The reporting from last joint meeting of heads of a number of the ministries and specialists of hothouse and vegetable combines concerning creation of stable operating conditions of winter hothouse and vegetable combines of an autonomy.

The vice-chairman of Council of ministers of AR Crimea N. Kolisnichenko, the minister of an agrarian policy of AR Crimea P. Akimov, the deputy minister took part in work of meeting on AR Crimea fuel and energy complex of Century Zhdanov, the deputy minister of resorts and AR Crimea tourism I.Kotlyar, the First Deputy Minister of Finance of AR Crimea E.Kulinich, the director general of Association of vegetable growers of the Crimea G. Tsyplyak, heads of hothouse and vegetable combines from the Simferopol, Bakhchsarai, Krasnogvardeysky, Saksky regions of AR Crimea and the Sevastopol zone.

Analyzing economic indicators of branch for 2007, the director general of Association of vegetable growers of the Crimea Grigory Tsyplyak reported that last year in hothouses of an autonomy 23,9 thousand tons of vegetables were grown up. In comparison with 2006 production increased by 2300 tons, but didn’t reach level of the 90th years when in a year it was possible to Crimean vegetable growers to collect to 55 thousand tons of vegetables of the closed soil. According to G. Tsyplyak, it is connected with repeated rise in price of natural gas and the thermal energy which cost, in comparison with 1991 increased in 80 times. Costs of these resources make not less than 55 % in cost of products of vegetable growing of the closed soil, and their rise in price led to that from 102,8 hectares of winter hothouses available on balance was used for the designated purpose less than a half.

Considerable part of producers refused cultivation of early vegetables in hothouses, having passed to their cultivation in open soil. The farms convinced of economic advantage of hothouse vegetable growing, were engaged in reconstruction of hothouse complexes – "veterans". SOOO "Krymteplitsa" became one of the first who could prove correctness of this choice in practice.

The director general of SOOO "Krymteplitsa" Alexander Vasilyev not only told about achievements of the enterprise, but also emphasized those difficulties which constrain today development of vegetable growing of the closed soil.

- SOOO "Krymteplitsa" – is 24 hectares of the glazed hothouses making annually to 10 thousand tons of vegetables. The reconstructed hothouses are equipped with system of drop watering, low-volume technology of cultivation of tomatoes in containers – he told.

Under production of tomatoes the "lion’s" share of the areas of the enterprise – 17,5 hectares is taken away. On their most part the new hydroponic technology of cultivation of tomatoes on a substratum zeolite where productivity reaches 50 kg/sq.m is introduced. Cucumbers, generally hybrids Spirit and the Regulus, are grown up on the area of 5,5 hectares. Production shops are incorporated uniform system of climate control: by means of the computer program necessary parameters of humidity and temperature are established.

Participants of meeting visited the new sorting and packing shop of combine equipped with sorting car, productivity to 50 tons of vegetables per day which introduction allows to reduce time spent for sorting and packing of vegetables, increases quality of let-out production and its transportability that as a whole conducts to increase of economic efficiency of production as a whole.

Since 2004 in SOOO "Krymteplitsa" reconstruction of production hothouse capacities is conducted. By calculations of experts, 1 hectare of modernization of hothouses costs 1 million American dollars.

Thus, hothouse farms of AR Crimea for the reconstruction and construction of new winter hothouse and vegetable complexes needs  considerable financial means. However, as Grigory Tsyplyak informed, the question of granting to the enterprises for these needs preferential long-term (till 5 years) the credits still isn’t solved with an interest rate to 7 % per annum.

Making information on possibility of compensation of an interest rate of the credits of the commercial banks, the First Deputy Minister of Finance of AR Crimea Ekaterina Kulinich reported that by the republican budget of AR Crimea of such financial instruments isn’t provided, however in the government budget of Ukraine for 2008 for these needs 1 billion dollars is put. Compliance with the Resolution of Ministry of Ukraine No. 126 in the list of the enterprises, having the right to apply for compensation, includes also hothouse combines. However still the order of distribution of these means isn’t defined. E.Kulinich also told to heads of hothouse combines about conditions and the mechanism of charge of compensation.

Problem actual today for vegetable growers there is an absence of demands from the budgetary and sanatorium establishments on delivery of fresh vegetables under direct contracts. Addressed gathered the deputy minister of resorts and tourism Igor Kotlyar for change situaciipredlozhil to heads of hothouse complexes to meet the consumer, having offered terms of delivery favorable to it and payments, such as delivery by small parties, a payment delay, goods delivery.

About the situation with deliveries to winter hothouse and vegetable combines of natural gas was reported by the deputy minister on fuel and energy complex Vadim Zhdanov. According to him, by the Law of Ukraine About the Government budget of Ukraine for 2008 it is defined that volumes of gas of own production are realized only for requirements of the population at the differentiated prices established by the resolution NKRE of Ukraine. Natural gas is delivered to the enterprises at the expense of import resources at the prices approved by the resolution of Cabinet council of Ukraine. Therefore holiday of natural gas at the social prices isn’t obviously possible to hothouse combines. The considerable loss to a hothouse economy is brought also by interruptions in supply of gas and electricity shutdown. But nevertheless, according to Century of Zhdanov, after planned reconstruction of state district power station-2, to hothouse combines can become warmer". And, to achieve it, it is necessary to prepare the appeal of Council of ministers of the Crimea for NAK Neftegaz Ukraine.

Problem, according to participants of meeting, chaotic trade which seriously spoils business image of the hothouse enterprises is also. It first of all, sale of not certificated vegetable production delivered from Turkey on dumping schemes. And this problem which not only negatively influences economy of the Crimean hothouse combines, but also makes threat for health of the citizens consuming such production, it is necessary to solve at republican level, including, forces of supervisory authorities.

Summing up meeting, the vice-chairman of Council of ministers of AR Crimea Nikolay Kolisnichenko told that the Crimea once was famous for rich crops of hothouse vegetables, and today at this branch big prospects. For its part the Government of AR Crimea intends to promote actively to development of this branch, creating the most favorable conditions for producers of vegetables. In the course of N. Kolisnichenko’s meeting charged to representatives of the ministries of AR Crimea to prepare the plans of measures, the problems of vegetable growers directed on the effective decision. (Further see on p. 2)
