The Verkhovna Rada adopted the Resolution
The resolution of the Verkhovna Rada of Ukraine of N 3506-IV from February 23 approved Recommendations of parliamentary hearings "Actual problems of an irrigation, flooding and high waters in Ukraine", taken place on February 15 2006g.
Considering proposals of participants of parliamentary hearings, the Verkhovna Rada of Ukraine decided:
1. To approve Recommendations of parliamentary hearings "Actual problems of an irrigation, flooding and high waters in Ukraine".
2. To cabinet council of Ukraine till January 1, 2007 to inform the Verkhovna Rada of Ukraine on a condition of implementation of this resolution.
3. Control on implementation of this resolution to assign to Verkhovna Rada committees concerning an agrarian policy and the ground relations and concerning ecological policy, environmental management and elimination of consequences of Chernobyl accident.
Let’s remind that at parliamentary hearings it was noted that the situation with floodings and high waters causes concern.
Recently, in connection with global climate changes, approaches of the cyclic periods of a raising of level of underground waters and increase in an amount of precipitation, an excessive zaregulirovannost of the rivers reservoirs and ponds, reduction of the areas of wood plantings, a conclusion from operation of mines and pits by flooding of mining outputs, etc., in Ukraine became widespread processes of flooding of lands. The areas of natural and technogenic flooding in separate years cover to 70 thousand square kilometers, or 12 % of the territory of Ukraine.
One of the most dangerous manifestations of harmful effect of waters for many regions of Ukraine there are catastrophic high waters and floods. Practically there is no territory where their negative influence wouldn’t be felt. But as the approved state programs on prevention of these phenomena and elimination of their consequences are realized extremely unsatisfactorily, current situation demands immediate intervention.
