In this publication the order of granting and use of means of the government budget for providing support to neogenic farms is shined.
ORDER of USE of MEANS of the GOVERNMENT BUDGET
It is approved as the resolution of Cabinet council of Ukraine No. 1102 from 25.08.04 g, with the changes brought according to the resolution of Ministry of Ukraine from 22.02.06 of No. 183)
1. The real Order determines the mechanism an ispolzovayoniya of means of the government budget for a predostavleyoniya of support to neogenic farmer hozyayyostvo in formation (the first three years after their state registration, and in trudonedostatochny settlements – five years) and to farms with the isolated estates, to other farmer hozyayyostvo (further – financial support) through the Ukrainian state fund of support of farms (further – Fund) and its regional offices on a bezvozyovratny basis by the budgetary program Financial support of farms and on competitive principax on a returnable basis according to the budgetary program Granting the credits to farms.

2. Financial support is provided to novoobrayozovanny farms and farmer hoyozyaystvo with the isolated estates, to other feryomersky farms (further – farms) within volumes of distribution of means, predusyomotrenny in the government budget on the sootvetyostvuyushchy purposes.

The specified volumes according to the Fund offer utverzhdaet Minagropolitiki in coordination with the Ministry of Finance also informs Fund and its regioyonalny offices on these volumes.

The Fund prepares the offers in a cut of regions proceeding from average volume of production fermersyoky farms of agricultural production, quantity of farms, including sozdanyony for the last three years, and farms with the isolated estates.

Changes in volumes of distribution of means vnosyatsya in case of need in the same order.
3. Financial support on an irrevocable basis is provided to neogenic farmer hoyozyaystvo and farms with the isolated estates for compensation of the expenses connected with:

1) development of projects of assignment ground uchastkov for maintaining a farm;
2) payment of percent for using the credits bankov – at a rate of bank Natsionalyyonogo’s double discount rate, but no more than 14 annual interest rates;
3) acquisition of the first tractor, the combine, the gruyozovy car, construction and rekonstruktsiyoy cattle-breeding rooms (including an izgoyotovleniye of design and budget documentation) – in a razyomer of 30 percent;

4) introduction of insurance payments under contracts of the obyayozatelny insurance which types are defined in points 11 and 30 of part one of article 7 of the Law of Ukraine About insurance – at a rate of no more than 50 percent;
5) preparation, retraining and increase of a kvayolifikatsiya of shots of farms in selskoyokhozyaystvenny educational institutions;
6) expansion of scientific researches on problems of the organization of production of agricultural production and the edition of recommendations about use questions in their activity of achievements of nauchyono-technical progress.
4. For receiving financial support on a bezvozyovratny basis farms represent in regional offices of Fund, and for receiving financial support on the purposes provided by subparagraphs 5 and 6 of point 3 presents of the Order – in regional offices of Fund or in Fund dokumenty according to the list defined by Minagropoliyotiki together with the Ministry of Finance and Ministry of Economics on a soglayosovaniye with Homestead Association and private zemleyovladelets of Ukraine.
The sequence of providing financial support to farms on an irrevocable basis is determined by date of receipt of documents in Fund, its regional offices.
5. Financial support on a returnable basis is provided in the size which doesn’t exceed 100 thousand hryvnias, on competitive principles with an obesyopecheniye of implementation of the obligation concerning return of means:
• to neogenic farms and feryomersky farms with the isolated estates – term from three to five years for production, a pereyorabotka also it is sold made production, an osushcheyostvleniye of a production activity;
• to other farms – within five years for acquisition of equipment, the equipment, a voyozobnovleniye of current assets, production and processing of agricultural production, construction and reconstruction of production and non-productive rooms, including inhabited (total area no more than 125 sq.m), for a laying of long-term plantings, development of credit and serving cooperation, an orosheyoniya and land reclamations.

Order and conditions of carrying out competitions, the list of documents which are represented by farms for receiving financial support on a returnable basis, are determined by Minagropoliyotiki together with the Ministry of Finance and Ministry of Economics by a soyoglasovaniye with Homestead Association and private zemyolevladelets of Ukraine.
6. The fund, its regional offices issue to pobeyoditel of competitions the reference on the basis of which Fund, its regional offices sign with them the relevant contracts.
Minagropolitiki approves reference and contract samples in coordination with the Ministry of Finance.
7. Regional offices make and represent to Fund monthly to the 10th of the following perioda registers of farms, which predostavlyaetsya financial support on irrevocable osnove and on competitive principles on a returnable basis.
The fund on the basis of the specified registers forms and represents Minagropolitiki the summary register in the teyocheny five working days after receipt of registers from regional offices.
8. Minagropolitiki on the basis of the summary register distributes in accordance with the established procedure between Fund and its regional offices the budgetary assigyonovaniye for providing financial support on an irrevocable basis and on competitive principles on a returnable basis and represents the relevant information to the State treasury.
9. The fund, its regional offices carry out expenses concerning granting a financial podyoderzhka by transfer of means to the current accounts of farms opened in establishments of banks. The basis for such are payment orders and the documents confirming target use of budgetary funds, presented in appropriate body of the State treasury.
10. Farms send in Fund, its reyogionalny offices the documents confirming target use of means of a financial podderyozhka, in an order defined by Minagropolitiki.
The farm bears responsibility for tseyolevy use of the received means according to the legislation.
11. Means of financial support, predostavlenyony to farms on competitive principax on a returnable basis, come back according to the contracts signed according to the real Order to the corresponding accounts of Fund, its reyogionalny offices, opened in Gosudaryostvennogo’s bodies of treasury, and within two working days are listed in the government budget.
12. The fund monthly to the 10th of the following perioda sends Minagropolitiki the report on an ispolyyozovaniye of budgetary funds on the form established Miniyosterstvom.
Minagropolitiki analyzes efficiency of an isyopolzovaniye of budgetary funds and represents otchet to the Ministry of Finance to the 15th of the specified period.
