In article there is a speech about implementation of the state and regional programs on support of domestic producer. Programs provided compensations to the enterprises of agro-industrial complex and the industrial enterprises of interest rates for the short-term, medium-term and long-term credits.
Any enterprise irrespective of the form of ownership, registered in AR Crimea and having own capacities in its territory can be the recipient of financial support. Also the enterprise which is not the bankrupt and not having arrears before state and local budgets, the Pension fund of Ukraine.
Information
For the purpose of increase of overall performance of the enterprises food and processing industry of the Autonomous Republic Crimea, modernization and modernization of the enterprises food and processing industry, creations of highly technological complexes on production of the foodstuff adapted for market conditions and features of the region, capable to satisfy requirement of the population and vacationers in the non-polluting, quality products of a food made on modern technologies, in container and the packing corresponding to the international standards, increase of competitiveness of production in the Autonomous Republic Crimea are carried out actions for support of a domestic producer.
1. State programs:
1.1. On compensation to the enterprises of agro-industrial complex (hlebopriyomny, flour-grinding, baking, canning, milk and to the meat-processing enterprises, the enterprises for production of grain and compound feeds, the consumer cooperation enterprises) interest rates on short-term, medium-term to the long-term credits (The resolution of Cabinet council of Ukraine from February 27, 2008 of No. 126 About the statement of the Order of use in 2008 of the means provided in the government budget on rendering of financial support to the enterprises of agro-industrial complex through the mechanism of reduction of the cost of the credits).
Any enterprise irrespective of the form of ownership, carrying out a production activity in the territory of the Autonomous Republic Crimea, not being the bankrupt and not having arrears before state and local budgets, the Pension fund of Ukraine can be the recipient of financial support. Compensation is provided in national currency at a rate of a settlement rate of National bank of Ukraine on the credits:
– short-term (till 12 calendar months) – on purchase at agricultural producers of agricultural products;
– medium-term (from 12 to 36 calendar months) – on construction and reconstruction of production objects and acquisition of the equipment of national production for processing of agricultural production;
– long-term (from 36 to 60 calendar months) – on construction and reconstruction of production objects and equipment acquisition for plants on processing of agricultural production.
1.2. On equipment and equipment deliveries to the food and processing enterprises on the terms of financial leasing (The resolution of Cabinet council of Ukraine from December 10, 2003 of No. 1904 About an order of use of means of the government budget which are directed on acquisition of domestic equipment and the equipment for agro-industrial complex on the terms of financial leasing and to actions for operations of financial leasing).
2. Regional programs:
2.2. On compensation to the industrial enterprises of interest rates for the credits (The resolution of the Verkhovna Rada of the Autonomous Republic Crimea from 24.12.2005 of No. 1549-4/05 About the adoption of provision on an order of use of the means provided in the budget of the Autonomous Republic Crimea on implementation of financial support of the industrial enterprises through the mechanism of reduction of the cost of the credits.
Any enterprise irrespective of the form of ownership, registered in the Autonomous Republic Crimea, having own capacities in the territory of the Autonomous Republic Crimea, not having the delayed accounts payable, addressed with the investment or innovative project realized in an autonomy, including the business plan of use of the involved credit resources for development, development of new types of production, building of volume of production, introductions of new resource-saving technologies, creations of new workplaces, modernization, reconstruction, expansion, increase in receipts in the budget, increases of competitiveness of the goods and the services made in the Autonomous Republic Crimea can be the recipient of financial support.
2.3. On partial compensation of interest rates at a rate of 70 % for the credits received in banks of Ukraine to subjects of small business (The resolution of the Verkhovna Rada of the Autonomous Republic Crimea from October 28, 2005 of No. 1486 "About modification of the Resolution of the Verkhovna Rada of the Autonomous Republic Crimea from February 20, 2002 of No. 2271-2/02 "About the adoption of Provision on an order of granting to subjects of small business of financial support by Fund of support of business of the Autonomous Republic Crimea").
