In the publication the analysis of work of agro-industrial complex in 2007 is presented. In 10 months of this year in comparison with the similar period 2006g. growth of gross output made 117,4 %, including: in plant growing of 120,2 %, animal husbandry of 115,4 %.
The explanatory note to the draft of the Resolution
A number of positive tendencies was outlined in agrarian sector of economy of an autonomy in 2007 in comparison with 2006: following the results of 10 months 2007 growth of gross output in agro-industrial complex in comparison with the corresponding period of 2006 made in the Autonomous Republic Crimea – 117,4 %; including in plant growing – 120,2 %, animal husbandry – 115,4 %.
In 2007 financing volumes from the Government budget of Ukraine and the budget of the Autonomous Republic Crimea of various programs and actions for development of our agro-industrial complex considerably increased. So in 2007 from the Government budget of Ukraine 176,2 million UAH arrived., that on 69,7 million UAH. more than for the corresponding period of 2006. From the budget of the Autonomous Republic Crimea in 2007 10,9 million UAH arrived., that on 1,5 million UAH. more than for the corresponding period of 2006.
The grain volume of production in 2007 made 1282 thousand tons (bunker weight) that on 10 thousand tons there is more than level of last year.
Risoseyushchiye farms of the republic finished fig. cleaning. Production of grain of this culture made 78,7 thousand tn (bunk. weight) that on 10 thousand tn. more than last year.
Vegetables 160 thousand tons are made that on 2,3 thousand tons there is more than level of last year, potatoes – 180 thousand tons (+ 2,6 thousand tons by 2006), fruit – 46,6 thousand tons (+14,2 thousand tons), grapes – 90 thousand tons (+ 44,3 thousand tons).
In 10 months 2007 the volume of production of gross output of animal husbandry by the similar period of 2006 is increased by 115,4 %.
In all categories of farms of the republic the number of cattle increased by 2,3 %, including cows – for 0,5 %, pigs – for 13,7 %, sheep – for 14,3 % and birds – for 4,8 %.
Production of milk increased by 3,1 %, meat – for 11,2 %, wool – for 18,5 %. Efficiency of all animal species raised. Nada on a cow made 3181 kg that more than last year on 36 kg.
In 10 months 2007 of the enterprise food and the processing industry, carried to the sphere of management of the Ministry of an agrarian policy of the Autonomous Republic Crimea, let out production in the comparable prices on 2,5 mlr.grn., that above level of the similar period of 2006 for 11,7 %.
Meat volume of production, including an offal of 1 category, (+12,7 %), sausage products (+35,5 %), milk processed liquid (+20,2 %), butter (+11,6 %), cottage cheese fresh not fermented (+9,1 %), products sour-milk (+16,2 %), torments (+15,9 %), grain (+14,6 %), forages for agricultural animals (+2,7 %), wine grape (+25,1 %), cognac (+34,5 %), mineral water (+34,5 %), soft drinks (+30,4 %), pasta (+0,2 %) is increased.
The ministry of an agrarian policy of the Autonomous Republic Crimea actively conducted work on repayment of debt on a salary, as a result of which debt in 10 months 2007g. decreased on 4490,8 thousand UAH., or for 33,7 %.
In 2007 economically active enterprises of agro-industrial complex had all possibilities completely to extinguish debts on a salary and in the Pension Fund, however insufficient control from certain heads of the district state administrations led to that as of 01.11.2007 it remains rather high. The debt not only isn’t extinguished, but also in separate areas increased. The debt on salary payment at the enterprises of agro-industrial complex of the Black Sea area is completely extinguished.
The debt on a salary isn’t extinguished by economically active enterprises:
– The Dzhankoysky area – for the sum of 271,8 thousand UAH. (growth for October 2007 – 80,8 thousand UAH.),
– The Kirov area – 17,1 thousand UAH.,
– The Nizhnegorsky area – 444,2 thousand UAH. (growth for October 2007 – 355,2 thousand UAH.),
– The Saksky area – 24,1 thousand UAH.,
– The Simferopol area – 601 thousand UAH. (growth for October 2007 – 127,0 thousand UAH.).
For 01.11.2007, according to Head department of the Pension fund of Ukraine in the Autonomous Republic Crimea, total amount of debt to the Pension fund of agricultural producers makes 17639,3 thousand UAH., including economically active enterprises – 2981,0 thousand UAH., the enterprises being in various stages of bankruptcy, self-destruction – 14658,3 thousand UAH.
Total amount of debt to the Pension fund in comparison with the beginning of year increased by 15,0 thousand UAH. (on 01.01.07g. – 17624,3 thousand UAH.), including in a month the debt increased on 146,4 thousand UAH. (on 01.10.07g. – 17492,9 thousand UAH.).
Completely extinguished debt to the Pension fund economically active enterprises of Saksky and Soviet areas. The debt of economically active enterprises as of 1.11.2007 made in the Dzhankoysky area – 496,0 thousand UAH., The Krasnoperekopsky area – 105,1 thousand UAH., The Bakhchsarai area – 249,9 thousand UAH., The Belogorsky area – 163,6 thousand UAH., The Kirov area – 286,5 thousand UAH., The Krasnogvardeysky area – 11,9 thousand UAH., The Lenin area – 10,8 thousand UAH., The Nizhnegorsky area – 182,2 thousand UAH., The May Day area – 117,5 thousand UAH., The Razdolnensky area – 269,6 thousand UAH., The Simferopol area – 1235,5 thousand UAH.
The question of repayment of debt on a salary and payment of contributions to the Pension fund in 2007 is constantly considered on equipment rooms, selector meetings, at meetings of boards, in Council of social partnership, on commission sessions of the ministry of questions of ensuring completeness of payment of contributions to the Pension fund and repayments of debt on a salary.
Council of ministers of the Autonomous Republic Crimea for the purpose of repayment of debt on a salary and in the Pension Fund the enterprises of agro-industrial complex the Resolution from November 20, 2007 of No. 752 About a course of implementation of the Resolution of Council of ministers of the Autonomous Republic Crimea from July 10, 2007 of No. 437 is accepted and the assignment is given to speed up work of regional commissions concerning providing and completeness of payment of contributions to the Pension fund and to repayment of debt on a salary.
