Within the planned program in the Crimea the Polish experts visited. During visit the wide program of an exchange is carried out by experience. Seminars trainings in Dzhankoysky, Bakhchsarai, Krasnogvardeysky areas, a meeting with students of Pribrezhnensky agricultural college, scientists of the Crimean institute of agroindustrial production and the Southern branch of Institute of agricultural microbiology took place. The International conference carried out in Simferopol on which the Polish colleagues shared experience of agricultural doradchy service in the solution of problems of development of rural territories became the central event.
In conference work from the Polish party the deputy minister of agricultural industry and development of rural territories of the Republic Poland Yan Ardanovsky, representative Marshaleka of Pomor voyevodstvo Vladislav Ambroziyak, the chairman of Pomor agricultural chamber Zenon Bistram, representatives of Pomor center agricultural doradnictva and its offices took part in Old Paul.

From noted that now the Crimean government together with the ministry of an agrarian policy of our republic is looked for by ways to an exit to new boundaries in development of the Crimean village. The analysis of current situation helped to reveal defects. Still, for example, it was not possible to connect in uniform knot trade relations between the Crimean resorts and agricultural producers. We look for ways to adjustment of contacts in this sphere, continued N. Kolisnichenko, including about the abroad. And with it we are helped very much by experience of the Polish friends. Trips krymchan to this country promote not only to its studying, but also distribution at us, we reveal in what branches we can fruitfully cooperate. The Polish market is interested in the Crimean soya, our rape is necessary to it, and we can introduce at ourselves their progressive technologies in an irrigation, cultivation of vegetables. Their experience is useful to us and in revival of gardening, wine growing, in adjustment of processing of cattle-breeding, vegetable production, fruit, berries.
To the Crimea very much good practice of the Polish friends in the organization of agrotourism, resort treatment and rest. Especially the commonwealth helps with it with the regions similar to our Crimean to us.
But also to us is what to show. Poles are delighted beauty of our Crimean nature, our wines which they are ready to expose and propagandize at themselves at exhibitions.

In the performance the deputy minister of agricultural industry and development of territories of the Republic Poland Yan Kristof Ardanovsky emphasized that presidents, prime ministers of our countries now meet, recently Ukraine was visited by the minister of an agrarian policy of Poland. – My visit also is entered in that kind cooperation which was established between Poland and Ukraine. It is possible to tell that new opening in the Polish-Ukrainian relations takes place – continued Y.Ardanovsky. And at the Crimea a special role and not only because it has the autonomy status, the local laws. Though the Crimea is located far from borders of Poland, it lies deeply in heart of Poles. Our writers, poets wrote about it. And I can tell that the best descriptions of the nature which the Polish writers created, it descriptions not the nature of Poland, and the Crimea. Also I have possibility to come nearer to Ukraine, so to speak, and in sector of an agrarian policy. Both in the Crimea and in Poland the agrarian complex plays a significant role. At you about 40 % of the population live in the rural zone, and at us there live in the village somewhere on the average 38 % of inhabitants. It is possible to tell also that, taking into account a climatic difference, the Polish agricultural industry and agricultural industry of the Crimea supplement each other. There is a number of cultures which aren’t grown up in our country, but are grown up in your autonomy. Our country develops agricultural industry, and it is necessary to emphasize that to us is necessary not only export of the Polish products, we want and to import, buy. It is necessary to develop modern trade – to sell and, at the same time, to buy. Soon Poland will need a large amount of vegetable oil therefore your sunflower or oil of other commercial crops , probably, will be big article of an import of our country. A large number of a soya which doesn’t grow in the territory of Poland is necessary for us. To us are necessary, taking into account decisions which the Polish government accepted, those grades of a soya which aren’t genetically modified. In Poland the law which forbids not only to import is passed, but also to grow up, process genetically modified grain, a soya and other cultures. Therefore in the next two years we won’t import a soya from the USA, Brazil. And about 2 million t are necessary for us. a soya in a year. This big trading offer for Ukraine, and, in particular, for the Crimea.
