Information of Republican committee on ground resources on a situation with differentiation of lands of the state and municipal property is placed.
The republican committee on the AR Crimea ground resources analysed a situation connected with differentiation of lands to the state and municipal property in an autonomy.
During 2005-2007 a preparatory work on differentiation of lands behind borders of settlements of Beregovsky and Koktebelsky councils of Feodosiya, Partenitsky settlement, Malomayaksky and Izobilnensky village councils of of Alushta is carried out. Works on development of the project of land management on differentiation of lands in borders of settlements of Malomayaksky village council are conducted.
The land management project on differentiation of lands of the state and municipal property in the village is executed. Park Simeizsky settlement council of Yalta.
Contracts on carrying out a complex of works in Bakhchsarai and Pervomaisk areas are signed. Inventory of lands and establishment of borders is at present executed.
Works on differentiation in a number of councils of the Razdolnensky area, October village council of the May Day area and in the item Frunze of the Saksky area are performed. In the Black Sea area (Olenevk’s page and Kalinovk’s page) are made decisions on carrying out this type of works.
In Evpatoria the land management project on differentiation of lands in borders pgt is executed. Peace. A preparatory work is performed on differentiation of lands of the state and municipal property in Alushta.
The differentiation essence, according to the Law About differentiation of lands of the state and municipal property, consists in implementation of organizational and legal actions for distribution of lands of a state property on lands of territorial communities and lands of the state, and also definition and establishment in nature (on the district) borders of the land lots of the state and municipal property
Works on differentiation of lands of the state and municipal property in Ukraine only start to be carried out, so far the earth in the Crimea wasn’t differentiated on state and municipal.
Introduction of a property of territorial communities on the earth has exclusive value for further development of local self-government. After differentiation of lands the means received from a tax, rent, sale of land of a municipal property in 100 % volume will be enlisted in local budgets and on the contrary – the Government budget receives all means from the order lands of a state property.
As show inventory materials, the majority of lands (90-95 %) within settlements at differentiation will be carried to a municipal property. Respectively and financial security of works on development of projects of land management on differentiation of lands should lay down on local budgets. And differentiation of lands behind borders of settlements will be made at the expense of the State budget of Ukraine
For work on differentiation behind borders of settlements it is necessary to allocate about 6 million UAH from the Government budget of Ukraine, and in borders of settlements – 12494,1 thousand UAH. from local budgets.
