The ministry of an agrarian policy and Department of Economic Affairs of Ukraine developed the joint order establishing an order of certification of accredited commodity exchanges for granting by him is right on behalf of the Agrarian exchange to carry out operations on the stock exchange with agricultural products. The draft document is published on Minagropolitika Ukrainy’s official site.
According to the draft of the order the certificate is provided to commodity exchange at observance of such conditions:
– compliances of constituent documents of the exchange to requirements of Art. 279-282 of the Economic code of Ukraine and the Law of Ukraine "About commodity exchange";
– existence of means own and equated to them in the sum not less than 340 thousand UAH;
– existence of own web page on the Internet;
– term of work of the exchange with agricultural production and the food – not less than 3 years.
Approves results of certification of commodity exchanges and keeps the register of the issued certificates, including suspended and cancelled, Agrarian fund of Ukraine. Documents for passing of certification are accepted no later than June 1 of every year and are considered for 30 days from the date of representation. The draft of the order also approved structure of the commission on granting to commodity exchanges of certificates led by the deputy minister of an agrarian policy of Ukraine Natalia Pavlyuk.
According to authors of the project, introduction of an order of certification will promote activization of the exchange commodity market at the expense of wide attraction of capacity of the accredited commodity exchanges and will make positive impact on a price situation in the organized agrarian market.
Reference. The agrarian exchange is created by the resolution of Cabinet council of Ukraine from 26.12.05 No. 1285. The government in the person of Agrarian fund became the founder of the Agrarian exchange. The agrarian fund based by the resolution of Ministry from 06.07.05 No. 543, carries out commodity and financial interventions for the purpose of price regulation of the agricultural market. In all regions of Ukraine regional offices of Agrarian fund are created. Besides, in the agrarian market carry out activity of 39 accredited commodity exchanges. Let’s remind that according to the resolution of the government from May 26, 2005 state regulation of the prices for 2005/06 MG is entered: – with 01.07.2005 till 20.06.2006 – on wheat and wheat and rye mix (meslin), a rye, barley, oats; – with 01.09.2005 till 31.08.2006 – on corn, sunflower seeds nedroblenny, sugar (from a sugar beet).