Your prime minister and the Minister of Agriculture told about a good harvest which was this year. It was promoted by favorable climatic conditions. We, on the contrary, this year had a crop for 20 % smaller, than in previous years therefore we will need some million tons of grain – wheat and corn. This fact also gives a good chance to Ukraine. The Polish businessmen, the Polish dealers already now look for good grain of a buckwheat. I know that it in Ukraine is grown up in much bigger scales, than in Poland, and it too chance for mutually beneficial cooperation. Favorable climatic conditions of the Crimea allow to grow up here many grades, types of vegetables, fruit which don’t grow in Poland. Therefore there is a question – why to us not to buy in Ukraine water-melons, other vegetables, fruit which we don’t have?
Here mentioned the Crimean wines. I had yesterday possibility to visit one of plants which is engaged in manufacturing of wine production and visit left indelible impression. Poles, as well as Ukrainians, probably, would be proud of something similar. At our young generation wine uses the increasing popularity, than vodka. In Poland among the provided young people there was a fashion to have houses the bar with a certain set of wine production. And bottles there long don’t stand full, production is used. We have in the Polish market a lot of foreign wine, there are a wine from California, Greece, Spain, Italy. And there is a question: why we have no wine Crimean? I want to emphasize that the Crimean wines, considering climatic conditions of cultivation of grapes, are one of the best types of production in Europe. The great popularity of French wine is caused not by quality of this product, but the relevant marketing activities. Therefore all in hands krymchan, first of all what are engaged in wine growing and winemaking.
Dear friends, developing the Polish rural territories, we considered some different factors. First of all, it is necessary to take into consideration that in the next years in the Polish market there will be very big competition between producers of food products. It because to Europe will arrive very cheap agricultural products from the different countries. EU. And Europe including Poland, will be compelled to block borders and to increase customs duties not to pass it on the markets. Costs of a sea and air transportation are rather insignificant today, and consequently value of those countries and regions which had earlier no special value in Europe, will increase. Production of Australia, New Zealand, China becomes more increasing available in the European market. Therefore we intend not only to develop production of agricultural products, but also we focus attention on development of other branches of production in rural territories. Among other things allocation of a part of a farmland, an arable land under commercial crops which can be used as fuel is provided. Poland doesn’t want to depend on policy of other states, and should provide independence of Russia. We don’t want to reach, that we had such situation which was in the winter of last year in Ukraine. Therefore we will make a part of fuel, using our commercial crops. It is a biodiesel engine developed from oil, and also alcohol which we will use instead of gasoline. To provide this production by raw materials, we plan to use to 2 million hectares. farmland. We will encourage also, including the corresponding subsidies, the population, local government bodies – owners of big and small boiler rooms that they converted the boiler rooms, changed coppers so that it was possible to use natural energy carriers, including a biomass. Several years ago energy production from vegetative raw materials didn’t pay off, was unprofitable. When the oil barrel in the market of Europe cost 20-30 dollars, it was absolutely unprofitable to be engaged in alternative types of fuel. When the price of oil left for 80 and even $100, it appeared that production of a biodiesel engine became profitable. We plan on next years to provide privileges in the taxation system, i.e. not to assess with the excise duty production of a biodiesel engine.
After the accession of Poland to EU the market of 25 member countries of this union became the basic for it, and the Polish enterprises were compelled to adapt to very strict requirements of its standards. Many enterprises didn’t sustain this call and went out of business. The same which were in force to make re-equipment, modernization, today strong stand on the feet. Therefore the Polish businessmen relatively export food from Poland much, have good balance between their export and an import. Poland exports to the European Union more, than imports. And consequently our businessmen not only in the agrarian and industrial complex sphere, but also in other branches of economy more and more willingly invest the capital in economy of other countries. This process isn’t limited to mutual trade, but leaves on creation of cooperation management enterprises together to make. For expired year the Polish firms enclosed outside of the country over 2, 5 billion dale. I think that there are big prospects of investment by the Polish firms and economy of Ukraine , of course, at cooperation with those subjects which want this cooperation. I can tell that there are a lot of Polish businessmen, the Polish firms don’t hurry up to invest the capital in Ukraine, on a number of the objective reasons.
