In 2004 – 2005 in the Crimea compensation of expenses was paid to agricultural producers on payment of the electric power used on watering of agricultural cultures in the sum of 11,5 million UAH. at the expense of the State budget of Ukraine and AR Crimea budget.
Existence in a special water use economy was one of the main conditions of payment of compensation.
With arrival of dneprovsky water and the beginning of an irrigation season many heads and experts of farms ask a question how to issue permission to special water use. The list of documents which it is necessary to present for registration of special water use at a fence of a surface water below is provided:
1. The letter addressed to Chairman Reskompriroda of AR Crimea;
2. The petition with the press and the signature of the director;
3. Special water use forms with coordination of bodies of state supervision:
- Committee of water economic construction and irrigated agriculture of Council of ministers of AR Crimea (the former Reskomvodkhoz Kryma, Simferopol, Kiyevskaya St., 77/4);
- SES (when using water for hozpityevy needs);
- vetsluzhby (when using water for needs of animal husbandry);
- with managements of state ecological inspection on places;
- with local government bodies.
4. Standard calculation of water consumption and water removal with breakdown on the quarters, coordinated with local managements of a water management;
5. Scheme of dumping of sewage (arrangement of water releases);
6. Analyses of sewage (on an entrance, an exit and a background);
7. A form of 2 TP (vodxoz) for previous year;
8. The document confirming the legal entity (the certificate on state registration etc.);
9. The acceptance report – transfers of wells (at a fence of underground water additional agreements with bodies of state supervision are necessary).
If in an economy return used (fulfilled, waste, drainage) waters is made, according to article 33 of the Law of Ukraine About environmental protection at registration of special water use it is necessary to have the project Maximum-permissible dumping (PDS) of normirovanny substances in water objects with sewage.
The Crimean branch of Institute of hydraulic engineering and land improvement of the Ukrainian Academy of agrarian sciences – the base and unique state licensed enterprise for development of projects of norms of PDS. This right is defined by licenses of the Ministry of protection of surrounding environment of Ukraine 3-12-5/6-77 from 29.04.99 and No. 3793/30-10 from 19.04.04.
In 5 years of work on development of PDS we prepared 49 development for agricultural producers, 7 are in a work stage. All development was coordinated and affirmed from the first presentation.
Development of PDS is valid in special water use of at least 5 years and lasts according to the economy petition for 1-2 years.

According to article 30 Water code of Ukraine For dumping of polluting substances with drainage waters in water objects … the payment isn’t collected, if dumping doesn’t worsen quality of water in water objects within the established categories. (Categories are established and affirm the PDS project).
