With approach of spring active vegetation of the weed and harmful plants disturbing to normal development of cultural plants and health of the person begins. Questions of the organization of fight against quarantine weeds in the Belogorsky area are answered by the state inspector of Belogorsky regional point on quarantine of plants N.V.Hokhlov.
– Nikolay Vladimirovich, what today a situation on quarantine weeds in our area?
– The analysis of the areas littered with weeds having quarantine value, and it: the dodder field, the bitterling creeping and, the most malicious among them, an ambrosia polynnolistny, in the territory of the Belogorsky area shows increase in the areas under them in 1,5 times. So, in 2005 598 hectares, and in 2007 – already 920 hectares were littered. Significant increase in the littered areas is noted on lands of Zuysky settlement Council, Zybinsky, Murom and some other village councils. In 2007 in JSC Pobeda the new center of infection is revealed by an ambrosia, the area of 85 hectares on which the quarantine mode is entered.
– N of Century, than the ambrosia polynnolistny is hazardous to health of the person?
– Each plant of this weed which is outwardly similar to an ordinary wormwood, about 100-150 thousand pieces of seeds which keep viability in the soil till 40 years are capable to give. The ambrosia does huge harm to agricultural industry, reducing a crop of agricultural cultures and worsening quality of grown-up production of plant growing. When eating by her cows, milk gains unpleasant taste and a smell.
The ambrosia and is dangerous to human health. Pollen of this blossoming plant causes in people an allergic disease – pollinoz hay fever. Patients with bronchial asthma have attacks, working capacity is lost. Therefore to destroy this dangerous weed it is necessary before its mass flowering.
– N. In, what measures are accepted on localization and elimination of quarantine weeds?
– Taking into account gravity of the situation caused by a contamination by weeds of lands of many regions of an autonomy, the Council of ministers of AR Crimea adopted the resolution, in response to which, the order of the Belogorsky district state administration No. 618 from 27. 12. 2007, actions for fight against quarantine weeds in the territory of the area are approved. The budget provided means for fight against quarantine weeds, instructions are sent to the heads of Councils, evident propaganda and technical recommendations is widespread. The unemployed consisting on the account in the center of employment can render appreciable support in destruction of an ambrosia.
– N of Century, and what responsibility is born by the persons breaking requirements for performance of fytosanitory actions?
– According to Art. 105 of the Administrative code of Ukraine the penalty is imposed on guilty persons to 15 free minima of the income of citizens. In 2007 7 protocols on violation of requirements of fytosanitory actions were made and 4 orders of RGA About strengthening of fight against quarantine weeds are published.
