The situation in the market of a foodgrain of the Crimea is described. Article contains speech of the chief of inspection on purchases and quality of agricultural production of N.Orlovskogo.
If to speak about quality of a foodgrain, the Crimea has the highest indicators across Ukraine. From the general shaft of grain of wheat credited in an autonomy for August 1 of this year, food makes 62 %, while across Ukraine only 25,5 %.
In this situation it is very important to us to dispose correctly with foodgrain realization our agricultural producers received the maximum return from the received crop.
Annual need of ARK for a foodgrain – 244 thousand t, we have from credited for August 1 – 472,5 thousand t, i.e. about 230 thousand t of free resources.
To the middle of August in the market of a foodgrain of the Crimea the situation was is as follows:
1. Really there was an off-exchange shadow market where the prices are known only for that who participated in it.
2. Official purchases carried out: Agrarian fund of Ukraine according to the resolution of Cabinet council of Ukraine at minimum prices, i.e.: The 3rd class – 1251,40 UAH/t, the 4th class – 1134,61 and the 5th class – 967,83 UAH/t. Kerch and Simferopol elevators got at this time food wheat for own processing at the price: The 3rd class – 1300 UAH/t and the 4th class – 1200 UAH/t.
As it was noted in the report, in a food reserve of Agrarian fund 8600 t for the sum of 10 4 million thousands UAH are prepared. – 100 % are paid.
For today the situation changed to the best. The purchase prices in the Agrarian fund, developed following the results of three last trading sessions on Agrarian in the exchanges accredited by it were established in limits: The 3rd class – 1290,40 UAH. + 38,97 UAH. to minimum, the 4th class – 1179,30 UAH. + 44,69 UAH. to minimum, the 5th class – 985,20 UAH. + 17,37 UAH. to the minimum.
Unfortunately, at the exchange auction there were no offers on realization of grain of wheat 1 and 2 of classes, in particular and from the Crimean peasants who such grain have about 22 thousand t. Therefore, there is no new price for it. Is only minimum which is established at level: 2 classes – 1418,32 UAH. and 1 class – 1501,76 UAH., the obviously underestimated.
Considering that such quality of grain in the Crimea more than in other regions of Ukraine, I want to address to the business executives who have grown up such grain with a request immediately to expose on the exchange to define the real price for it.
By the way, krymchane exposed on the exchange large consignments of wheat 3 classes – on 1500 UAH/t. 4 classes - 1400 UAH/t., and the 5th class – 1300 UAH/t., The 6th class – 1100 UAH/t.
It is necessary to aspire to these prices. The low prices don’t give possibility to the village to have the real income of the grown-up crop.
Except accepted by Cabinet council of Ukraine of the resolutions concerning realization of grain, is also the decision of agrarian fund of the country by which the paperwork mechanism on grain sale is simplified. Already it is not necessary to represent any notarized copies of documents, an extract from the state registry. Restriction on the minimum party in 50 t is also removed.
Some words about mortgaging purchases by Agrarian fund. Unfortunately, the mechanism of mortgaging purchases approved by the resolution of Cabinet council of Ukraine No. 705 from 6.08., can operate only after modification of the state budget of Ukraine the current year.
Seizing the moment, considering presence at a hall of many business executives, I want to report that on August 6 this year one more resolution of Cabinet council of Ukraine No. 706 by which since 1.08.08 the new increased sizes of grants for 1 kg of live weight of cattle and the birds, realized on meat are entered was accepted. So on young growth of KRS instead of 1,90-2,90 UAH. for 1 kg, pigs 1,40-2,15 for 1 kg, broilers 0,65-0,90 for 1 kg of geese, turkey-cocks – 1,00-1,40 UAH. for 1 kg. It is one more incentive for development of meat animal husbandry.
