Application of out-of-date technologies and power-intensive equipment, imperfect methods of managing aggravate degradation of agrarian sector of economy. In the situation which has developed now in branch, it is necessary to consider as the perspective direction of development of agricultural production activization of innovative activity.
At the market relations importance of problems of distribution of scientific and technical development more and more increases in agricultural production. The innovative structures created in planned managing don’t meet the requirements of developing market economy, management of innovative process is depersonalized.
The analysis of problems of development of innovations in agricultural industry allows to allocate three main units – organizational, methodological and economic.
The organizational block includes questions of studying of requirement and formation of demands for scientific and technical development, informings of the interested enterprises on innovations, development of innovations.
The economic block considers questions of planning of innovative activity, investment of innovative process, financial improvement of production.
The methodological block – questions of interaction of an agrarian science, vnedrenchesky formations and production.
For increase of innovative activity are necessary:
stabilization in agrarian and industrial complex (possibility of expanded reproduction);
interest of producers and all participants of innovative process from introduction of innovations;
existence and functioning of innovative system.
Now in Russia there are no fulfilled mechanisms of vnedrenchesky activity; there is no approved system effectiveness of interaction of scientific institutions with vnedrenchesky formations.
Basis of creation of system – organizational, functional and economic principles. The system should work in uniform legal, organizational and methodological space.
At creation of organizational structure of development of innovations it is necessary, that it included divisions of developers of scientific and technical products. Expediently at leading research institutions to organize head, and at regional level – the territorial branch centers.
Their task to provide:
selection of the most modern and effective innovative production and preparation for the edition of look-ahead and analytical information;
formation of orders for research development;
promotion of branch innovative policy.
This scheme allows to unite intellectual resources of scientific, educational and vnedrenchesky spheres of all levels and assists in development of innovations.
Development of innovations in agricultural production in many respects restrains because of imperfection of the organizational and economic mechanism.
Creation of three-level modern and effective innovative system expediently as a part of service of consultation and in cooperation with scientific and educational institutions.
