Against bird flu Ukraine exposed first "redoubt" on border with Romania on October 7 the past year. The last protective interstate barrier domestic veterinarians hope to remove already soon.
Disturbing information on suspicion on a disease an illness of house hens in Romania and Turkey was a signal for urgent creation of a disinfection borderland. Then on two transitions with Romania – in Porubn and Dyakovo – dezbaryer, and over time and dezustanovka for disinfecting of vehicles were organized. And after the outbreak of bird flu in Russia, sanitary borders grew on the Moldavian, Belarusian, Slovak, Polish and Hungarian directions, having surrounded with a protective anti-epidemic belt all Ukraine. On import bird’s danger, after operative departmental interventions of State department of veterinary medicine of Ukraine, the legislative circular the Verkhovna Rada reacted. The parliament entered the moratorium on import into Ukraine of meat and meat products from a bird. To the country allowed to import only incubatory eggs and daily young growth of hens. And this bird’s nomenclature can be imported into domestic districts only from the safe countries. From the states which are in a risk zone – Turkey, Romania, Greece, Russia, a bird’s import is strictly forbidden.
- Today these preventive actions continue to protect border of Ukraine, health of its population and purity of our territory – the chief of the Lvov regional service of the State veterinary and sanitary control and supervision on frontier and transport to which seven areas of the western region of the country, Igor Pidganyuk are under control told. – For disinfection we have well-tried Ukrainian remedies which aren’t afraid neither a frost, nor moisture and don’t need a long exposition when using, that is start to operate instantly and are safe for metal details of cars: don’t cause corrosion effect. Such disinfection protection – it is expensive, but all related expenses are assumed by the government budget.
Bird flu forced to change the technological scheme of the review of motor transport which drives on custom territory of Ukraine. If earlier cars and trains near gate of the state frontier guards met, now side by side with them at a first line of border work the inspector of veterinary medicine. And while they won’t vise a talonchik delivering the press, transport won’t let in Ukraine. And the veterinary service supervises not only waggons with gurtovy consignments of goods, and and hand luggage of citizens which cross frontier: to individuals, even in morning or lunch doses, import to Ukraine of products of poultry farming and meat products from birds is also forbidden. Not to let in a "flying" virus on the Ukrainian territories, resafety "barriers" were lowered for its part by also customs service.
Several internal letters which one behind one were born in the second half of October past year, it obliged subordinates to strengthen control of customs registration of meat and meat products which are imported into Ukraine for sale and processing on places, reported in the press service of the Lvov customs.
These instructions transferred customs control of bird’s meat products, from internal customs, is direct to the border line. But importers complain that in desperate fight against bird flu didn’t do without excesses. The customs about bird flu investigates under a microscope also: meat of other pets, vegetable oil, production of pharmaceutical branch and even … customs cost of the goods. As told the Ukrainian carriers, for them such captious control quite often pours out in awards through passage, which drivers of motor transport should pay to "basic" inspectors. But whatever large-toothed was "pike", "crucians" all the same don’t doze. Control services find the most frequent import of the forbidden chicken meat in the international trains. Melkogruppovye of a consignment of goods frontier guards, customs officers, veterinary, as usual, find the inspector in specially equipped shelters. It is almost impossible to calculate the owner of the disguised smuggling: anybody from passengers doesn’t admit participation in "feathery" cargo. Therefore a draw pticeprodukty, irrespective of their quality, destroys on vetsanzavodax areas or in the muffle ovens of the state laboratories of veterinary medicine. Within a week of such cases on perimeter of the Ukrainian border which was stretched on two thousand kilometers, according to Igor Podganyuk, fix no more than ten. A part of potential violators which carry chicken meat by trucks, it is possible to stop before a barrier: then they without crossing border, come back with the goods to the country where are made. Anybody from representatives of control services aloud doesn’t speak about big illicit parties. However "shadow" parties of food as phantoms, traditionally passed customs under patronage of the high-ranking officials. And to cover the real filling even entirely a legal waggon, the customs code of another, cheaper or resolved to import on custom territory of Ukraine of the goods was often used. Considering that 60 % of a meat import of the state were made by chicken meat, these "shadow" tendencies were stopped hardly by the departmental instruction or a disinfection barrier.
