Definite purposes, tasks and solutions of a problem of technical providing agro-industrial complex.

Problem of insufficient technical providing of agro-industrial complex,
for which decision the Concept is developed
For today the agro-industrial complex is provided with equipment only for 45-65 percent of requirement which on the indicators mostly doesn’t meet modern requirements.
Deterioration of operational characteristics of equipment leads to decrease in quality of field works owing to what in 2-5 times terms of their performance increase and losses of production and costs of agricultural enterprises of carrying out repair work increase.
The main reasons for insufficient technical providing agro-industrial complex is reduction of solvent demand of agricultural producers that led to deterioration of their material base, reduction of volume of production of agricultural production and respectively to reduction of receipts in the budget.
Having declared the political choice the accession to EU, Ukraine should provide competitiveness of own agricultural production. For this purpose it is necessary to reduce costs of material and energy resources of a unit of production and to improve its quality according to requirements of the European standards.
However the machine and tractor park available in agro-industrial complex and ways of its use don’t give possibility to carry out introduction of high technologies, to adjust production of competitive production.
The purpose and problems of the State program of realization of technical policy in agro-industrial complex
The purpose of the State program of realization of technical policy in agro-industrial complex (further – the Program) is increase of level of technical providing agro-industrial complex on the basis of development of domestic engineering industry for agro-industrial complex, efficiency of use of its material base, reduction of dependence on an import of agricultural machinery for the purpose of ensuring food security of the state.
Program tasks:
– ensuring information of the mechanized production of agricultural production on high technologies and increase of its competitiveness;
– reduction of expenses of material and energy resources by production of agricultural production and dependence of agro-industrial complex on an equipment import;
– assistance to development of domestic engineering agricultural industry for agro-industrial complex;
– formation and development of the market of material and energy resources;
– improvement of forms of use of material base of agro-industrial complex and the economic stimulation mechanism in the sphere of technical providing, in particular an order of charge, the account and use of the means arriving from amortization of fixed assets;
– improvement of system of preparation and professional development of technical shots and machine operators;
– increase of a role of the state in management of process of technical re-equipment of agro-industrial complex, and technical service – in innovative process in agro-industrial complex.
Solutions of a problem technical providing agro-industrial complex
For effective ensuring carrying out agricultural works in optimum terms the material base of agro-industrial complex should meet the requirements of an agrotechnology. At modern structure of agro-industrial complex and ways of use of equipment the machine and tractor park should total more than 400 thousand tractors, 75-80 thousand grain – 9-10 thousand kukuruzo-and 14-15 thousand beet-harvesting combines. For updating of machine and tractor park of agro-industrial complex of the country at the established norms it is necessary to fill up every year it on 30-35 thousand tractors, 6, 5-7 thousand combine harvesters, tens of thousands of units of soil-cultivating, sowing and other agricultural machinery.
The machine and tractor park of agro-industrial complex should be formed first of all of equipment of national production.
For successful performance of tasks of development of agro-industrial complex in the Program it is necessary to define such main directions of technical policy:
1) formation of uniform scientific and technical information space in agro-industrial complex;
2) development and introduction of new equipment and technologies;
3) development and introduction of new forms of use of agricultural machinery and technical service;
4) formation and development of the market of the agricultural machinery, appropriate material and energy resources;
5) improvement of system of personnel and scientific ensuring realization of technical policy in agro-industrial complex.
It is expedient to provide creation of machine cooperatives, including by equipment use on an intereconomic basis, and agrocorporations on production, cleaning and processing of agricultural production.
One of ways of technical providing agro-industrial complex is maintenance of in working condition available machine and tractor park, carrying out modernization and regenerative repair of equipment, gradual replacement of out-of-date means with equipment of new generation.
Financial security of the Program
On technical providing agro-industrial complex annual investments in volume of 15-20 billion hryvnias are necessary.
Financing of the actions defined by the Program, is conducted for the account:
– means of the government budget;
– crediting of the enterprises of agricultural mechanical engineering and attraction of investments;
– means of agricultural producers, manufacturing enterprises of agricultural machinery and repair shops;
– means of the international financial organizations and international technical assistance;
– other sources.
Expected results
Increase of level of complex mechanization and automation of engineering procedures in production of competitive agricultural production by application of progressive technologies and new equipment and optimization of technical providing the agrarian enterprises will assist crisis overcoming in agro-industrial complex, in particular:
– to reduction of expenses of material and energy resources by production of agricultural production;
– to ensuring access of agricultural producers to the market of material resources;
– to acceleration of transition of agro-industrial complex on a way of innovative development;
– to improvement of forms of technical service and equipment use;
– to social and economic revival on the village, to increase of a standard of living of rural population and ensuring food security of the state.
Performance of tasks of the Program will provide a conclusion of agro-industrial complex, in particular domestic engineering agricultural industry, on a way of continuous economic development, growth of profitability of production and competitiveness of production, an improvement in employment of the population and his life improvement of quality. As a result of implementation of the actions defined by the Program, it is possible to expect increase in volume of gross domestic product at 18-24 billion hryvnias, and the amount of additional receipt of funds in the budget will increase on 4, 1-5,4 billion hryvnias.
