The cabinet council approved the comprehensive program of protection of rural settlements and agricultural holdings from destructive action till 2010 and a forecast till 2020.
By the program it is provided: taking measures to the prevention and elimination of consequences of destructive effects of water.
The program of protection of rural settlements is approved
The cabinet council approved the comprehensive program of protection of rural settlements and agricultural holdings from destructive effect of waters till 2010 and a forecast till 2020.
About it it is told in the Ministry No. 901 resolution from July 3.
In the program it is noted that economic losses from destructive effects of waters which are estimated by losses from decrease in outputs of products of plant growing and animal husbandry, costs of repair of rooms, equipment and stock, having changed agricultural cultures, purchase of forages and other, make 205 million hryvnias annually.
The population also thus incurs direct losses from loss and damage of housing, economic buildings.
The annual losses connected with social losses, are estimated at 19 million hryvnias, and ecological - about 77 million hryvnias.
In the program also it is noted that processes of flooding develop for 17 % of the territory of Ukraine.
The main objectives of the program are: taking measures to the prevention and elimination of consequences of destructive effects of water which provide a comprehensive approach to construction and reconstruction of protective constructions, including an ecological condition of water objects; elimination of the reasons of formation of catastrophic high waters, creation of coastal protective lines and water conservation zones, regulation of a mode of use of lands in zones of possible flooding; improvement of system of protipavodkovy protection; carrying out monitoring of quality and quantitative indices of a condition of water resources; prevention of construction of houses and production objects in zones of possible flooding; introduction of ecologically safe technologies in water, rural and forestry.
Implementation of the program will allow to create safe conditions of accommodation of the population, to revive a favorable hydrological condition of the rivers and reservoirs, effectively to use the farmland, to minimize possible losses from destructive effects of waters.
According to the program, cost of all necessary works for providing tasks of this program till 2020 makes 2 074,3 million hryvnias, including capital investments - 1 866,5 million hryvnias, thus, that financing is planned at the expense of means of the government budget, and also other sources.
Direct control over the implementation of this program carries out the State committee of a water management.
