The program is developed
The ministry of an agrarian policy of Ukraine suggests to approve the development program of production of biodiesel fuel for the period till 2010. The corresponding draft of the resolution of Ministry is developed and published on an official site of the Ministry.
The project purposes – increase of level of ecological and power safety of Ukraine, providing agrarian sector and transport biofuel of own production, performance by Ukraine of the international obligations in the environmental protection sphere, etc.
MINAP suggests to establish for producers of fuel separate indicative plans on increase in volume of production of biofuel (having provided sanctions for non-compliance with these plans), to oblige points of realization of fuel to support at necessary level stocks of biofuel or traditional fuel with addition biological, and also to enter system of encouragement of use of biofuel by agricultural cars and transport.
According to developers of the draft of the resolution, the program will allow to create conditions for:
– creations of zones of the concentrated production of a rape with use of modern technologies (the area of 50-70 thousand hectares);
– ensuring the guaranteed sale of the rape made by landowners;
– creations of system of state standards in the sphere of production and use of alternative types of fuel;
– constructions of plants for production of a biodiesel engine.
In Ukraine according to the program about 10 % from total area of an arable land (for comparison, in the USA, Germany, Austria, France and the Czech Republic this indicator makes 10-14 %) are planned to finish a cultivated area of a rape. By Minagropolitika’s calculations, potentially the rape crop in the country by 2010 can make 5,4 million tons. Achievement of this indicator possibly only under condition of construction to 2008g. three biofuel plants, and to 2010g. – not less than 20 such enterprises in the general capacity not less than 623 thousand tons of a biodiesel engine. For one area of Ukraine total amount of expenses for construction of one plant in capacity of 100 thousand tons of biofuel a year, elevators in total amount of 350 thousand tons, creation of agrotechnical complexes for rape cultivation on the area of 100 thousand hectares will make about 170 million euros.
The size of state grants for hectare of crops of a rape, according to the program, should be increased from 65 UAH. in 2006 to 100 UAH. in 2007-2010 Besides, annually on selection in plant growing allocation of 10 million UAH is provided.
The total amount of financing of the program should make over 12,1 billion UAH., including at the expense of the state budget – about 1,04 billion UAH.
Reference. According to Goskomstat data, in 2005 in Ukraine 284,7 thousand tons of a rape, in 2004 – 148,9 thousand tons were collected. According to all available data from MINAP, for May 23 the summer rape in Ukraine sowed 128,3 thousand hectares (at a forecast of 170 thousand hectares). Before Minagropolitika counted on increase in crops of a summer rape to 330 thousand hectares, however agricultural producers appeared aren’t ready to such sharp increase in the areas.
Winter rape in the current season in Ukraine poseyan on the area of 418,4 thousand hectares (against 147,9 thousand hectares in 2004). In last season the cultivated area under a rape (winter and summer), according to Goskomstat data, made 207,4 thousand hectares.
