1. Purposes of adoption of the act
The amount of collection of charges for services of the Gostekhnadzor is established according to the Resolution of Cabinet council of Ukraine from 17.03.1998 of No. 298 About the amount of charges for services which are provided by inspections of the state technical supervision of regional, Kiev and Sevastopol municipal public administrations. Point 10 of the specified resolution provided service in a call of the inspector the owner of cars, trailers to their site which cost isn’t defined. The amount of charge for rendering of this service is equated to the actual costs of its carrying out.
The order of the State inspectorate for supervision of a technical condition of cars and the equipment at Council of ministers of the Autonomous Republic Crimea from 22.10.2006g. cost of rendering of service in a call of the expert is approved as No. 141. The above-stated standard and legal document is the regulatory act, is coordinated by Representation of the State committee of Ukraine concerning regulatory policy and business in AR Crimea the decision from 17.08.2006 of No. 02.02-04/16 and the registered Head department of justice of the Ministry of Justice of Ukraine in the Autonomous Republic Crimea of 11.12.2006 of No. 18/524.
The main objective of the state regulation offered by the specified regulatory act – to approve cost of service in a call as owners of the specialist of the State inspectorate for supervision of a technical condition of cars and the equipment to the location of cars, trailers and objects taking into account made actual costs of its granting and increase in receipts in the income of the local budget for the purpose of development of material base of inspection. The developer of the regulatory act – the State inspectorate for supervision of a technical condition of cars and the equipment at Council of ministers of the Autonomous Republic Crimea.

Tracking of productivity of the regulatory act is carried out by calculation of arriving means for the rendered services, the accounting of the actual expenses for their rendering, planning and the accounting of services in a call of experts.

Data are received on the basis of own information: primary documents of accounting of inspection, extracts of bank and magazines of registration of services.
5. Quantitative and qualitative values of indicators of the regulatory act
The amount of receipts in the local budget in 9 months 2008 same, as well as in the same period of 2007. The amount of collecting from services in a call of the expert in 2008 made 23,5 % from raised charges for services of the Gostekhnadzor and exceeded for 16 % receipt in 9 months 2007. The actual expenses as of 30.09.2008 on the maintenance of motor transport for 57 % there is more than income of the rendered services for a call of the expert. Increase in the income of charge for services in a call of the expert in 2008 allowed to increase expenses on improvement of a technical fortune of motor transport.
6. Assessment of results of implementation of the regulatory act and extent of achievement of goals
Approved charge for services in a call of the specialist of the State inspectorate for supervision of a technical condition of cars and the equipment at Council of ministers of the Autonomous Republic Crimea owners to the location of cars, trailers and objects allowed to estimate objectively labor costs, gave the chance to provide a complex connected with increase of efficiency and quality of services of the Gostekhnadzor of tasks, it is rational to use work of inspectors for public policy realization on implementation of supervision of observance of rules of technical operation of cars and the equipment, to increase the budget income for improvement of material base of inspection. Repeated tracking showed rather good level of achievement of the purposes of the regulatory act – full productivity of extent of achievement of look-ahead indicators therefore it is recommended to leave the regulatory act without changes is received.
Repeated carrying out tracking of productivity of the regulatory act is begun 01.09.2008 and finished 30.09.2008.
