The reporting from the fourth international Crimean-Polish conference which is carried out by the Crimean state agrarian educational advice center and Pomor center of agricultural consultation in Gdansk.
KRYMSKO – the POLISH CONFERENCE
On September 29, 2008 in Simferopol the international conference about a course of implementation of the Polish-Ukrainian project Support of reforms of self-government and managing in rural territories of the Crimea took place. Chairmen of regional councils were invited to conference, the rural and settlement heads, educators, rural businessmen, specialists of service of agricultural consultation of AR Crimea, heads of farms, other interested persons.
It already the fourth annually carried out international conference within cooperation between Pomor Voyevodstvom Respubliki Polsha and the Autonomous Republic Crimea. Let’s remind, the Polish and Crimean cooperation in the sphere of agricultural consultation lasts since 2005. It is carried out with financial support of the Ministry of Foreign Affairs of the Republic Poland. The main directions of work there is a development of rural territories and agrotourism, protection of environment.
From the Polish party in conference the head of department of agricultural consultation, science and education of the Ministry of Agriculture and development of territories of the Republic Poland Barbara Odrobinska, the director of office in Old Paul of Pomor center of agricultural consultation in Gdansk Antoni Gaydachuk, the chairman of the budgetary and financial commission Seymika Pomorskogo Tadeush Haas, specialists of office in Old Paul of Pomor center of agricultural consultation in Gdansk took part the head of Pomor Center of agricultural consultation in Gdansk Stanislav Aldon Los.
From the Crimean party in work of conference took part and the vice-chairman of Council of ministers of AR Crimea Nikolay Kolisnichenko, the director of the Crimean state agrarian educational advice center Nikolay Nagaynik conducted conference.
With a salutatory word to the gathered the vice-chairman of Council of ministers of AR Crimea Nikolay Kolisnichenko addressed. It assessed as a whole to cooperation between the Republic Poland and AR Crimea, having noted that it promotes introduction of positive experience of the Polish colleagues in agricultural production of our republic. On behalf of the Government of an autonomy expressed gratitude to the Polish colleagues for their support, urged krymchan to work more actively on loan of the Polish experience in the sphere of development of rural territories, activization of the agrarian market.
Antoni Gaydachuk in detail told about a role of doradchy services in development of rural territories, having in detail stopped on support of reforms in self-government in territories of the Crimea.
In the performance Barbara Odrobinska told about tasks of the Polish doradchy services in implementation of the General agricultural policy, having emphasized that these services always were and remain innovative incentive of agricultural production.
In a sustainable development of rural territories the chairman of the budgetary and financial commission Seymika Pomorskogo Tadeush Haas devoted to problems of regional self-government the performance. He, in particular, noted that priorities of self-government institutions are reduced to "care" of health protection, training, to questions of culture, social policy.
- For example, in the budget 200 thousand zloties on awardings for the best estate are put – he told.
About prospects of development of agricultural industry and rural territories in a context of globalization of economy, trade liberalization, development of biotechnologies and power, food security and environment preservation to participants of conference were reported by the chief economist of Pomor Center of agricultural consultation in Gdansk Daniel Andrzej Rozak.
And developments of accompanying service trade in the rural zone the head of Pomor Center of agricultural consultation of Stanislav Aldon Los shared experience of rural tourism in Poland.
- In Poland of 60 % of agricultural producers at the same time with primary activity are engaged in rural green tourism – she told.
According to her, development of rural tourism promotes production optimization, causes interest to cultural monuments, and the main thing, to their preservation. And in many respects the success of development of this type of tourism depends on active work of doradnik: exhaustive consultations and help in receiving subsidies.
Stanislav Aldon Los also expressed the admiration of the Crimean nature, having called it a magnificent basis for rural green tourism.
About integration and differentiation in agricultural industry of Poland to the gathered were told by the expert on programming and integration of production associations of Pomor Center Cheslav Andrzej Elzanovsky. In the performance he noted that integration favors to social and economic changes in agricultural industry, accumulates competitive advantages of the country. And cooperation by increase in number of production associations allows to protect more reliably than a selkhoztovaproizvoditel.
The introductory part of presentation of drafts of development programs of rural territories of AR Crimea was opened the chief specialist of Pomor Center by Eve Shimanska. This year training in Old Paul there passed 10 people who developed programs of updating of the Crimean village.
The presentation of the development program of villages of the Kukushkinsky territorial bulk of the Razdolnensky area was carried out the leading expert of the Crimean agrarian educational advice center by Anna Mikhaylyuk, and programs of the Sizovsky territorial bulk of the Saksky area – the secretary of the Sizovsky Village Soviet Tatyana Vasilyeva. Both programs, of course, taking into account specifics of these villages, are similar and directed on improvement of economic and social situation, appeal of the village (in the subsequent issues of the newspaper readers can familiarize with these programs).
The presentation of drafts of programs of preservation of environment in aspect of the address with a firm household waste was opened the chief specialist of Pomor Center by Maria Savirska. Under it a coordinating eye trainees developed these programs.
The leading expert of the Crimean agrarian educational advice center Tatyana Gorodinskaya presented the program of preservation of environment in the Black Sea area, and the secretary of the Suvorovsky Village Soviet of the Saksky area Oksana Hlus – in Suvorovo’s village of the Saksky area.
The chief specialist of Pomor Center Agneshka Rayevska acted with the general presentation of drafts of development programs of rural green tourism. She told that in Poland the first such programs were realized in 1997, and in 2007 1 million people used services of the enterprises of green tourism. This experience the Polish experts with Crimean to trainees and in the course of creation of programs also shared.
With presentation of one of them, namely, development programs of rural green tourism in the Orekhovsky territorial bulk of the Saksky area the head Galina Chesnokova acted Orekhovsky rural. The presentation of the draft of the program in the Aromatnovsky territorial bulk was spent next day after conference in the village Fragrant the Belogorsky area the leading expert of the Crimean agrarian educational advice center Tatyana Pereverzeva.
Subject of the report of the expert on programming and integration of production associations of Pomor center of Cheslav Marek Gumenski - The consumer market – quality of production of a food. He in detail told about activity NASSR – systems which call in the country the health organization. In this system of laboratory, veterinary services, ecologists and others, responsible for quality of products of the organization, act in one direction, achieving that people consumed non-polluting production.
Making the report About a role and tasks of the Crimean state agrarian educational advice center in information and consulting providing and increase of educational level of rural dwellers the director of the Center Nikolay Nagaynik emphasized that today we pass to project management by economy and before consulting services it is necessary to carry out a task "soft" adaptation to the forthcoming institutional changes. And the projects presented at conference – it is the first steps on a way of increase of level of public consciousness of rural dwellers and their active participation in these changes.
The head of the Polish delegation Antoni Gaydachuk summed up conference. He spoke about tasks of agricultural consultative service now and on prospect, hoped for further effective cooperation with the Crimean colleagues and thanked for the hospitality shown their delegation.
