In this article it is stated by the leading controler the auditor of department of control in agrarian and industrial complex, a number of the important resolutions directed on support of a domestic agricultural producer.
WHETHER there WILL be the CRIMEA WITH MEAT AND BREAD
Ukraine as the agrarian power, pays considerable attention to support of agro-industrial complex, but financial resources of the government budget are limited, therefore remains who reach agrarian sector of economy, should be used with the maximum return. In this regard participation of representatives of bodies of the public control and auditing service in work of the commissions which carry out distribution of budgetary funds between agricultural producers is very timely.
It is necessary to note that in 2007 the Cabinet council of Ukraine accepted a number of the important resolutions directed on support of a domestic agricultural producer:
• from 21.02.07 No. 256 About use in 2007 of the means provided in the State budget for implementation of financial support of production of plant growing;
• from 21.02.07 No. 259 About use in 2007 of the means provided in the State budget for implementation of financial support of the enterprises of agro-industrial complex through the mechanism of reduction of the cost of the short-term and medium-term credits;
• from 21.02.07 No. 261 About use in 2007 of the means provided in the State budget for reduction of the cost of cost of insurance premiums (contributions), actually paid by subjects of the agrarian market.
• from 09.02.07 No. 182 About definition of the list of agricultural enterprises for partial compensation of cost of mineral fertilizers;
• from 09.02.07 No. 325 About use in 2007 of the means provided in the state budget for support of production of plant growing on irrigated lands (partial compensation of the electric power);
• from 01.03.07 No. 348 About use in 2007 of the means provided in the State budget for development of animal husbandry.
Let’s remind that in the State budget for 2007 on the purposes specified in resolutions from 21.02.07, more than 3017,00 million UAH are planned.
Agricultural enterprises and farmers of AR Crimea already have positive experience of obtaining such grants. So, in 2007 to the working commissions 887 demands of agricultural producers for the sum of the declared grants of 34,90 million UAH are submitted. from them it is considered by the commissions of 862 demands and the right to the grant for total amount of 34,40 million UAH is confirmed.
Inclusion in structure of such commissions of representatives of bodies of GKRS allowed to warn illegal expenses of budgetary funds in the sum more than 453,80 thousand UAH. However, according to the current legislation, without the state support there were farms which have delayed more than half a year debt to the government and local budget or the Pension fund, farms which are recognized by bankrupts, stay at an elimination stage.
