The publication about carrying out on October 10, 2008 in the village of Frunze of the Saksky area of the scientific and practical conference devoted to the 50 anniversary from the date of creation of inspection of the Gostekhnadzor. In conference took part and representatives of the Verkhovna Rada, Council of ministers and the Ministry of an agrarian policy of AR Crimea, educational institutions, plants, agricultural enterprises, specialists of inspectorate of the Gostekhnadzor acted.
The report was made by the chief of the State inspectorate for supervision of a technical condition of cars and the equipment at Council of ministers of AR Crimea of B.R.Kuzin.

On October 10 this year in the settlement of Frunze of the Saksky area the scientific and practical conference devoted to the 50 anniversary from the date of creation of inspection of the Gostekhnadzor took place.
Representatives of Council of ministers, the Verkhovna Rada and the Ministry of the Agrarian policy of AR Crimea, scientific institutions of the Crimea, plants, agricultural enterprises, specialists of inspectorate of the Gostekhnadzor were invited to conference.
In work of conference took part and the vice-chairman of Council of ministers of AR Crimea N. P. Kolisnichenko, the director of the department of technical providing the Ministry of an agrarian policy of Ukraine N. S. Zoshchenko, the Chairman of the constant commission on the agrarian and land questions, to ecology and rational environmental management of the Verkhovna Rada of AR Crimea of O.L.Rusetsky, the deputy minister of an agrarian policy of AR Crimea N. P. Polyushkin, the vice-chairman of the Saksky district state administration B. M. Andriyenko, the former chief of inspection Gostekhnazora of AR Crimea Yu.K acted. Sulima, the director UOPPZ of Frunze B.A.Yakimchik, the dean of faculty of mechanization of the NAU Southern branch of the A.V Crimean agrotechnological University. Baukov, director of the Crimean state agrarian educational advice center of the Ministry of an agrarian policy of AR Crimea N. M. Nagaynik, director general of JSC Simferopolsky mashinostroitelny zavod B.A.Belokopytov and others.
Opening a plenary part of conference, the vice-chairman of Council of ministers of AR Crimea N. P. Kolisnichenko noted big merits of staff of inspectorate in the solution of the major state problem of ensuring safe operation of equipment, spoke about tasks which should be solved in the future.

- Our today’s solemn meeting is devoted to the 50 anniversary from the date of creation of inspection of the Gostekhnadzor. Two generations of inspectors which "forged" authority to the Gostekhnadzor were during this time replaced. Now we live and we work in other century, in other country, in absolutely other economic and working conditions. But who doesn’t remember the past, that has no future – with these words there began the performance the speaker.
He spoke about a role which machine and tractor stations played in development of agricultural industry of the country, their tractor brigades which took place in the territory of collective farms, about MTS reorganization in technical repair stations. In detail stopped for roles of service of the Gostekhnadzor in mechanization of agricultural production.
- From itself personally and from all staff of inspectorate – addressed to present B.R.Kuzin – I want to tell thanks for long-term honest work to veterans of inspection, which today here with us, in this hall – to Anatoly Ivanovichu Mironenko, Victor Vasilyevich Anokhin, Vyacheslav Ermolayevich Kondratyev, Valentin Dmitriyevich Razlozhko, Ivan Dmitriyevich Netepenko, Peter Vasilyevich Dunda, Larissa Stepanovna Martynova, Anatoly Kuzmich Kozachenko.
- From the beginning of reforms in agrarian sector – the speaker noticed – to a problem of technical providing agrarian and industrial complex wasn’t given due consideration that led to reduction of quantitative structure of agricultural cars to considerable moral and physical wear of equipment. And now agricultural enterprises are provided with fixed assets less, than half from technological requirement. The price policy of the state doesn’t allow to update park of means annually. The new equipment is inaccessible today to the majority of agricultural enterprises.
He reported that in the rural zone is felt now and deficiency of mekhanizatorsky shots. On 16538 tractors – 5304 machine operators. Agricultural enterprises are completed by chief engineers for 45 %, experts in labor protection – on 41 % managing repair shops – for 23 %, engineers on MTP operation – for 6 %. But also in this situation it was possible to service of the Gostekhnadzor will remain as operating division of technical ensuring functioning of agrarian and industrial complex.
Now in staff of inspection of the Gostekhnadzor of AR Crimea of 26 people, including, 20 from them work directly in areas of our republic. For the last 15 years regular number was cut on 18 people (almost by half). For today load of one specialist of inspectorate makes 1390 units of podnadzorny equipment that almost twice exceeds the standard.
Inspection serves 1566 enterprises, establishments and the organizations of various forms of ownership, including, 555 enterprises of agro-industrial complex and more than 6000 honest owners.
For years of existence of inspection of the certificate of the tractor operator-driver received more than 150 thousand machine operators. In 9 months of the current year 1582 certificates are issued.
Five years ago at faculty of mechanization of the Crimean agrotechnological university new specialization – the engineer-inspector of the Gostekhnadzor was open. This year the first release took place. Diplomas in this specialty were received by 19 graduates. Work on improvement of activity of inspection, strengthening of its material base, on improvement of working conditions of employees is conducted.
Now the computer accounting of agricultural machinery, lamination of registration documents, certificates of the tractor operator-driver is completely introduced. All works of inspection are computerized. For the last seven years for specialists of inspectorate 17 new cars, three of them this year were acquired.
In the current year during annual technical inspection from 15057 cars presented to survey checkup there passed 12593 cars (84 % from presented), including, 7893 tractors, 726 combine harvesters, 1042 other self-propelled cars, 2767 tractor trailers. During checkup operation of 3237 cars, including, 1941 tractor was forbidden.
