Condition of payment of a salary – one of actual problems for landowners as the cumulative income of a rural family still in many respects depends on the received salary, from its size and timeliness of payment.
With a view of timely and complete payment of the current salary and repayment of available debt, the management of agroindustrial development together with the district state administration makes weekly monitoring on performance by agricultural enterprises of measures for prime payment of a salary and the schedule of repayment of debt on a salary which results are considered at meetings of the commissions on questions of ensuring timeliness and completeness of tax payment and repayment of debt on payment of a salary, pensions, subsidies and other social payments.
With heads of agricultural enterprises, country farms expanded meetings are monthly held at the district state administration on which one of the main questions is repayment of debt on a salary.
Analyzing a condition of payment of a salary in
agricultural enterprises of our area in 1 quarter 2006 it is possible to note that in comparison with the beginning of the current year the debt decreased by 46,6 thousand UAH. also made for 01.04.06 of 757,3 thousand UAH. From 10 agricultural enterprises which 06 g were in arrears on salary payment on 01.01, lowered a duty – 5 (JSC N. Pobeda – on 23.8 thousand UAH., SGZh "Landowner" – on 23,5 thousand UAH., SK "Russia" – on 17,3 thousand UAH., SOOO "Zlagoda" – on 5,8 thousand UAH., JSC A/F Fate – the Crimea – on 2,5 thousand UAH.
Big specific weight (79 %) or 598,0 thousand UAH. it is the share debt on a salary of the agricultural enterprises being in insolvency proceeding, including SPK "Krasnogvardeysky" – 252,3 thousand UAH., JSC Simirenko – 230 thousand UAH., JSC A/F "Forgtuna-Crimea" – 84,8 thousand UAH., JSC Feodosiysky – 30,9 thousand UAH. Work on repayment of debt on a salary practically isn’t conducted by arbitration managing directors of these enterprises. According to the joint solution of this problem arbitration managing directors refuse cooperation with the district state administration, on regional meetings, meetings of the commissions at the district state administration concerning timeliness of payment of a salary aren’t.
Considerable financial support to landowners in 1 quarter of the current year was rendered by the state, having allocated from the State budget the grant for development of branch of plant growing. Farms of our area received 2179.6 thousand UAH., from which the debt on a salary to the workers occupied in plant growing in the sum of 168,1 thousand UAH is extinguished.
In 1 quarter 2006 on the average on 1 area working in agricultural industry 316 UAH are added. 10 kopeks that makes 69,8 % from a subsistence minimum (since January 1, 2006 – 453 UAH.).
The highest indicator on charge of a monthly average salary on 1 permanent member of staff in JSC SHP "Frigate" – 595 UAH. (head Zimin A.P.), SK "Russia" – 408 UAH. (the head – Konivchenko V. G.), JSC Kama – 407 UAH. (the head – Shvay S. F.), JSC Sovetskaya selkhozkhimiya – 405 UAH. (the head – Krempovy of the Item of Century).
Observe minimum wage charge (350 UAH.)-10 agricultural enterprises.
Very low level of a salary in 1 quarter 2006 in ChUMP "Adonis" where on 1 working 156 UAH are added only. (the head – Zavaleev A.V.), in SPK "Tavry" this indicator makes 213 UAH. (the head – A.P Horns.), in SPK "Landowner" respectively – 222 UAH. (head Priyma G. A.).
For improvement of a financial and economic condition of agricultural enterprises, observance of the minimum guarantees on compensation, timely and complete payment of the current salary, implementation of the schedule of repayment of debt on a salary it is necessary for heads to provide necessary volumes of agricultural production the current year, to bring number working into accord with branch norms, and also proceeding from volumes of agricultural production and financial possibility of the enterprise, it is more courageous to take part in various target Programs under which realization rather large funds are allocated, to speed up work on reduction of receivables and to direct agricultural products sales proceeds first of all on repayment of debts on a salary.
One of the most important questions of today is legalization of compensation of hired workers and their labor relations with employers as the under-the-counter cash will surely turn back for the specific worker lack of due level of pensions and social benefits in the future. Only together can and the main goal – wellbeing and social security of citizens, and together with it new quality of life of workers of the village should be reached.