There is a lot of reasons, first of all, this lack of the stable, guaranteed banking system, not ordered monetary turn, not perfection of the laws concerning cooperation. But the situation in Ukraine gradually changes for the better, increases number of the persons interested in investment of Ukraine. Communication with your minister revealed possible spheres of such investments. The industrial, production capacity of Ukraine is very great, but isn’t completely used yet. Once your country called the great granary, and, it is necessary to hope that such it becomes and in the future. And Western Europe is afraid of it. Here to that example. When the question was asked to the director of the Danish agricultural doradchy service: what fears they have in connection with entry of Ukraine into EU?
- I am afraid that in Ukraine will start to go in correctly for agricultural industry – he answered.
In it also there are fears from old members of EU. However over the last 10 years there were big changes both in Europe, and in Ukraine, and there is no need so to be afraid of development of agricultural industry of your country. On forecasts, at the expense of increase in population surpluses of agricultural products a natural way will disappear, on the contrary, in each place the growth in volumes of its production as all possible places of its production are already used will achieve. We not in forces to drain the sea, to level mountains, we can plow only where it is possible.
Basic element of our cooperation should be and production processing, without it can’t be effective production. And out of export of the main agricultural products export of foodstuff which weren’t exposed to processing is impossible. Under this slogan and cooperation of the Ukrainian and Polish producers is possible.
The Ukrainian party emphasizes that a lot of new equipment for agrarian and industrial complex is necessary for your country. In Poland there are many firms which are engaged in production of irrigating devices, irrigating systems (stationary and mobile irrigating units mean). In those territories where it is possible, systems of a drop irrigation should be used.
The Polish village changes, updated. It becomes not only agricultural. We call it the "multidirected" development of rural territories. New tasks are put, prospects for rural territories open. In Poland recently many well-to-do persons who have reached a certain prosperity, don’t want to build the houses, mansions in the cities, and transfer them to the suburb, the village. Once his moving from the village to the city, now all on the contrary was a measure of success of the person. Wealthy men try to equip the houses, cottages in the rural zone, round the cities. And if there will be respective roads, communications (The Internet, gas, a water supply system, the sewerage), the quantity of rural population will gradually increase. It will need certain services, and it means that there will be new workplaces for local rural population.
Society expects from the village, agricultural industry of the greatest protection of environment. A certain legislative base is for this purpose created. And what protection of the environment means? These are also new workplaces. Effectively to protect the local woods, waters it is necessary to perform certain works. And it too new workplaces.
From the West there is a fashion – hobby for rural tourism. It is a lot of well-to-do persons who already visited other countries, want to have a rest nearby from a place of the constant residence. Such rest travel to other countries, for example, to Paris becomes frequent more useful, effective, pleasant, than. It is thought, everyone would like though once to see Paris, but as showed the life, much it insufficiently. Interest in agrotourism increases. Certainly, there should be a certain level of arrangement intended for it agrousadb. These are as appropriate equipped rooms with the corresponding furniture. Certain conditions should be created, standards are executed. Thanks to agrotourism at us the rural population has additional sources of the income. If you intend to develop agrotourism, it is necessary to create corresponding service trade, rest and entertainment for the tourists living in agroestates.
To prepare rural population for the solution of such tasks, it is necessary to have the corresponding shots. In Poland the service which is very similar to those which you have in the Crimea, that is containing for public funds is engaged in it doradcha. It should exist and be financed at the expense of public funds. To assist doradchy service – one of important problems of the state.
Inhabitants of the village economically aren’t protected and aren’t capable to pay the services rendered by doradchy service. Therefore this, rather not numerous, service in the Crimea should develop. It is thought that landowners of Ukraine, including the Crimea, will familiarize with work of our many establishments, the organizations, the agencies working for the benefit of agricultural industry. But where to go, where to go – it there will be your own sovereign decision. But after all it is good to know, how, according to what scheme others as they solve these questions work. Experience in such spheres as activity of doradchy, veterinary, public health services, in training of agricultural shots you can adopt at us. It will be, we hope, for you more useful, more practical, than experience of "old" Europeans.
