A note about the work which is carried out in the Razdolnensky area, in connection with the forthcoming certification of rural settlements in 2008-2009.
Ensuring realization of the main objectives of the State target development program of the Ukrainian village till 2015 demands carrying out in 2008-2009 g of continuous certification of rural settlements
According to the State target development program of the Ukrainian village till 2015 it is planned to carry out in 2008 – 2009gg. continuous certification of rural settlements. Its purpose – the analysis of transformation of a demographic, ecological situation, employment of the population, an actual state of agricultural production, functioning of objects of the social sphere and definition of priorities of social and economic development of each social and administrative education in the rural zone. Methodical support of certification in the Crimea is assigned to the Crimean state agrarian educational advice center (KGAUKC).
Each settlement in borders of village council is passported. The passport is filled in duplicate - one is stored in village council, and the second – and serves in regional council as an initial material for development of comprehensive programs of social and economic development of administrative and territorial units, territories at regional and republican level, and also target development programs of rural settlements and rural territories.
In the Razdolnensky area educational seminars in all rural and Novoselovsky settlement councils on which passport sections are studied are held, the technique of its filling is in detail stated, the auxiliary materials forming a basis for filling of columns are analysed.
Within carried-out seminars questions of social and economic development of territorial bulks and the area are included in curricula as a whole. The head of department of economy of the Razdolnensky district state administration Natalia Nikonova showed the programs realized in the area. In particular, the Kukushkinsky village council developed the Development program of the local self-government which has won Vsekrymsky competition of projects and development programs of local self-government (a grant of 100 thousand hryvnias), Ryleevk’s village of Slavnovsky village council according to the PRIK United Nations program reconstructs water supply system, in the village of Beryozovka according to the same program carry out water supply system reconstruction. The majority of participants of a seminar for the first time learned that on conditions of almost all programs the part of funds for their implementation is necessary for collecting to the bulk. Practically all village councils develop various programs for the purpose of obtaining budgetary funds on repair and reconstruction of objects of the social sphere of the village.
At seminars experts KGAUKC told about experience of rural bulks of Poland on improvement of a condition of the social sphere, about cooperation of the Polish doradchy service with educational advice center on development of programs. The Program of updating of villages of the Kukushkinsky village council, developed by the employees KGAUKC together with the Polish doradchy service was presented to attention of participants.
