Questions of revival of economy on development of agricultural branch are considered at session of the Kirov regional council.

14 questions were submitted for session of the Kirov regional council. Most actual of them – about the measures accepted by RGA on development of agricultural branch of the Kirov area.
The agricultural branch conducting in the area more others defines area economy. In the 2006th grain-growers reached a good result. They threshed nearly 62 thousand tons of grain at average productivity of 31 centners from hectare (on the republic 25,5). Honourable the second places in the Crimea on productivity – this recognition of success and incentive to further work.
The speaker P. N. Zakharov, the vice-chairman of the district state administration supervising questions of agricultural production, noted that the success isn’t casual. It was provided by such factors. The seed material for 78 percent was updated by perspective high-yielding grades; autumn sowing for all 100 percent is carried out with simultaneous introduction of phosphoric fertilizers, then in the spring all crops are fed up by nitric fertilizers. In a word, all conditions that the ear turned out heavy were created. Cleaning ended quickly that prevented grain losses.
Today preparation for autumn sowing comes to the end with a full speed. Seeds are in full prepared. From the checked 98 percent are recognized as the konditsionny. With each agricultural producer the areas of crops winter, high-quality structure, volumes of necessary fertilizers etc. are defined.
However not bread uniform…. In the area revival of long-term plantings little by little begins. For the last three years 423 hectares of vineyards (JSC ZMVK "Koktebel", JSC Starokrymsky, FH Light way, JSC Agro-union) and nearly 50 hectares of gardens (ChSP "Starokrymsky" and JSC Vladislavovsky konservny kombinat) are planted. From coming the autumn is planned to plant spring young vineyards on the area of 175 hectares (JSC Starokrymsky in which the 20-hectare shkolka for landing of vineyards is put also.) All young perennials will be cultivated on intensive technology, on a drop irrigation.
Thanks to the measures undertaken by the district state administration, including P. N. Zakharovym, to the area came to work with JSC SHP "Frigate" (Tokarevsky village council), JSC Batk_vshchina (Privetnensky), JSC MMK of Ilyich "Agroshop No. 66" (the Yarkopolensky Village Soviet). It is possible to add that in the territory of the Sinitsynsky Village Soviet took in ChSP "Starokrymsky" ground lease.
There is a lot of positive shifts. But some questions after all caused heated debate. First of all, deputies tried to specify: we have the Development program of agricultural branch developed by RGA and approved by last structure of regional council, or it only actions? It became clear: actions. As P. N. Zakharov and the chairman of RGA K.M explained. Ottomans while there are no public funds under the program, it can be only actions. And on the other hand – under actions the state and hryvnias won’t give, it can finance only the program. Vicious circle. Session defined: the program should be prepared by the district state administration for the following session of regional council, that is by October.
The question of efficiency of agriculture, unused hectares, which around almost 11 thousand was hotly discussed. In particular, on the Vladislavovsky Village Soviet there are 821 hectares of unclaimed shares. Weeds in human growth. And such "pieces" on the area as it was already noted, nearly 11 thousand hectares. For contrast the Soviet area where 300 hectares aren’t used only was cited as an example.
What can give our not used lands? It, generally saline soils in a zone of Prisivashya and poor lands in the foothills. Our lands should be compared not to the Soviet area, and with Lenin – the deputy, the head of FH Light way N. M. Prishchepov expressed the point of view. – Same "Frigate" that in the Tokarevsky Village Soviet, worked year – two and already throws the 800 hectares – the advantage of them isn’t present! Good unoccupied lands in the area didn’t remain. Who will want to invest the money in a fruitless task?.
The point of view disputable – on saline soils it is possible, to a kprimer to be engaged in sheep breeding. And it means that it is possible to receive meat, isherst the state grants for a livestock gain. Reserve? Yes.
Big concern is caused by numerous cases of burning of an eddish that harms to ecology, to fertility of the soil and threatens with fires to close located settlements, destruction of meliorative systems in the area.
In performances as deputies, and heads, experts of RGA it was traced: we have one general pain for disorganized A gold field and "Pearl", for "Fight for peace", Sinitsyno where agriculture doesn’t provide even activity of village council. And whether it is necessary to look for today "hooks" each other instead of addition of efforts on increase of efficiency of agricultural production in the area? The development program of agricultural branch should become a basis of the general work: purpose, tasks, dates of performance of the planned.
Despite recognition of successes of the Kirov grain-growers in production of grain, session indicated insufficient organizing work on performance by agricultural enterprises of all forms of ownership of requirements of public policy in questions of increase of fertility of soils, fight against quarantine wreckers and weeds, preservations and uses of irrigated agriculture, effective use of the farmland of a state property.
