About a condition of labor protection, industrial injuries and fire safety at the enterprises of agro-industrial complex of the Autonomous Republic Crimea for 2007 and measures for reduction of a traumatism and emergency and dangerous productions
Having taken over the control of implementation of Laws of Ukraine About labor protection, About fire safety, About safety of traffic the Ministry of an agrarian policy of the Autonomous Republic Crimea concentrated, first of all, on joint with inspections of the Gosgorpromnadzor, the Gostekhnadzor, the State Fire Safety Service, Social insurance fund checks of a condition of labor protection of fire safety, safety of traffic in agricultural enterprises of our autonomy.
In 2007 complex checks captured three areas. By their results for failure to meet requirements of regulations 28 instructions are issued, in administrative responsibility is involved the 13th public officials, operation of 69 units of equipment and four objects maintained in a pozharougrozhayemy condition is suspended.
The second to that it was given particular attention – training of public officials to work methods in this sphere. 259 public officials from the enterprises of agro-industrial complex were prepared. In May, 2007 the ministry organized additional training of 30 public officials at the expense of means of executive management of Social insurance fund from occupational accidents and occupational illnesses of Ukraine in the Autonomous Republic Crimea. Costs of actions for labor protection on the village made in 2007 of 63.66 UAH., on one working growth in comparison with 2006 made 29 UAH. In total 2 156 million thousands UAH are spent for these actions in 2007.
At present certification of workplaces proceeds. However this work restrains in the absence of financial means in farms for payment of laboratory researches of harmful production factors.
The ministry carries out control and of re-equipment of tractors on elektrostarterny start of engines from cabins, providing working as overalls, special footwear and other means of individual protection, supervises a computerization of process of training, its reduction in compliance with new standard requirements. The control system and Methodical recommendations about the organization of three-stage control of a labor protection condition on agricultural enterprises is developed and introduced. Since 2008 the ministry started to introduce the fifth step of control of a labor protection condition.
For 2007 we on agricultural enterprises had 21 accidents, 4 of them to a deadly outcome, from which 2 – at the enterprises which have been directly subordinated to the Ministry of an agrarian policy of Ukraine ( GP GSHP "Solar", GP State farm plant "Fruit"). Because of disability in 2007 620 people/days were lost that on 900 persons/days it is less in comparison with 2006. 4 road accidents are made, 1 person was lost, three persons are injured. Fires it is not fixed. The factor of weight of accidents in 2007 – 28,2, in comparison with 2006 on 14,0 is less. The factor of frequency of accidents respectively 0,65 that on 0,33 is less in comparison with 2006.
The greatest number of occupational accidents was allowed by agricultural enterprises of the Simferopol area – six (including 4 with a deadly outcome, from them 2 occurred at the enterprises of the sphere of management of the Ministry of an agrarian policy of Ukraine). On 3 accidents allowed in Bakhchsarai and Kirovsk areas.
The main reasons for accidents were technical: violations of safety of engineering procedure, unsatisfactory technical condition of objects, buildings, territories, means of production and transport, and others. Organizational: a lack of knowledge, violation of safety requirements during operation of the equipment, cars, mechanisms, road traffic offense, and also labor and production discipline. Psychophysiological: alcoholic, narcotic intoxication.
I want to emphasize that the Belogorsky, Lenin, Nizhnegorsky, Saksky and Black Sea district state administrations from 24.10.2006 No. 630 About a condition of labor protection, fire safety, safety of traffic and industrial injuries in agro-industrial complex of the Autonomous Republic Crimea in a part concerning introduction of an established post of the expert in labor protection in managements of agroindustrial development of the district state administrations didn’t execute the resolution of Council of ministers of the Autonomous Republic Crimea.
Complex checks of five more areas are planned for 2008.
In the current year the ministry decided to strengthen the organizational and methodical work directed on implementation of the resolution of Cabinet council of Ukraine from 15.10.2003 No. 1631 Permission to works of the increased danger and operation of objects of the increased danger.
