The author of article writes about developed in response to the Presidential decree of Ukraine No. 222 About measures for support of individual housing construction on the village to the Republican program of support of individual housing construction on the village Own house which is confirmed by the resolution of the Verkhovna Rada of ARK. The purpose – to fix on the village young shots, to suspend migration of rural population to the cities, to stabilize a demographic situation in rural regions.
The solution of the tasks put by the program is reached at the expense of involvement in the active credit and financial relations as it is possible bigger number of families by stimulation of participation of rural population in housing construction with use of the soft long-term loan.
It is told about the one who has the right to use the credit, the purposes for which it is allocated, conditions at which performance it stands out, necessary documents, an order and stages of issuance of credit.

The republican program of support of individual housing construction on the village Own house is developed in response to the Presidential decree of Ukraine from 12.03.98g. No. 222 About measures for support of individual housing construction on the village also it is approved as the resolution of the Verkhovna Rada of the Autonomous Republic Crimea from 17.07.02g. No. 183.

The program has the status regional (republican), is calculated on the period till 2010 and aimed at satisfaction of requirement of the enterprises of agricultural industry and the social sphere of the village in young specialists, fixing of shots on the village, a suspension of migration of rural population to the cities, stabilization of a demographic situation in rural regions. The solution of objectives dostigaetsyaza the involvement account in the active credit and financial relations as is possible bigger number of families by stimulation of participation of rural population in construction (completion, reconstruction, purchase, an accomplishment) housing with use of the soft long-term loan.

Preferential character of the credit is defined by a percent rate for using by it – 3 % per annum, and for its repayments – till 20 years. For young and large families side benefits in the form of a zero interest rate and increase in term of repayment of the loan till 30 years are established. A young family the married couple in which the age of the husband and the wife at the moment of drawing up of the credit agreement doesn’t exceed 35 years, a large family – a family having of three and more minor children is considered.

Because credit resources are formed generally at the expense of budgetary funds, more rigid demands are made to those citizens who have the right to use this credit. The individuals having nationality of Ukraine, and which can be them:

a) constantly live in the rural zone of the republic;

b) build, complete, reconstruct, buy, install gas, etc. in housing in the rural zone of the republic;

v) need housing (for those who builds, completes or buys housing);

g) work in local government bodies, agricultural enterprises, other economic formations which function in the rural zone, personal country farms, the social sphere of the village, and also at the enterprises, in establishments and the organizations of processing and serving branches of agro-industrial complex located within the area.

Use a soft loan the rural builder can only once.

The soft loan is provided on the following purposes:

a) construction, completion of construction, reconstruction of an individual house, the apartment, object which is reconstructed under housing, economic constructions, utility rooms in the rural zone of the republic;

b) purchase ready or incomplete construction of an individual house or the apartment in the rural zone of the republic, including with carrying out completion of their construction or reconstruction;

v) the device of internal and external engineering networks (gasification, water supply, a heat supply, etc.) to houses in the rural zone of the republic, including with their connection to operating communications;

g) purchase of construction materials, agricultural machinery, agricultural equipment, young growth of agricultural animals, birds.

Crediting is carried out by the Crimean republican Fund of support of individual housing construction on the village at performance of the following conditions:

1) confirmations of the right of the builder on his receiving;

2) solvency confirmations;

3) ensuring implementation of obligations on repayment of the loan.

For confirmation of the right to the credit the builder represents to Fund the following documents:

application for receiving the credit;

passport copy and identification number;

petition of the Village Soviet for issuance of credit;

certificate of family structure;

the certificate of BTI of lack of the privatized housing;

design and budget documentation (for construction, completion, reconstruction) or the statement of the seller (upon housing purchase), etc.

At an assessment of solvency of the borrower the income received by all members of his family for previous to receiving the credit of 12 months from all sources, including of economic activity on a personal plot, from use of a ground share, etc. are taken into consideration.

Obligations of the borrower on repayment of the credit can be provided with the pledge contract (mortgages, a mortgaging) fast or personal goods and/or the contract of guarantee of one or several physical or legal entities. Estimated cost of pledge should exceed the credit sum at least in 1,5 times.

The credit sum for construction of a new house is limited to 100 thousand UAH., for other actions – 50 thousand UAH.

The credit can stand out by transfer of money to a current account of suppliers of the goods (works, services) or on a current account of the borrower. Upon housing purchase the sum of the credit is transferred on a current account of the seller which opens in the bank serving credit and financial operations of Fund.

The credit for construction (completion, reconstruction) a house stands out parts in 4 stages in process of performance of the following complexes of works:

Ietap – earthwork, the device of the bases and a socle part of the house with overlapping, waterproofing works;

IIetap – construction of floors of a building, acquisition and installation of window and door blocks, the roof and roof device;

IIIetap – internal finishing works, the device of internal systems of engineering support, a construction of economic constructions;

IVetap – external finishing works, external engineering networks, an accomplishment, the device of entrances and approaches.

Term of use of the credit is established by Fund depending on the purpose of financed action and can’t exceed two years. Repayment of the credit and payment of percent for using by it begins in two months after the termination of term of use of the credit and is carried out monthly or quarterly equal parts. Distinctive feature of this credit is also what to repay it it is possible agricultural production of own production. Besides, the borrower has the right to repay the credit in the advance payment or ahead of schedule.

Percent are charged for the rest of the sum of the credit which is actually in using for the certain moment of time, and paid monthly.
