which promotes introduction of successful experience of the Polish colleagues in development of the rural zone and agricultural production of AR Crimea
Poland – one of leading global manufacturers of agricultural production. High growth rates of the Polish economy are promoted by the reached institutsialny changes in questions of democratization of society, developments of the local government bodies which activity is directed on a growth in prosperity of rural territories, strengthening of civil unity.
In 2008 cooperation between the Republic Poland and AR Crimea which promotes introduction of successful experience of the Polish colleagues in development of rural territories and agricultural production of AR Crimea proceeded.
For all periodsotrudnichestvo of the Crimean state agrarian educational advice center with department of Pomor center of agricultural consultation in Old Paul it is trained more 200slushatelejavtonomii are experts of agricultural consultation of educational advice center, representatives of local government bodies of AR Crimea, farmers, businessmen and pererabotchikiselkhozproduktsiya.
The Crimean state agrarian educational advice center masters now a new type of innovative activity – development of development programs of the rural zone according to demands of local government bodies of AR Crimea, and before our organization there is a task in carrying out adaptable measures to the forthcoming institutional changes in the Crimean villages.
Cooperation subject between Pomorskimtsentromselskokhozyaystvennogo konsultirovaniyai AR Crimea in 2008 became implementation of the project Support of reforms of local self-government and managing in rural territories of the Crimea within the program of the international help of the Ministry of Foreign Affairs of the Republic Poland for 2008.
For the purpose of implementation of this project in structure of training experts of AR Crimea leaving to Poland in July-August, 2008 (only 70 people), the group as a part of 10 people from among specialists of public authorities, local self-government and educational advice center was created.
The task of group of trainees included studying of the international and Polish experiment on development and introduction of development programs of the rural zone for the purpose of the maximum adaptation of the Polish model to the Ukrainian legislative, standard and legal base, functions of state authorities of the power and local government bodies in Ukraine.
Training of group of trainees of AR Crimea was carried out by specialists of office in Old Paul of Pomor center of agricultural consultation: Maria Savirskoy, Agneshka Rayevskoy, Eve Shimanskoy under the direction of director Antoni Gaydachuk and the project manager on Theresa Krakovskoy’s international cooperation.
The general subject of development programs of the rural zone in the Republic Poland has three directions:
§ village Updating
§ Development of rural green tourism
§ environment Preservation.
For development and introduction of pilot programs by development of the rural zone in AR Crimea Pomor center of agricultural consultation together with the Crimean state agrarian educational advice center determined three areas: Black Sea, Razdolnensky and Belogorsky:
– The program of preservation of environment in aspect of the address with a firm household waste in the territory of the Black Sea region of AR Crimea for 2008-2018;
– The program of updating of villages of Kukushkinsky village council of the Razdolnensky region of AR Crimea for 2008-2015;
– The development program of rural green tourism in the territory of Aromatnovsky village council of the Belogorsky region of AR Crimea.
Except the planned 3rd pilot programs, 5 more drafts of development programs of the rural zone of AR Crimea were developed:
3 programs on the Saksky area:
- The tourism development program in the Orekhovsky territorial bulk for 2008-2015.
- The program of preservation of environment in Suvorovsky village council in the sphere of the address with a firm household waste
- The program of updating sat down Sizovka in the Sizovsky territorial bulk for 2008-2015.
one program on the Belogorsky area:
– The development program of rural green tourism in the Belogorsky region of AR Crimea for 2009-2015.
one program on the Simferopol area, page. Spring:
- The program of updating of the village Spring Rodnikovsky village council of the Simferopol region of AR Crimea for 2008-2015.
General purpose of developed programs: creation in the rural zone of the favorable environment for activity of rural dwellers, stimulirovaniemolodezhi to a kprozhivaniye vselsky settlements, rasshireniyevozmozhnost rural obshhinv resheniiprobly population activity; sozdaniyeusloviya for employment of rural dwellers on the basis of effective use prirodoresursnogopotencialasela, the formirovaniyesotsialny infrastructure, capable to satisfy raznoobraznyenuzhdy rural population; environmental protection etc.
When developing each of programs according to the structure defined by the European norms, situation analysis, SWOT analysis is carried out, problems are defined; the strategic objective, a viziya and mission is formulated; mechanisms of implementation of development programs of the rural zone of AR Crimea are developed.
The presentation and protection of drafts of programs took place in territories of local and settlement councils in October, 2008 in stay of the Polish delegation in AR Crimea.

Strategic objective of the development program of rural green tourism in the territory of Aromatnovsky village council of the Belogorsky region of AR Crimea:
Creation in the territory of Aromatnovsky village council of the Belogorsky region of AR Crimea of the competitive Crimean tourist product capable most to satisfy needs of city dwellers in healthy rest to lower level of rural unemployment in the rural zone, to become a powerful impulse in the course of revival sat down, education of patriotic feelings of rural dwellers on the basis of careful attitude to original culture, natural historically to heritage of the Crimea.
The program of preservation and improvement of a condition of surrounding environment of the Black Sea area in aspect of the address with a firm household waste is directed on preservation and improvement of a condition of surrounding environment of the Black Sea area, ensuring ecological safety of accommodation of the population of the Black Sea area, stabilization and gradual improvement of a condition of surrounding environment, formation of high ecological culture of the population.
Implementation of the Program will allow:
to increase ecological erudition and culture of the population; to eliminate ignition and TBO arsons; to eliminate disorder of elements TBO with a wind and their dispersal on the territory; to eliminate the favorable environment for insects, rodents and homeless animals; to exclude the organized burning of TBO, and consequently, pollution of ground atmospheric air by poisonous gases; low humidity of the bricketed waste and their high density after pressing doesn’t assume absorption of an atmospheric precipitation that promotes delay of anaerobny processes and favorable conditions for formation of biogas aren’t created; to take for further use as secondary raw materials the sorted TBO components.
The purpose of the program of updating of villages of Kukushkinsky village council of the Razdolnensky region of AR Crimea for 2008-2015 of g:
Our village … in 7 years: well-groomed and esthetically attractive; – safe for inhabitants; – with the developed infrastructure; – materialnoobespechenny; – the formed, developed, active youth lives in it; – in the village the updated and modernized stadium; – a modern children’s playground for children of preschool and school age; – the repaired and modernized Recreation center adapted for joint carrying out holidays, concerts and meetings of children, youth and the senior generation of the village; – the functioning Public service center, rendering all necessary services to inhabitants of the village; – the internal roads repaired and supported in a good condition; – well organized roadside market; – modern, constantly operating communication networks.
As of today at sessions of village councils drafts of two pilot programs are approved: The program of updating of villages of Kukushkinsky village council of the Razdolnensky area for 2008-2015 – is approved on September 30 of this year and The development program of rural green tourism in the territory of Aromatnovsky village council of the Belogorsky area – is approved on November 15, 2008.
The draft of the third pilot program on the Black Sea area will be considered at session in December, 2008.
The developed programs on development of the rural zone of AR Crimea are first steps on a way of increase of level of consciousness of rural dwellers with their active participation in institutsialny changes on the village.