Poland in ten years passed a difficult way of preparation for the accession to EU. It was difficult the life school. And now we can honest tell about the experience that it was possible to us that isn’t present, to show all "kitchen" of this procedure. I consider that now very good time for the Polish-Ukrainian cooperation. And it should connect separate regions of our countries. If there is at you an interest in it, we don’t see any problems in conclusion of agreement about commonwealth. I think that we should adjust cooperation between separate establishments, the organizations which work both in Poland, and in Ukraine. Cooperation of those organizations, those associations which work in the sphere of agricultural industry especially interests. With us to the Crimea there arrived the president of Pomor agricultural chamber Z.Bistram, and, it appears, he will look for possibilities and requirement to look for cooperation with agrarian chamber of Ukraine.
It is thought that the relations between our states will be benevolent. At us the history, mentality that is useful for mutual understanding and cooperation are very similar. And after all very much and a lot of things depends on views of people, especially in eurointegration processes. That warmth, goodwill which we see, communicating with you, it is not characteristic for Germans, Danes, Dutches. And we wish to your agricultural industry, your landowners, both in the Crimea, and in all Ukraine all best.

Representative Marshaleka who has made a speech at conference of Pomor voyevodstvo Vladislav Ambroziyak spoke about influence on economy of the seaside region of the industry of tourism and as in Ukraine too there are such regions, including the Crimea, cooperation with them will be useful for both countries. He in detail told about prospects of development of rural territories of Pomor voyevodstvo.
Concerning a doradnichestvo, acting noticed that efforts of doradnik of both countries are directed on close cooperation and it is very important to reach mutual understanding thus.
The chairman of Pomor agricultural chamber Zenon Bistram called symbolical the bridge of friendship which is invisibly connecting seaside regions of Poland and the Crimea. We should use more completely than possibility of our countries in trade, consultations of landowners, to involve all available potential on advantage of economic and social development.
Concerning eurointegration questions, he noticed that it is not necessary to be at a stop, it is necessary to go forward. Also wished, that the Polish experience helped us with it.
About the changes which have occurred in agricultural industry and in rural territories of Poland in 1989-2006 to participants of conference were told by the representative of Pomor center Siegmund Gudebski. In the country during this time changes occurred the cardinal. Free competition, freedom of the conclusion of contracts were established in agricultural industry and trade, funds of support of agricultural producers were created, changed tax, credit, and also the system of a sbalansirovaniye of the budget, is carried out restructuring and agriculture modernization, the service doradnictva started to operate.
Safety of products in the light of requirements of the European Union and in practice of Pomor voyevodstvo was a subject of the report of the representative of Pomor center of Cheslav Gumenskogo . He in detail told about activity NASSR – systems which call in the country the health organization. In this system of laboratory, veterinary services, ecologists and others, responsible for quality of products of the organization, act in one direction, achieving that people tried non-polluting production.
Making the report Development of agricultural consultative (constitutional) service in the Crimea the director of the Crimean state agrarian educational advice center Nikolay Nagaynik emphasized what to develop the organizational system of consultation of agricultural producers we began, relying on the experience of the Polish doradchy service obtained on passing in Warsaw in 1995 of the International conference and at the Ukrainian-Polish-American summit, taken place in the capital of Poland in 1997. We took that without all-round useful information development of the rural zone is impossible from experience of the Polish doradnik.
It was necessary, relying on their experience, to create the consulting system, a database for development of knowledge. And we created it, began to be engaged in education and consultation actively. Developed the organizational structure, without having created which, we wouldn’t achieve anything: information which isn’t informed to the addressee, leaves in anywhere.
However we yet didn’t reach such level of consultation, as in Poland. But we achieve it, projecting acceleration.
The head of the Polish delegation Anatoly Gaydachuk spoke about tasks of agricultural consultative service now and on prospect.
Acting in debate, the executive director of the APP Crimean institute Vladimir Pashtetsky noted that Poles decided in time on a choice of a way of development of agricultural industry and its science in the conditions of the competition.

The chairman of the Union of assistance to development of rural green tourism in the Crimea Natalia Gorodetskaya, having told about the main objectives, principles and the purposes of this organization, noted positive influence which renders on its eight-year cooperation with the Polish association of green tourism.
The chairman of the Dzhankoysky district state administration Alexander Burkun who has visited earlier Poland, sharing impressions, noticed that Ukraine now – is Poland ten years ago.
