On September 24 the current year in the item. Black Sea the presentation of the draft of the program of preservation of environment in aspect of the address with a firm household waste in the territory of the Black Sea region of AR Crimea developed by specialists of the Crimean state agrarian educational advice center with use of experience of specialists of office in Old Paul of Pomor center of agricultural consultation within the project Support of reforms of local self-government and managing in rural territories of the Crimea according to the program of the international help of the Ministry of Foreign Affairs of the Republic Poland in 2008 took place.
In article the purpose and the main objectives of the program, the SWOT components – the analysis of an ecological condition and proposed measures on improvement of an ecological situation in the Black Sea area is shined.

The problem of the address with a firm household waste (TBO) for the Crimea has special value, and for the Black Sea area, one of the most non-polluting in the Crimea, the resort of the international value, the subject is actual doubly.
Household waste represents for the population serious danger because of high concentration of various toxic substances and connections, doing notable harm as soil vegetative to a cover, and a sanitary-and-hygienic and epidemiological condition of the area as a whole.
On September 24 the current year in the settlement Black Sea the presentation of the draft of the program of preservation of environment in aspect of the address with a firm household waste in the territory of the Black Sea region of AR Crimea for 2008-2015 took place.
This project is developed at the initiative of administration of the Black Sea area by the Crimean state agrarian educational advice center by means of specialists of office in Old Paul of Pomor center of agricultural consultation within the project Support of reforms of local self-government and managing in rural territories of the Crimea. It is realized according to the program of the international help of the Ministry of Foreign Affairs of the Republic Poland for 2008. The management of the program from the Polish party was carried out the chief specialist by Maria Savirskaya.
The program purpose – ensuring ecological safety of accommodation of the population of the Black Sea area, stabilization and gradual improvement of a condition of surrounding environment, formation of high ecological culture of the population.
The main objectives of the program – the analysis of an ecological situation of the area, identification of problems and priorities in their decision, improvement of quality of service of settlements in the sphere of the address with a firm household waste, increase of educational level and knowledge of the population in questions of preservation of environment.
When developing the program all stages of a control system by a firm household waste in the area were considered and considered: collecting, transportation and TBO utilization, is carried out by SWOT – the analysis of an ecological condition of the area: advantages and shortcomings, chances and threats are revealed.
On the basis of the carried-out analysis for the purpose of improvement of an ecological situation in the sphere of the address with TBO the program offers carrying out the following actions: cleaning of rural territories of unauthorized dumps, complex creation on sorting and TBO utilization for allocation of resursotsenny components as secondary raw materials and decrease in load of the range.
In the program calculations of volumes of formation of TBO in the area, and also necessary number of containers and ballot boxes for garbage, quantity of specialized transport for collecting and TBO export are carried out.
The SWOT components – the analysis of an ecological condition of the Black Sea area:
One of the main measures for improvement of an ecological situation – sanitary cleaning of territories. If in the settlement Black Sea this problem in a certain degree is solved, the collected garbage is taken out on the operating range, in rural territories the collected garbage is stored on unauthorized dumps, jumps out ravines, ditches.
For the solution of problems of the last stage of the address with a waste – utilization, the draft of the program offers complex construction on sorting and TBO utilization that will give the chance to reduce volume of receipt of a waste by the range, and also to use their separate components as salvage.
Important point of this subject is education of ecological consciousness of the population, i.e. transfer to the subsequent generations of moral and ethical standards and the traditions accepted in this society.
This task the high school substantially should solve, but it is very important to carry out such work and with adult population, as absence at people of ecological consciousness – one of the reasons of degradation of the nature.
The program provides carrying out educational and explanatory work with the population for the purpose of awareness of importance and need of observance of rules of the address with TBO; the equipment of platforms with installation of containers for collecting a waste in places of compact accommodation, transportation by their special motor transport garbage trucks by loading capacity of 6 tons, design and complex construction on sorting and TBO utilization.
Questions of financing of actions of this program, in our opinion, should be carried out as at the expense of nation-wide, and regional level.
The help and the international donor funds in the environmental protection sphere is necessary.
The help of inhabitants, their direct participation in carrying out actions of the ecological programs directed on environmental improvement is very important also.
