It can occur on January 1, 2009 to those citizens who till the end of the current year won’t exchange land certificates for the state acts. It was declared at press conference by chairman Goskomzema Ukrainy Vladimir Voyevodin. The president and Cabinet council of Ukraine set for Goskomzem an accurate task: primary privatization should be complete in 2008. The state in which the main resource (earth) still is in a stage of finding of the owner (privatization), can’t consider fully the economy market. It means that before completion of process of primary privatization of lands Ukraine of eurointegration can dream only.
Apparently, it also induced heads of our state to force completion of free privatization of lands.
In this regard causes serious concern that fact that in the Crimea not all is far owners of land certificates on the right to a ground share (share) received the state acts on an ownership right on the earth.
So, in the Republic 217,4 thousand owners of land certificates are. From them for today issued the state acts of 191,7 thousand that makes 88,2 %. From the brought mute follows that 25,7 thousand Crimean peasants yet didn’t exchange certificates for state acts, so, can lose the earth. Matter in the Saksky area where there are not replaced 6,2 thousand certificates worst of all is; in Dzhankoysky – 4,4 thousand; in Belogorsky – 2,6 thousand, in Simferopol – 2,1 thousand.
The main deterrents in this process are: lack of an initiative and desire from shareholders to receive state acts; weak work on the organization and coordinating of works on replacement of certificates from authorities (according to the current legislation to organize these works owe regional public administrations).
These works in view of absence for the various reasons of a considerable part of owners of ground shares (a decrease on a constant place a residence to other regions of Ukraine and out of its limits – 2,9 thousand, died and there are no successors – 6,8 thousand, etc.) are seriously braked.
Thus, considering that till January 1, 2009 there was not a lot of time, the citizens who yet haven’t received state acts on an ownership right on the land lots instead of certificates on the right to a ground share (share) should become more active and while there is time to realize the right, having received in a property the land lot.
