In article it is reported that the Order on identification and registration of animals since December 1, 2008 established new penalties for works and services in identification of animals: cattle, pigs, sheep.
Requirements for identification of animals – amplify
On newspaper pages Agromir. Problems and decisions information on a course of works on identification and registration of agricultural animals was repeatedly published in AR Crimea.
The identification system in the European Union countries successfully is used already by tens years. With its help trace all production myasomolochny chain from the moment of the birth of an animal before meat and milk hit on a table of the consumer.
The accession of Ukraine to European Union provides adaptation of the Ukrainian legislation to European, requirements to quality and safety of cattle-breeding production become tougher. The special attention is given to observance of requirements for identification of agricultural animals.
For the purpose of activization of this work in AR Crimea:
– three resolutions of Council of ministers of AR Crimea are adopted;
– three meetings of the Extreme protivoepizootichesky commission are held at AR Crimea Council of ministers;
– meetings with heads of farms, chairmen of village councils, agents for identification are held;
– information materials and statistical data on a work course on identification of animals take place in the newspaper Agromir. Problems and decisions, and also in regional newspapers;
– the report about carrying out identification of animals is daily provided in the Ministry of an agrarian policy of AR Crimea, and also messages on its official site arrive;
– in all village councils leaflets with a propaganda material on identification of animals extend;
– within the last two years in the Ministry of an agrarian policy
AR Crimea are monthly summed up work on identification of animals with participation of deputies chairmen of regional public administrations, chiefs of managements of agroindustrial development of areas and the Crimean branch of Agency on identification;
– on the instructions of the vice-chairman of Council of ministers
N.P.Kolisnichenko’s AR Crimea is created the republican working group on monitoring of implementation of normative legal acts on identification of animals.
However, despite accepted measures, the situation in work on identification of KRS didn’t improve. In 2008 proidentifitsirovano also it is registered in the state Register of the animal 48150 heads of cattle that made 60,3 % to the annual plan. From them in a private sector – 20024 heads or 35,9 % to the annual plan.
The main state inspector of veterinary medicine in AR Crimea published and brought to the notice also execution of the main state inspectors of veterinary medicine of areas and the cities the order from October 21, 2008 of No. 01-15/1892 About ensuring the state veterinary and sanitary control and supervision of moving of animals.
According to normative legal acts, identification of an animal should be carried out to seven-day term from the moment of its birth, but not later, than the animal leaves an economy in which it contains. This requirement was ignored by owners of cattle, as served as the reason of default of the finished plans, and carrying out identification directly ahead of a face of an animal in general is unacceptable for system of identification and registration of animals.
Since December 1, 2008 in Ukraine new tariffs for works and services of the State enterprise Agency on identification and registration of animals are entered. Cost of carrying out identification and KRS registration for subjects of managing makes 48 UAH., for individuals – 60 grn.za one head.
Cost of identification of one head of pigs makes for all categories of farms and individuals:
– without issue of the registration certificate – 37 UAH. 60 kopeks.
– with issue of the registration certificate – 57 UAH. 60 kopeks.
Cost of identification of one head of sheep makes:
– for subjects of managing – 24 UAH;
– for individuals – 30 UAH.
Now the state system of identification experiences temporary difficulties, but now its role will increase with toughening of requirements to providing consumers with a qualitative and competitive domestic production of animal husbandry.
I want to address to owners of animals with a request in due time to carry out their identification that subsequently will get rid of unnecessary efforts and misunderstanding at realization of myasomolochny production.
