In article the Order of the direction of means of the government budget on financial support of production of plant growing by a dating way on 1 hectare of crops of winter and summer crops who are grown up on irrigated lands, and also about control from the Public control and auditing service and managements of agroindustrial development of the district state administrations behind validity of obtaining grants is described.
According to Art. 27 of the Law of Ukraine About the government budget of Ukraine for 2006 the resolution KMU No. 239 by which use order in 2006 of means of the government budget allocated for financial support of production of plant growing by dating is approved Is accepted.
The order defines the mechanism of the direction of means of the government budget on financial support of production of plant growing by dating on 1 hectare of crops of winter and summer crops who are grown up on irrigated lands.
The grant is provided to agricultural enterprises on the basis of data on the areas to which there ascended winter and summer crops, poseyanny for receiving a crop in 2006, next sizes:
– on winter crops (wheat, a rye, barley and a rape) – 100,00 UAH on 1 hectare of crops;
– on summer cultures (wheat, barley, oats, peas, corn, a soya, a rape, buckwheat, millet, rice) – 65,00 UAH on 1 hectare of crops;
– on other crops which are grown up on irrigated lands – 53,00 UAH on 1 hectare of crops.
For definition of the list of the agricultural enterprises having the right to the grant, in managements of agroindustrial development of the regional state administrations the commissions with participation of employees of the Public control and auditing service are created.
The workers of GKRS who are a part of the commissions check primary accounting documents, a podtverzhdayushchiyedostovernost of the provided reporting data and take part in inspection of crops of the agricultural producers included in the register on obtaining of the grant.
As of 01.04.06g. demands for obtaining the grant as a whole on AR Crimea submitted 578 agricultural enterprises. The area on which shoots are received is made by 313477,94 hectares, the sum of the declared grants 313477,94tys. UAH.
By verifications of the primary accounting documents confirming the right to grants, violations it is not established.
The grant from the state budget arrived to all agricultural enterprises included in the register on obtaining of the grant.
In connection with the developed weather conditions of the commission couldn’t leave on all fields for carrying out inspection of shoots of agricultural cultures, than and used separate a grief – agricultural producers.
So, by the carried-out inspection of crops of KFH "Murin" of the Lenin area it is established that 50 hectares who according to data of the accounting and statistical reporting are occupied with a winter rape, are actually sowed by the mustard which crops aren’t subject to dating. Having left on one of fields KFH "Olga" of the Razdolnensky area, members of the commission saw instead of wheat crops in the area of 106 hectares specified in documents, a field, blackening a last year’s sow-thistle.
As a result of these violations by the above-stated enterprises from the budget the grant in the sum of 15,60 thousand UAH is unreasonably received. As of 04.04.06g. the above-stated sum of money is returned in the budget.
