are conditionally liberated. To the enterprises and the organizations more than 34,6 thousand collections of norms of work, including in the Crimea more than 5 thousand are realized.
In structure of the regional center 4 research departments of productivity and standards function: in agricultural industry; in processing branches; in serving branches (repair, adjustment of tractors, cars, agricultural cars and the equipment); in construction. Regular number of workers makes 21 persons.
In the center highly skilled experts whom more than 30 years work work. This is Kovalyova G. I., Ryazanov V. N., Volsky N of Century, Belenko E.V.; more than 20 years – Aleynikov S. M., Zasukhina V. I., more than 15 years – Voitenko V. V.; Mitryushina O.A. and others. It is gold fund of our establishment.
Staff of the center renders the practical help in improvement of work on work rationing, fuel consumption, certification of fields, farms, to the autonomy enterprises: NPAO "Massandra", to state farms plants "Taurida", "Alushta", JSC Zolotaya balka, ChSP Zelenogorsk agrofirm of the Belogorsky area, SPK "Georgia" of the May Day area, DP "Ilyich-Agrokrym" Agroshop No. 55 of the Krasnogvardeysky area, JSC Burlyuk of the Bakhchsarai area and another.
