In article it is told about a labor protection condition at the enterprises, subordinated Mines of APP ARK, about the organization of training of heads and experts in labor protection at the Crimean Agrotechnological university.
To live, instead of to exist
All know that the traumatism among landowners of Ukraine is higher, than among miners. The reasons of such situation are known – the reformed farms broke up to one thousand small farmer and private enterprises which "come up", in process of forces. Many hardly make ends meet and labor protection remember only when there is a trouble. However, in the Crimea try to lift in every way safety level on agricultural enterprises. And result of these diligence – minimum for many years number of victims on an agrarian field. In 2005 in the Crimea there were seven fatal accidents, whereas in 2004 – fourteen, not to mention previous years.
Now, because of numerous personnel shifts in many ministries and departments, "on the quiet" as try to reform and work security services. For example, in the ministry of the industry, transport and ARK communication not that department, abolished even a position of the expert in labor protection. Fortunately, in the ministry of an agrarian policy of ARK this service worked and continues to work actively though, the labor protection department already too isn’t present. Thanks to efforts of not indifferent person, Valentina Grigoryeva which position sounds as the expert in labor protection, fire safety and safety of traffic of Mines of AP, work security services in the district state administrations (in the left year – in the 3rd areas) are recreated. Valentina Nikolaevna as well as heads of territorial administration of the Gospromgornadzor, considers that to reach each farmer to force it to carry out laws, competent experts in regional administrations are necessary. It is clear, that now country work changes every year. There is a new equipment, new technologies, but here new requirements to safety of workers to fields and kitchen gardens are applied reach very long. That a sin to conceal and old requirements for many - from area unknown. Here for this purpose regional experts also are necessary – to explain, teach, check. The methodical help to experts with readiness will be rendered by security service of work of the ministry, and inspectors of territorial administration will carry out necessary checks at the enterprises, and already on a place, specifically will point to defects.
Business by the person is put, for the person and is famous. It is possible to Grigoryeva in the absence of means (in 2005 allocated only 700 hryvnias) and necessary office equipment (there is no computer, the printer, a fax) to prepare and dispatch to the enterprises and structures packages of documents on labor protection. She tries to help as much as possible standard literature, directs materials on certification of workplaces, requirements to duty regulations, orders and many other things, dreams to collect all set of documents on branches and to supply with them the wards.
Heads of the Crimean agricultural enterprises and experts passed the next training in the end of the year on labor protection. The ministry of an agrarian policy of ARK organized this training on the basis of the Crimean agrouniversity. This time increase the knowledge 116 people from all regions of the Crimea could.
Training of heads begins with articles of the Criminal code of Ukraine which speak about responsibility for crimes against safety of production. And it is correct, after all many don’t guess at all, than the careless relation to labor protection can threaten. It is necessary to tell that Valentina Nikolaevna perceives each fatal case at jurisdictional enterprises as the personal tragedy. The detailed analysis of the reasons of accidents and the recommendation about avoidance similar, are dispatched by it on all regions of the Crimea.
Occupations try not to pass, after all training brings fruitful results. According to one of listeners, the director of AOOO "Fruitful" Victor Zabolotnogo, the received knowledge allows not only to talk to experts and subordinated in one language, but also to protect themselves, as employer, from possible troubles on production. Detailed lectures of inspectors of territorial administration on identification and safe operation of objects of the increased danger, consultation on system of delivery of permissions bodies of the Gospromgornadzor, to investigation and the analysis of accidents, occupational diseases and failures on production … This and many other knowledge acquired by heads of agricultural enterprises, becomes the base of safety of their productions.
Worthy result to which by right should be proud, joint efforts of specialists of all structures, – the Gospromgornadzor, the Ministries of an agrarian policy, regional authorities, heads of productions – the kept lives of people. It once again proves that common efforts, the real work (instead of bureaucratic formal replies) active and not indifferent people can be reached desirable, at least in separately taken Republic and in separately taken branch.
