The law of Ukraine About the government budget of Ukraine for 2006 approved a subsistence minimum for invalid category of citizens. According to the specified Law since 1.01.2006 recalculation of some types of pensions and extra charges to them and the extent of the state public monetary assistance is made.
The law of Ukraine About the Government budget of Ukraine for 2006 approved a subsistence minimum for invalid category of citizens which since 1.01.2006 makes 350 UAH; since 1.04.2006 – 359 UAH; since 1.10.2006 – 366 UAH.
According to the specified Law since 1.01.2006 recalculation is made:
1. The minimum sizes of the pensions appointed according to article 28 of the Law of Ukraine About obligatory state pension insurance.
The minimum size of pension on age at existence at men 25, at women – 20 years of an insurance experience is established at level of the subsistence minimum established for invalid category of citizens, and for every year over 25 years in husband’s and 20 years for women the size of pension increases by 1 percent from the size of the pension calculated according to article 27 of the Law of Ukraine About obligatory state pension insurance, but no more than 1 percent from a subsistence minimum.
For example: The woman having an insurance experience of 42 years, the main which size of pension is calculated according to standard of article 27 of the Law of Ukraine About obligatory state pension insurance as of 1.01.2004 p., made 117 UAH.
The size of pension since 12.01.2005 made 357,74 UAH, including: 117 UAH – the main size of pension; 215 UAH – surcharge to the subsistence minimum established by the legislation for invalid category of citizens (332 UAH); 25,74 UAH – surcharge for an experience above permitted standard (117 UAH x 22 percent).
The size of pension since 1.01.2006 makes 375,74 UAH, including: 117 UAH – the main size of pension; 233 UAH – surcharge to the subsistence minimum established by the legislation for invalid category of citizens (350 UAH); 25,74 UAH – surcharge for an experience above permitted standard (117 UAH x 22 percent).
2. Pensions for special merits in front of Ukraine.
To persons who live in houses boarding schools for citizens of old age and disabled people, the pension is paid for special merits in the full size. To working pensioners payment of this type of pensions will be made without any conditions.
For example: The pension for special merits in front of Ukraine is established of 22 percent from the subsistence minimum established for invalid category of citizens, and made since 1.01.2005 of 73,04 UAH (332 x 22 percent), since 1.01.2006 the size of pension makes 77 UAH (350 x 22 percent).
3. Increases to pensions to the disabled veterans, provided by the Law of Ukraine About the status of veterans of war, a guarantee of their social protection.
Since 1.01.2006 the amount of increase to pension makes:
to the disabled veteran of the 1st group – 175 UAH (350 x 50 percent);
to the disabled veteran of the 2nd group – 140 UAH (350 x 40 percent);
to the disabled veteran of the 3rd group – 105 UAH (350 x 30 percent).
4. The minimum sizes of pensions to the military personnel of involuntary service and members of their families appointed according to the Law of Ukraine About provision of pensions of the military personnel and persons of commanding and ordinary structure of law-enforcement bodies.
For disabled people from among soldiers and sailors of involuntary service:
to disabled veterans of the 1st group – 670 UAH;
to disabled veterans of the 2nd group – 525 UAH;
to disabled veterans of the 3rd group – 472,50 UAH;
to disabled people of army of the 1st group – 424,82 UAH;
to disabled people of army of the 2nd group – 367,50 UAH;
to disabled people of army of the 3rd group – 350 UAH;
on loss of the supporter – 350 UAH.
5. The extra charges provided by the Law of Ukraine About donorship of blood and its components are established with 1.01.2006g. at a rate of 10 percent from 453 UAH also make 45,30 UAH.
6. Recalculation of the pensions appointed according to article 54 of the Law of Ukraine About the status and social protection of the citizens injured with Chernobyl accident, is made by increase without the extra charges provided by the legislation, increases, additional pensions, the target monetary assistance, pension for special merits in front of Ukraine, the sums of indexation and other surcharges:
in 3,5 times of a disability pension owing to failure on the Chernobyl Nuclear Power Station to participants of elimination of consequences of failure on the Chernobyl Nuclear Power Station in 1986 and on loss of the supporter for the died participant of elimination of consequences of failure on the Chernobyl Nuclear Power Station v1986 to year;
in 2,5 times of a disability pension owing to failure on the Chernobyl Nuclear Power Station to participants of elimination of consequences of failure on the Chernobyl Nuclear Power Station in 1987 – 1990 and on loss of the supporter for the died participant of elimination of consequences of failure on the Chernobyl Nuclear Power Station in 1987 – 1990.
After recalculation the size of a disability pension can’t be lower than:
from among participants of elimination of consequences of failure on the Chernobyl Nuclear Power Station:
1 group – 540 UAH; the 2nd group – 500 UAH; the 3rd group – 467 UAH.
Other disabled people by whom the causal connection (disabled children) is established:
1 group – 440 UAH; the 2nd group – 400 UAH; the 3rd group – 370 UAH.
The minimum sizes of disability pensions to disabled children which disease is connected with failure on the Chernobyl Nuclear Power Station, aren’t recalculated, recalculation in this case is made by recalculation of the size of a difference taking into account additional increase for 50 percent from the extent of the help to disabled children.
7. The extent of the state public monetary assistance on leaving according to the Law of Ukraine About the state public assistance to persons which have no right to pension, and to disabled people since 1.01.2006 it is established as the percentage from a subsistence minimum of 165 UAH:
the state public assistance on leaving to disabled veterans of the 1st group (serviceman) – 82,50 UAH (50 percent from 165 UAH);
the state public assistance on leaving to disabled veterans of the 2nd group (serviceman) – 41,25 UAH (25 percent from 165 UAH);
the state public assistance on leaving to disabled veterans of the 3rd group (serviceman) – 24,75 UAH (15 percent from 165 UAH);
the state public assistance on leaving to disabled people of the 1-3rd groups (article 7 of the specified Law) – 24,75 UAH (15 percent from 165 UAH).
Recalculation of pensions by bodies of the Pension fund of Ukraine will be made on the basis of documents which are in pension affairs.
Payment of pensions in the new sizes will be carried out in January, 2006.
