Yes weather of those who didn’t prepare in time drainage systems didn’t please now. Revealed such flooding of the settlements located in the territory of the Krasnoperekopsky area.
For creation of a normal meliorative situation the drainage on the area of 22354 hectares here was constructed. From the area of 4568 hectares the drainage drain, according to the project, should be taken away by 19 drainage pump stations, and from 17786 hectares – samoteky.
In 2005 normally the drainage worked only for 1672 hectares, 480 hectares, were in a podpor; 1010 hectares – are impounded; on 19192 hectares the drainage was dry.
The drainage pump stations being on balance of farms, village councils (19 pieces) – didn’t work.
In 29 settlements on the area of 2357 hectares the drainage system of a horizontal drainage is constructed. Here it worked normally for 823 hectares, in a podpor there were 270 hectares, on 370 hectares the system is impounded, on 894 hectares – dry. From 12 drainage pump stations 1 DNS (village Ishun) being on balance of Krasnoperekopsky UVH worked.
The abundance of a precipitation caused lifting of ground waters in territories Magazinsky, Sovkhoznensky, Oryol and other village councils. But especially adverse situation was created in the territory of Sovkhoznensky village council.
The corresponding powers on protection of water objects and protection against harmful effect of waters of territories of settlements are conferred to local and village councils. The solution No. 173 22 of session of the IV convocation of Krasnoperekopsky Regional council approved the Program of prevention of flooding of lands of the area, types of works which are necessary for executing are provided, having provided a satisfactory technogenic and ecological situation in its all its territory.
In case of threat of elemental disasters, floodings, it is necessary to take urgent measures for elimination of their consequences.
After flooding in December, 1997 from the State budget it was allocated (according to the Program 5001070) for the Krasnoperekopsky region of 84,8 thousand UAH., which are distributed on village councils:
To Sovkhoznensky DNS on restoration – 44,3 thousand UAH. (page. State-farm)
New Pavlovsk on construction of taking-away system – 31,0 thousand UAH.
Oryol on a puncture under expensive to fall of level of river Chatyrlyk – 9,3 thousand UAH.
This year: villages Rice and State-farm again "floated".
Nobody remained to them indifferent: neither Krasnoperekopsky district state administration, nor Krasnoperekopsky regional council, Krasnoperekopsky management of a water management. When profits on village DNS State-farm, it appeared in a non-working condition, was flooded, and personal plots are impounded, the same picture was presented and in Rice.
It was impossible to postpone for later. Involved both RES, and Krasnoperekopsky UVH. Connected to energy, pumped out water, lifted pumps. Krasnoperekopsky UVH made audit of pump units, electric motors and the equipment of cases of management.
Under the direct guide of chief engineer Y.Sovgira, the deputy chief on N. Radchuk’s power pumped out waters with DNS, dismantled the pump and power equipment, electrical engineers of UVH V.Gamov, V. Oznobkin, mechanics – V. Shevchyuk, V.Patok, under the direction of the foreman of NSO E.Barbanova repaired it with the corresponding replacement of details.
Directly the chief of a meliorative site S.Korshun surveyed a condition of a drainage of settlements.
Since March 13 the situation started to be stabilized, the drainage pump station round the clock started to work.
Analyzing the situation which has developed for March 15, we note fall of level of ground waters on 40 cm in that part of the village State-farm which approaches to DNS, and at considerable distance from it to Privokzalnaya St. priusadebny territories – the certificate of unsatisfactory work of drainage system of the settlement are still impounded.
To whom that is necessary to those it is necessary to make audit of drainage wells of a measure to removal of extraneous subjects from them. To carry out explanatory work among the population about safety of drainage systems. To fix drainage wells to peasants in which territory of personal plots they are.
Everyone living in the village territory for certain is concerned the created situation, and time so, should render the effective help to village council. After all floodings already were earlier, and now repeat.
Page DNS. Rice is in more pitiable condition. I that that now it am transferred to a samotechny mode – it insufficiently to avoid settlement flooding.
The situation created here can arise in territories of other village councils. And therefore everywhere it is necessary to restore drainage pump stations, to start them in work on an automatic mode.
Experts of Krasnoperekopsky UVH rendered and assist in normalization of the created situation, but without the effective help of Sovkhoznensky village council and the population it won’t give.
