The president of Ukraine installed the solution of SNBO of Ukraine from November 21, 2008. "About implementation of decisions of National Security council and defense of Ukraine concerning regulation of the ground relations, use and protection of lands".
The document it is entrusted to Cabinet council of Ukraine, in particular:
to take measures for formation and development of the market of the earth, including concerning cancellation of the moratorium on alienation of lands of agricultural purpose; to accelerate adoption of the Concept of development of the ground relations in Ukraine for 2009-15 and to develop till the end of 2009 on its basis the State target development program of the ground relations in Ukraine till 2015; to accelerate development and introduction in accordance with the established procedure on consideration of the Verkhovna Rada of Ukraine of the bill "About modification of the Law of Ukraine "About a payment for the earth" concerning establishment of an ascending scale of a payment for the earth depending on time throughout which the land lot isn’t used on a designated purpose; to fulfill a question of expediency of the direction of 30 % of means of the land tax, in particular, on actions for rational use and protection of lands, increase of fertility of soils, implementation of land management and monitoring of lands; to finish development and in three-months term to approve an order of reviewing of reports on an expert monetary assessment of the land lots; to take immediate measures on completion of work on issue of the state acts on an ownership right on the earth to owners of certificates on an ownership right on a ground share (share).
