Water in the steppe – invaluable wealth

In article the history of creation of the North Crimean channel reveals. It is noted that in the territory of the Dzhankoysky region of DChVH conducts work on the account and use of an underground and surface water, observance of a water security mode on lands of water fund.

Droughty steppes of the Crimea from time immemorial suffered from a drought. The annual amount of precipitation here even in favorable years doesn’t exceed 300-350 mm.

The landscape of the steppe Crimea is gloomy and was poor. What sad it was necessary to see A.P.Chekhov the prisivashsky plain to compare it to the tundra, the Crimea and tundra! It seems absolutely incompatible regions. And nevertheless comparison of the writer was exact.

Territories between the cities of Feodosiya and Kerch even in the most favorable years suffered from bezvodya.

Offers to build SKK go to the remote past. After a severe drought (1833) and come for drink hunger officially insufficient water security of Taurida (the name of the Crimea at that time) was recognized. In 1846 the director of the Nikitsky botanical garden Christiaan Khristianovich Steven suggested to use for the first time waters of Dnepr in a steppe part of the peninsula by channel construction. The project on a transfer of dneprovsky waters to Taurida was offered in 1916 and only on September 21, 1950 to VKP Central Committee and Council of People’s Commissars of the USSR adopted the Resolution on construction of the North Crimean channel and on an irrigation of lands of the northern areas of the Crimea,

In 1963 the crossing point at the Perekopsky shaft is blown up, and waters of Dnepr came to the Crimea, with their arrival irrigated agriculture began to develop roughly.

The general water consumption of an economic complex of the Crimea only for 15-20 % is provided at the expense of local water resources, and 80-85 % of volume of a water intake become covered by dneprovsky water of the North Crimean channel. There is a steady deficiency of water resources.

The Ssvero-Krymsky channel, along with an irrigation, supplies with water of the city of Simferopol, Sevastopol, Kerch, Feodosiya, the Pike perch, and also settlements of the Kerch Peninsula and other areas which for eyelids suffered from a lack of drinking water.

In the first working day of 1966 in the Dzhankoysky area it is imperceptible, routinely for the vast majority of its population there was an event which is recognized as a revolutionary mark in agriculture of all Crimea and, of course, the area – the Dzhankoysky management of irrigating systems was born.

About rosteobemov management works, strengthening of its value in economic development of the Dzhankoysky area such indicators testify – in  1966 SKK waters in the area irrigated 2107 hectares of the earth, and waters of a small irrigation (from artesian wells) – 17000 hectares.

Now the Dzhankoysky management of irrigating systems is renamed into Dzhankoysky management of a water management. It is one of the largest water economic organizations of the Crimea.

On balance of management there are 69 pump stations on which 303 pump and power units are established, total productivity about 100 m3/seconds, 23 intereconomic suited in the general extent more than 200 km, 250 hydraulic engineering constructions, 205 hydroposts.

Management carries out a complex of works on operation of water economic objects of intereconomic appointment, achieves increase of efficiency of use of irrigated lands, conducts control of observance of the water legislation.

On the basis of the order of Republican Committee of the Crimea on a water management, in Dzhankoysky UVH the control service behind rational use, protection and reproduction of water resources is organized. In the territory of the region of DUVH conducts work on the account and use of an underground and surface water, observance of a water security mode on lands of water fund, supervises receipt of funds for rent of water objects of the state and local value.

Now Dzhankoysky UVH serves 700 water users. At the conclusion of contracts on services in water supply on watering we try to unite them in groups (associations) on points of a fence of water, however, at carrying out waterings it is necessary to work with each water user.

There are difficulties at experts of Dzhankoysky UVH, 448 people, including 62 technical officers here work. The main problem – a condition of an intraeconomic irrigating network which worsens every year. Now it is a vbeskhozny condition. The order of the State Committee of Ukraine on a water management from 29.08.03 of No. 211 About free transfer to a municipal property of volumes including meliorative systems in the area isn’t carried out.
