In article it is a question of results of the 19th congress which has passed in Simferopol of Homestead Association and land owners of the Crimea.
19 CONGRESS of HOMESTEAD ASSOCIATION AND FARMERS of the CRIMEA
On January 8, 2008 in a building of the Ministry of an agrarian policy of AR Crimea the 19th congress of Homestead Association and land owners of the Crimea (AFZK) took place. The president of AFZK Sergey Tur, the director of the Crimean office of the Ukrainian fund of support of farms Andrey Vasilyev, the deputy minister of an agrarian policy of ARK Nikolay Polyushkin, farmers took part in his work from 12 regions of an autonomy.
The report on results of activity of Homestead Association was made by her president Sergey Tur. He noted that left 2007 appeared quite successful in respect of educational and information support of farmers. Seminars in the village Small on the cooling equipment, on the basis of JSC Agroyukos - on a drop irrigation of vineyards were organized, in Mikhail Draganchuk’s economy got acquainted with advantages of the No-till technology. The delegation of the Ukrainian agricultural producers as a part of which there were also Crimean farmers, visited Baltic where they familiarized works in the conditions of the WTO on an example of Estonia. About consequences of accession to WTO of our country Sergey Vasilyevich responded optimistically, having called this process check on durability.
Successfully worked agricultural serving multipurpose cooperative Farmer of the Crimea, having realized in 2007 of production on 950 thousand hryvnias, including fodder additives – on 517 thousand hryvnias, 10 separating Diamond cars. Sergey Tur heading this cooperative, emphasized that all these farmers – members of Association could get at the prices of producers, without resorting to services of intermediaries.
Without sweet there were also supporters of spontaneous trade. Signed between the Simferopol executive committee and Homestead Association the agreement on constantly operating fairs not without the aid of Simferopol earned Gennady Babenko’s heads. Generally farmers and could bring earlier the agricultural products, but their attempts encountered rigid opposition from constant dealers and secondhand dealers. Fairs opened to producers an open entry on the markets, and to citizens gave the chance to get fruits of gardens and kitchen gardens at the low prices. According to Sergey Tura, in 2007 on the taken-away points of trade members of Association realized 334 tons of production.
The success of such practice was confirmed also by the vice-president of Homestead Association Yury Komov. He noted that in 2005 of Association only four points of trade on which in a year 8 tons of meat were on sale(!) were taken away. In 2007 this figure reached 35 tons. Thus, acquiring production of agricultural producers citizens could save to 2 UAH. on each bought kg. The profit of farmers made 400 thousand hryvnias.
Estimating results of work of all agricultural complex for 2007, the deputy minister of an agrarian policy of AR Crimea Nikolay Polyushkin noted that landowners of our republic worked with good +, the gain in plant growing made 14,3 %, in animal husbandry – 19 % in relation to results of last year. And it while as a whole across Ukraine this indicator (!) – 5 %. He also noted that this year on financing of measures for increase of fertility of the earth and on selection is planned to direct from the state budget – 5,2 billion UAH., from AR Crimea budget – 12,5 million UAH.
Special disputes and debate in delegates of congress were caused by speech of the director of the Crimean office of the Ukrainian fund of support of farms of Andrey Vasilyev. Let’s remind that activity of fund is concentrated to delivery of the irrevocable help (to neogenic farms, which no more than 3 years) and granting the interest-free credits. In principle, the fund should work in close connection with Homestead Association which, can guarantee reliability of the specific farmer, or on the contrary, speaks about his unreliability. This role of Association was emphasized in the performance by the president of Association Sergey Tur. For 2007 the Crimean office of fund gave out the credits to 25 farms for the sum of 725 thousand hryvnias. However, according to Andrey Anatolyevich, demands was on 4 more, but some farmers submitted an incomplete package of documents. Sergey Tur emphasized that these farms can’t already obtain the interest-free credit here the second year. And as a result of 60 thousand hryvnias appeared unused and returned to Kiev. In 2008, according to Andrey Vasilyev, didn’t arrive at all any demand.
The burning topic of finance was continued by the chairman of control audit commission of Homestead Association Ivan Volkov. According to him, the income of Association of the membership fees in 2007 made 17.400 thousand hryvnias, and expenses – 13,924 thousand hryvnias. Leaders on payment of the membership fees became Simferopol (3910 thousand hryvnias), Dzhankoysky (2700 thousand hryvnias) and Saksky (1502 thousand hryvnias) areas.
From Saksky Homestead Association Mikhail Draganchuk, the chairman of FH "Dragmi" acted. In July of last year the Crimean delegation as a part of farmers, heads of agricultural enterprises within the project Development of business of the agricultural and nonagricultural directions, including agrotourism visited Pomor voyevodstvo (Poland) where got acquainted with experience of the Polish farmers. Mikhail Ivanovich was among them and now shared the impressions with participants of congress. According to him, the Polish colleagues could achieve from the state of grants for hectare of the earth of which can freely dispose.
- It is necessary also for us, to the Crimean farmers to become more active to operate more actively, he told.
As to organizational freedom of the Crimean farmers, their rights within Association according to new edition of its Charter became wider. For example, earlier the structure of Presidium of Association affirmed coordination council, by new rules it affirms its congress, that is directly farmers. More powers are provided to the territorial (regional) organizations of Association. Now they can accept new members of Association, recommend farms for receiving the state financial support in the material support sphere.
Summing up congress, Sergey Tur reminded gathered that farming – it first of all continuity, that is economy transfer from the father to the son. Today leading positions in the world occupy the agrostructures based on the large capital. And the task of Homestead Association and its members in protecting the sales markets, to demand from executive authorities of assistance to farming development in the Crimea.
