Development of agricultural branch, providing the population with food production, activization of investment activity substantially depends on personnel capacity of branch, level of the training of specialists, taken in agroindustrial production.

After disorder of the USSR the system of the higher and secondary education underwent serious changes which concerned interaction of educational institutions and employers. As a result in the last decade there were many problems with the direction of young specialists for work and fixing of workplaces to them. This problem in agrarian sector of economy is especially actual. For agricultural industry the state spends considerable funds for training of experts. At the same time, employment level in this branch of graduates of agrarian educational institutions remains very low.

Control and auditing management to AR Crimea carried out auditor research of efficiency of use of the budgetary funds directed on preparation and retraining of personnel for agro-industrial complex for 2003-2005 and 1 half-year 2006 in 5 highest agrarian educational institutions of an autonomy, including in the Southern branch Crimean agrotechnological university of NAU. Results of audit confirmed existence of the collected considerable problems connected with employment of graduates of agrarian educational institutions in the rural zone, to solve which for a long time ripened need both on state, and on regional levels.

It is established that at reception of rural youth in agrarian educational institutions, generally the maximum number of students which can be trained in educational institutions was a reference point. Thus the real need for experts for agrarian sector of economy, taking into account features of social and economic development of the concrete region for which it is trained them not always was defined.

Recently among youth such specialties, as economy and business and "management" use the greatest popularity. Therefore economists in the state though take away, that you will not tell about such specialties, as veterinary science, agronomics, mechanization.

Certainly, agricultural enterprises of all forms of ownership should be interested in receiving highly-skilled personnel for the rural zone, first of all. At the same time, in Minagropolitiki ARK and the district state administrations by definition of requirement for such shots and granting data in Minagropolitiki AR Crimea depends on level of the organization and carrying out work number of delivery of the target directions on training in agrarian higher educational institutions.

It is also established that, according to the Crimean Republican Center of employment, load of 1 vacant post in rural and wood farms, a ryborazvedeniye of an autonomy made 12 people. Thus, the considerable part of graduates which got education at the expense of budgetary funds, has great difficulties with employment. That is training volumes for agrarian and industrial complex don’t correspond to needs of a labor market for agrarian sector of economy of the peninsula, and, naturally, and to a level of development of agricultural industry of an autonomy.

Realities of our time demand accurate interaction between Minagropolitiki of AR Crimea, local executive authorities, the regional state centers of employment and potential employers on the questions connected with definition of real requirement for shots for agricultural industry, monitoring and control on employment of graduates of agrarian educational institutions.

The carried-out analysis of personal distribution to work of young specialists showed that to agroindustrial sector of regions there arrives insignificant number of graduates of HIGHER EDUCATION INSTITUTIONS. Some potential employers, both state, and non-state sector of economy which represent demands about need for experts in executive authorities, formally approach to this question therefore there is no real employment of graduates. Besides, the majority of the enterprises unable to create normal conditions for employment of graduates because of deterioration of a condition of branch, a disproportion of the prices for plant growing and animal husbandry production, fuel, agrochemicals, agricultural machinery. Besides, the difficult financial position, reduction of outputs of products, absence of vacancies, reorganization and the termination of activity of the enterprises negatively influence process of employment of young specialists.

Still actual remain: the low size of a salary in agricultural industry in comparison with other branches of economy of AR Crimea; lack of housing; insufficient level of modern social development of the village. The most part of youth doesn’t wish to live and work in the rural zone. At existing problems in agrarian sector of economy to agitate to revive agricultural industry of any person difficult.

All listed factors don’t promote employment in the directions at the enterprises of agricultural industry of graduates of agrarian educational institutions therefore young specialists are compelled to look for work in other sectors of economy. At the same time, in the state treasury still nobody returned the means spent for preparation of the expert which was trained by a state order and didn’t fulfill in a direction place as at legislative level the effective mechanism of compensation to the state of this type of expenses still isn’t developed.

By results of this audit it is brought a number of offers which will promote more effective use of available budgetary funds and search of reserves. In particular, it is offered:

– To the ministry of an agrarian policy of Ukraine – to develop the program document on prospects of development of personnel potential of agroindustrial production with definition of concrete indicators and financial sources, taking into account indicators of an employment service of the population and a labor market; to develop the Technique of carrying out monitoring of a condition of employment of graduates of agrarian HIGHER EDUCATION INSTITUTIONS, working off of an established period by them in the directions and fixing on production;

– To the Ministry of Education and Science of Ukraine – to develop compensation Order in the state budget of cost of training by the young specialist who was trained by a state order in case of it not arrivals without a good reason to a place of a job placement or not established period working off.

I hope that will pass any period when all of us will see positive changes in agrarian sector of economy in which the main merit will be highly skilled specialists landowners.
