The order and conditions of receiving the international technical assistance is explained by the enterprises and the organizations.
Attraction of the international technical assistance
The international technical assistance (MTP) is one of forms of attraction of additional resources in agrarian sector of economy.
It is provided in the form of resources and services which according to international treaties of Ukraine, are provided by donors on a bezoplatny and irrevocable basis for the purpose of support of Ukraine.
Since 1991, thanks to MTP, thousands specialists of the state and non-state enterprises and establishments, students and teachers of higher education institutions of Ukraine were trained abroad and gained modern skills of work practically in all branches of economy. Among them tens krymchan had possibility to get acquainted with the advanced agricultural technologies and the organization of agricultural production in the countries of Europe and America.
The main donors were and there are USA, Canada, the states of European Union, a number of the international banks, besides in the Crimea to agrarian sector of economy give financial support and technical assistance the Development program and Integration of the United Nations, Turkish management of Cooperation and development of the TIC and others.
According to Strategy of attraction of MTP for 2005-2007, accepted by the resolution of Cabinet council of Ukraine from 30.08.05g. No. 829, the government coordinates attraction of means of donors in agrarian sector of economy on implementation of projects directed on development of rynochnooriyentirovanny agricultural industry, ensuring food security of the state, development of a social infrastructure of the village, harmonization of the quality system and safety of food according to norms of EU and WTO requirements.
MTP can be involved in a look:
– property of performance of tasks of projects (programs) necessary for providing which will be imported from abroad or to be got in Ukraine;
– works and services;
– intellectual property rights;
– financial resources (grants) in national or foreign currency;
– other resources which have not been forbidden by the legislation, including grants.
Depending on the program supported by the donor, recipients of the international technical assistance can be: public authorities, state and municipal enterprises, establishments and organizations, public organizations, agricultural enterprises, processing industry enterprises.
The ministry of an agrarian policy of the Autonomous Republic Crimea, helps to make out requests for receiving MTP to agricultural producers and the enterprises of processing industry of all forms of ownership.
Registration of request for receiving MTP is carried out according to item 7 of the Order of attraction, use and the monitoring of the international technical assistance approved by the resolution of Cabinet council of Ukraine from 15.02.02g. No. 153 About creation of uniform system of attraction, use and monitoring of the international technical assistance which, together with any form of a statement of the design offer, provides a number of obligatory informative sections.
