The Gosenergonadzor informs the basic rules of technical operation of thermal installations and networks.
The state inspectorate for power supervision of modes of consumption of electric and thermal energy leads up to your data that since September 5, 2007 the first Ukrainian edition of Rules of technical operation of thermal installations and networks (further Governed) is installed. Rules are approved by the order of Ministry of Fuel and Energy from 14.02.2007 for No. 71, registered in the Ministry of Justice of Ukraine from 05.03.2007 for No. 197/13464. With commissioning of these Rules Rules of technical operation of heatusing installations and thermal networks, (M, 1972) become invalid.
The provision of these Rules extend on subjects of the relations in the heat supply sphere (including which have own sources of a heat supply) which are engaged in production, transfer and supply of thermal energy, or are consumers of thermal energy irrespective of their departmental accessory and forms of ownership.
These Rules are also intended for the organizations irrespective of their departmental accessory and forms of ownership which carry out training for thermal farms, design, installation, adjustment, service and repair of thermal installations and networks.
The specified Rules don’t extend on power objects of subjects of the power industry which technical operation is carried out according to Gkd.34.20.507-2003 Technical operation of power plants and networks. Rules.
The Gosenergonadzor reports that in case of a failure to provide at the enterprises, in establishments and the organizations till 05.09.2007 g:
- reductions in compliance to requirements of Rules of all internal normative documents for operation of thermal installations and networks;
- training of the persons responsible for the general condition of a thermal economy both a technical condition and safe operation of thermal installations and networks of subjects of the relations in the sphere of a heat supply, heads and members of the qualifying commissions with the subsequent extraordinary examination;
- training of persons which maintain thermal installations and networks and extraordinary examination of Rules at these workers – technical operation of thermal installations and networks of subjects of the relations in the sphere of a heat supply isn’t allowed.
Heads of the enterprises, establishments and the organizations – subjects of the relations in the heat supply sphere personally are responsible for unconditional implementation of requirements of this information letter and for the possible negative consequences connected with rejection of actions for introduction at the subordinated enterprise, to establishment, the organization of these Rules.
