System NASSR – actual model of management of safety of foodstuff in economically developed countries of the world.
In article it is reported about introduction in action of the international ISO 22000:2005 standard Systems of management of safety of foodstuff. Requirements to all organizations in a chain of production and consumption of foodstuff which are developed by technical committee of International Organization for Standardization.
This standard defines requirements of system of management of safety of foodstuff and unites the general and key moments necessary for achievement of safety of foodstuff on all chain of production before final consumption.
Safety of foodstuff – the main precondition of competitiveness of the agricultural and food enterprises. This question now, on the eve of the introduction of our country of VVTO is especially actual.
Safety and quality of production can be reached thanks to introduction of system NASSR (XASSP).
System NASSR – actual model of management of safety of foodstuff in economically developed countries of the world. NASSR (risk analysis and control (regulation) system in critical points) – system on identification, an assessment, the analysis and control of risks vazhnyxdlya safety of foodstuff (The law of Ukraine About safety and quality of foodstuff No. 2809-IV from 06.09.2005g.) . This system gives the chance to increase stability of quality of food raw materials and production thanks to arrangement and coordination of works on risk management by production, transportation, storage and realization of agricultural and food production. Certainly, NASSR can’t be an absolute guarantee of safety of foodstuff, but it gives to all interested organizations confidence that the enterprise successfully operates safety of the production. There was a possibility to support high level of safety and quality of food products and to warn discrepancies.
In Ukraine introduction of systems of safety on the basis of principles NASSR is begun in 2002. In a year the national standard of Ukraine of DSTU 4161-2003 "Control systems of safety of foodstuff is installed. Requirements". At 16 food enterprises such systems are already certificated, and on 12 works on development and introduction are conducted.
At the end of 2005 the international ISO 22000:2005 standard Systems of management of safety of foodstuff is installed. Requirements to all organizations in a chain of production and consumption of foodstuff which is developed by technical committee of International Organization for Standardization. This standard the management system, the base program, requirements NASSR defines requirements of system of management of safety of foodstuff which unite the general and key moments necessary for achievement of safety of foodstuff on all chain of production up to final consumption – dialogue communication.
The ISO 22000 standard unites principles NASSR and the stages of introduction developed by the Commission the Code Alimentarius and is directed only on aspects of safety of foodstuff. It can be entered irrespective of other systems of management, at the same time it is adapted for the ISO 9001 standard for the purpose of increase in compatibility of these two standards. It was developed for simplification of application of this standard as a standard on which it is possible to book audit. The ISO 22004 standard – as auxiliary is developed for ISO 22000 standard introduction also.
The great interest to this standard was shown by heads and specialists of all branches of the food industry. For this reason, considering more and more increasing requirements to safety and quality, importance of preparation of the enterprises to the competition equal in rights in the world market, together with the Ukrainian society of quality "Bureau Veri-tas" is held by State department of the food on support of the International technical society a scientific and practical seminar on a subject: "Modern requirements of the international and domestic standards to safety and quality of foodstuff".
During a seminar work which is carried out by the enterprises of the food industry for ensuring quality and safety of production is discussed, the main objectives which arise before the enterprises in connection with the accession of Ukraine to the WTO are allocated.
