In article it is reported about popularity in Poland rural green tourism, about support of the state of this kind of activity and other conditions for activity implementation in the sphere of rural tourism.
From all types of agricultural activity agrotourism is most popular in Poland also the profitable. On development scales its this country takes the thirteenth place in the world. Poland is visited annually by more than 14,5 million people, leaving thus 4,6 billion American dollars.
Rural tourism – one of types of the rest passable in rural territories and covering some types of rest: travel, study of local lore, bicycle walks etc. Rest on the remote farms is especially popular.
The agrotourism market promptly grows in Poland. In agricultural sector of this country 27,3 % of the population (in France – 5 %) work. In Poland agrotourism – the engine of economic progress. In 2003 sphere of action "tourism in the rural zone" made here 3,2 % of the general gross product, 40 % of all subsidies allocate the state for development of agrotourism which consider here as most profitable of all types of agricultural activity.
The Polish rural territories have great opportunities. The village here as well as our Ukrainian, isn’t urbanized that creates additional benefits for tourists. The country in the center of Europe is located. There are a lot of woods, channels, the rivers. In the territory of Poland is to 9300 lakes. In one its region the various historical periods and cultures are usually combined. The Polish village is distinguished by existence of non-polluting products, more their low prime cost.
Special popularity was won here by Sentimental tourism which involves Germans with possibility to visit the historical homeland. About 50 % of all tourists in Poland are made by Germans. And Poles, in turn, in a framework of sentimental tourism visit the Western Ukraine.
As the new direction of development of rural tourism consider creation of additional service objects: small little shops where the souvenirs made by the hostess are on sale can become an example. Here to you and additional earnings of the peasant. In many districts communities of hostesses are created.
In Poland the peasants, wishing to begin activity in the sphere of rural tourism on service on the basis of the farms, have state support that on them the law regulating economic (enterprise) activity doesn’t extend. They have the right to conduct high-grade managing, but thus not to be the burdened obligations shown by the legislation to businessmen, handing over housing.
The legislation provides release of the received income from a tax on the income of individuals at performance of the following conditions:
- the house in which rooms are given, belongs to the rural estate;
- living rooms are given having a rest, instead of the seasonal worker, for long term;
- the number of rooms which are given, doesn’t exceed five.
At performance of these conditions the farm pays only land tax.
Level of the fee, rendered to tourists, is established by the owner of the rural estate independently. Cost of accommodation of one person per day depending on provided services and conditions makes from 5 to 20 euros.
Other conditions for activity implementation in the sphere of rural tourism:
Permission to activity implementation.
Owners make out registration in bodies of local government on object of activity in the field of rural tourism within one day after filling of two forms.
Sanitary conditions of accommodation and a food of vacationers should meet those requirements which are provided by regulations for rooms and conditions of accommodation in houses of farmstead type.
Quality of food of vacationers in agroestates should correspond to operating standards on foodstuff.
The estates, rendering services in the agrotourism sphere, should meet the following requirements:
- existence of one lavatory with flowing water on 15 vacationers;
- a sleeping room for guests for 1-2 x persons;
- minimum list of furniture;
- rooms should have electric lighting;
- a room, except what are used only during the summer period, should be equipped with heating devices.
To construction and operation of houses and other constructions used for reception of vacationers, the general fire-prevention rules which concern fire safety of houses and other corresponding constructions are applied.
The legislation of Poland provides registration of individuals in places their constant, and also temporary residence. In this regard, the owner should keep the special magazine of registration in which personal data of the citizen from the document proving its identity, and also an arrival time and departure of vacationers from an economy are brought.
Property insurance in the course of activity in the sphere of rural tourism and insurance of risks and responsibility is carried out according to the current legislation which doesn’t provide any features connected with this activity.
For implementation of rural tourism it is desirable to have the certificate, but it is not obligatory. In Poland there are associations of farmers with the right of issue of the certificate to implementation of rural tourism. The highest standard estimating activity in the sphere of agrotourism - the certificate of 3 SUN.
For the agrotourism organization to the Polish farmers money on the basis of developed business – the plan are allocated. In paperwork the Polish farmers are assisted by specialists of doradchy services. According to Evroprogramma’s requirements for agrotourism development at a contribution the farmer of the sum of 50 thousand euros, return makes 25 thousand euros.
Agrotourism advance in Poland is carried out by doradchy service for budgetary funds. Advertizing of agrotourist farms is carried out on a site of doradchy service, and also on a site of the rural is glad. The edition of advertizing leaflets is carried out also by doradnik.
Providing conditions for agrotourism development at observance of the European norms on protection of the rights of consumers and environmental protection – is reality in which now there is Poland.