Nowadays in the rural zone to our republic 956 settlements and 56 settlements of city type are, in their firefighters of depot (7 from them are on balance of village councils in a municipal property) are maintained 236 fire trucks and the adapted equipment (23 from them are on balance of village councils in a municipal property). On agricultural enterprises subordinated to the ministry fires didn’t arise, and in their private sector is fixed 542 (from them 139 – housing, 403 – auxiliary constructions) on which 58 people (from them 1 child were lost).
344 cases of a burning out of dry vegetation (that in 2,5 times more than in 2006), including in open territories of village councils – 223 cases are registered. The total area of the territory on which there were fires, exceeds 1000 hectares. The preliminary size of direct losses from fires, without costs of their suppression, makes 927,6 thousand UAH. In territories of forestry there were 181 forest fires.
On instigators 28 administrative protocols, on the officials who are responsible for arsons are made, imposed penalties on total amount of 10 180 UAH., it is calculated 38 damages caused to natural resources owing to influence of open fire for total amount of 929 700 UAH., materials on these violations of the nature protection legislation are sent to prosecutor’s office. Arsons of an eddish are registered in territories of the Kirov, Lenin, Saksky and Black Sea areas.
The concept of the state target program of stage-by-stage formation of divisions of the state fire protection on the village should be developed on the basis of the Law of Ukraine About fire safety, resolutions of Cabinet council of Ukraine from 24.02.2003 No. 202 About the adoption of Provision on local fire protection, resolutions of Cabinet council of Ukraine from 03.04.95 No. 232 About the adoption of Provision on an order and conditions of obligatory personal insurance of workers of departmental and local fire protection and members of voluntary fire teams (teams), and on places and local self-government it is necessary for executive authorities to create fire protection in coordination with territorial body (division) of the state fire protection in settlements where its divisions aren’t present. For creation and functioning of such divisions one of vice-chairmen of local public administration is appointed responsible.
On transitional periodpredusmotreno granting privileges on the taxation (to release from separate types of tax) and legislative introduction of the mechanism on their use by the agricultural enterprises containing on the balance fire depots, the fire and adapted equipment (under the separate resolution of Cabinet council of Ukraine);
Within this year it is necessary to carry out inventory and an aktirovaniye of existence and a technical condition of the fire and adapted equipment of agricultural enterprises.
The order of transfer of fire depots, the fire and adapted equipment from private and municipal forms of ownership in the state is defined by the separate resolution of Cabinet council of Ukraine.
To heads of agricultural enterprises of Belogorsky, Lenin, Nizhnegorsky, Saksky and Black Sea areas, to managements of agroindustrial development, the district state administrations and agricultural enterprises of all forms of ownership of these areas it is necessary to strengthen labor protection on the agricultural enterprises having in the structures potentially dangerous objects and objects of increased danger, to shine work of security services in mass media more widely.
The ministry of an agrarian policy of AR Crimea suggests to consider questions of ensuring labor protection, fire safety and safety of traffic at operative meetings with heads of agricultural enterprises and experts, to check the organization of training and certification of experts and workers taken in the labor protection sphere. It is necessary to give special attention to carrying out medical examinations, instructing, providing with overalls and means of individual protection of the workers involved in a sowing campaign, stock-taking of hand-rail and safety sides, protective protections on mobile transfers of sowing units; existence of the bilateral alarm system. The serviceable vehicles which have passed technical inspection in the field should be allowed to work only. It is impossible to allow to work on tractors and agricultural cars of the people who do not have documents on the right of driving.
The machine operator should carry out cleaning of working bodies and maintenance of agricultural cars only after a car stop, at the switched-off engine.
Is inadmissible to work in the conservation zone of power lines at the agricultural machinery which height exceeds borders of admissible dimensions.
It is necessary to provide performance of sanitary-and-hygienic norms working in the fields, to equip places for food intake and rest.
It is necessary to exclude operation of self-made electrodevices in shoddy constructions and security guard service buildings.
